HISTORICAL PERSPECTIVE

The Liberia water and Sewer Corporation was created by an Act to amend the Public Utilities Law in 1973. The Corporation is empowered to construct, install, establish, operate, manage and supply to all parts of Liberia, safe drinking water and perform all sewerage se

rvices, as well as to maintain such water and sewerage facilities

INCORPORATION AND OBJECTIVES

In line with this Act, Liberia Water and Sewer Corporation was duly established in 1973 under an Act of the Legislature as a legal public corporation with the following objectives:

Ø The provision, distribution, and supply of water in Liberia for public, domestic and industrial purposes

POLICY OBJECTIVES

To engage in the management, development, construction, installation, manufacture, operation, transmission, distribution, sale and supply to all areas of water and sewage services and of equipment and facilities related thereto. To establish and maintain water and sewer facilities, offices and/or agencies within and everywhere inside Liberia; and to exercise any or all of its corporate powers and rights in Liberia and in any foreign or countries, if need be. To determine fair and reasonable rates, fees, and charges which shall be charged in connection with the provision of water and sewage services. To manufacture, import, buy, sell, install, collect, generally deal in water and sewage services and to manufacture, buy, sell and deal in all materials used in connection with the aforesaid services. To apply for, purchase, or by other means, acquire, hold, sell, assign, lease, mortgage, or otherwise dispose of and protect, and prolong and renew whether in the Republic of Liberia or elsewhere any patents, patent rights, licenses, protections, concessions, trade marks and trade names and to use and turn account and to manufacture under grant of license and to experiment upon and test and improve or seek to improve any patents, inventions, or rights which the corporation may acquire or propose to acquire. To acquire, build, operate and dispose of all necessary convenient lands, buildings, structures, machinery, reservoirs, water towers, and all other things and devices incidental to the purposes of the corporation. To engage in and conduct studies and experiments with a view to improving the suitability of water and sewer facilities and implements to local conditions. To enter into, perform and modify contracts, leases agreements, or any other transaction, or such terms as may be deemed appropriate with any Agency or instrumentality of the Government or with any other person, partnership, association, organization, or other entity, public or private, single or in combination. To accept and use gifts or donations of services, funds, or property (real, personal tangible or intangible). To borrow or raise money for any purpose of the corporation, and acquire and dispense with same upon such terms and conditions, and or such considerations as the Board of the corporation shall determine to be reasonable through purchase, exchange, discount, rediscount, public or private sale, negotiation, assignment, exercise of option or conversion of rights or otherwise, for cash or credit, with or without tangibles or intangibles, including but not limited to , mortgage, bonds, debentures (including convertible debentures) liens, pledges, and other collateral or security, contracts, claims, currencies, notes, drafts, bills of exchange, acceptances, including bankers acceptances, cable transfers, and all other evidence of indebtedness or ownership and guarantee payment against any instrument above specified

To collect or compromise any obligations assigned or held by or any legal and equitable rights accruing to the corporation. To take any and all actions determined by the Board to be necessary or desirable in making, carrying out, servicing, compromising, liquidating or otherwise dealing with or realizing any transaction or operation authorized under this chapter.

(May 29, 2026) LWSC Announces Temporary Disruption in Water Supply Following Major Pipe Rupture at White Plains

Monrovia, Liberia – The Liberia Water and Sewer Corporation (LWSC) informs the public that the Corporation’s 36-inch main water transmission pipe ruptured last evening a few meters away from the White Plains Water Treatment Plant.

The damaged pipeline serves as the main transmission line responsible for supplying water to Monrovia and surrounding communities. Following the incident, LWSC engineers and technical teams were immediately deployed to the site and are currently assessing the full extent of the damage in order to commence major repair works.

Due to the severity of the rupture, the Corporation regrets to inform the public that water supply services will be significantly disrupted and may remain interrupted for at least one week while repair and restoration efforts continue.

LWSC understands the inconvenience this situation may cause to customers and residents and assures the public that every available resource is being mobilized to ensure the timely restoration of normal water supply.

The Corporation appreciates the public’s patience and understanding during this period and will continue to provide updates as work progresses.

The Liberia Water and Sewer Corporation (LWSC) welcomes Executive Order No. 165 signed by H.E. President Joseph Nyuma Boakai, Sr., renewing customs duty exemptions on critical operational equipment and supplies essential for water production and sanitation services nationwide.

The renewed exemption covers key operational imports including:
✅ Diesel fuel for production and operations
✅ Water treatment chemicals and chlorination materials
✅ Pumps and laboratory equipment
✅ Water and sewer service trucks
✅ Leak detectors, pressure cleaners, meters, and generators

This timely intervention will help reduce operational costs, strengthen service delivery, support infrastructure maintenance, and ensure continued access to safe drinking water and sanitation services for communities across Liberia.

LWSC remains committed to improving water and sanitation services as part of national efforts to protect public health and support the Government of Liberia’s ARREST Agenda for Inclusive Development.

LWSC begins a five-week training program on Report Writing for its senior-level staff. This training is conducted by the Banking Institute of Liberia (BIL). From today, Saturday, May 16, to Saturday, June 13, Directors, Managers, Assistant Managers, Coordinators, and Supervisors, including Technical Assistants, will gather each Saturday for this training. The primary objective is to improve report writing skills within the LWSC. Capacity development is a key focus for the current LWSC management team,headed by MD Mohammed Ali.

LWSC, WORLD BANK CONDUCT NEW PIPELINE QUALITY AND TECHNICAL STANDARDS ASSESSMENT

‎The Liberia Water and Sewer Corporation (LWSC), in collaboration with the World Bank and project contractors, has conducted a comprehensive assessment of the ongoing pipeline construction project aimed at expanding and strengthening Liberia’s water infrastructure system.

‎The exercise brought together the LWSC Deputy Managing Director for Technical Services (DMD-TS), members of the Project Implementation Unit (PIU), contractors responsible for the installation of the 48-inch transmission line, and a visiting delegation from the World Bank.

‎The team toured the Water Treatment Plant (WTP) and other project sites to evaluate the quality, progress, and technical standards of work being carried out under the project.

‎A major highlight of the assessment was the pressure testing of the newly installed water transmission pipeline.

‎‎‎‎The World Bank and technical teams also assessed the alignment and depth of the pipeline, the quality of welding and pipe connections, compliance with engineering specifications, construction safety measures, and the overall progress of the ongoing works.
