“Advocacy for the Liberia Artisanal Fishermen Association (LAFA)“

In a parallel effort, the Liberia Artisanal Fishermen Association (LAFA) sought our intervention regarding a significant increase in annual license fees and the complicated payment methods imposed by the National Fisheries and Aquaculture Authority (NaFAA).

The fishermen expressed serious concerns about a drastic decline in their catches, which they attributed to the adverse impacts of climate change. They emphasized that these changes had severely affected their livelihoods, making it increasingly difficult to support their families, especially while also managing new financial burdens.

Specifically, the annual fees were raised from ten thousand Liberian dollars for a 40-horsepower canoe to an astonishing four hundred seventy-five dollars; for 15-horsepower canoes, the fees increased from five thousand Liberian dollars to two hundred fifty dollars; and for peddling canoes, the fees jumped from two thousand five hundred Liberian dollars
to fifty dollars.

“Advocacy for Beach and Waterway Workers”

During this session, Hon. Emmanuel Dahn advocacy efforts were made to secure funding for the beach and waterways program within the 2024 fiscal budget.

On September 3, 2024, communication was sent to the Plenary, inviting Ministers from both Finance and Development Planning and Youth and Sports to evaluate this initiative. As a result of ongoing engagement, an initial budget allocation of Three Million United States Dollars was earmarked.

However, subsequent budget revisions revealed that only Five Hundred Thousand United States Dollars was ultimately disbursed Additionally, to recognize and appreciate the service of these workers in our district and country, we convened a meeting with them at PHP Park, where we contributed
Fifty Thousand Liberian Dollars and ten bags of rice for their Independence celebration.

"FORMAT OF MY STRUCTURAL ANATOMY”

We opted to divide our six-year term into three sections:

A) The FIRST SECTION (2024-2025) is referred to as the ORIGIN.

B) The SECOND SECTION (2026-2027) is referred to as the RISE.

C) The THIRD SECTION (2028-2029) is referred to as the TAKEOVER.

A. During the ORIGIN, all our undertakings will be detailed in this report. As you read through it, you will gain insight into our efforts.

B. In the RISE (2026-2027), we will focus on the following priorities:

- Enhancing the economic and social status of our constituents through job creation.

- Improving the educational standards within the District.

- Providing enhanced healthcare services.

- Ensuring effectiveness in security and upholding the rule of law.

With our unwavering commitment to the RISE, we anticipate a surge of innovation termed "DAHNOMITE."

This will lead to the development of "DAHNOLOGY," which will, in turn, result in the emergence of "DAHNOLOGISTS."

C. During the TAKEOVER, which will follow the success of the RISE and the resulting DAHNOMITE, the narrative of District 7 in Montserrado County will be transformed.
