MHCD Manager Victoria Matsunaga stands alongside Reyna Saures, Commonwealth Healthcare Corporation’s (CHCC) Community Guidance Center Director; Ana Ada, Peer Program Manager; and Esther Muna, CHCC Chief Executive Officer. Matsunaga and MHCD Caseworker Jovahnalyn Cabrera attended the 2026 Prevention & Recovery Awareness Months Proclamation Signing Ceremony hosted by the CHCC's Community Guidance Center on September 4, 2026, at Pacific Islands Club Saipan. The event recognized Prevention Month and Recovery Month while highlighting the importance of behavioral health awareness and continued collaboration among community partners supporting individuals and families throughout the CNMI. MHCD is grateful for the continued collaboration with CHCC-CGC and other community partners.

Transitional Living Center (TLC) Director Dr. Glenda George invited the NMI Judiciary to learn more about TLC and mental health care in the CNMI. Associate Judge Lillian Ada Tenorio, who handles the NMI Judiciary Mental Health Court Docket (MHCD), Associate Judge JP San Nicolas, and Presiding Judge Joseph N. Camacho met with staff and toured the facility.

TLC is a program of the Commonwealth Healthcare Corporation’s Community Guidance Center which provides individualized services for adults with severe and persistent mental illness. Services include case management, day program, illness management, and recovery skills training, activities of daily living, medication management, outreach, and social and recreational activities. TLC aims to help individuals build greater independence and successfully integrate into the community.

During the visit, the judges sat down with Dr. George and the TLC team to learn more about the services and support provided to individuals throughout the CNMI, including participants of the MHCD. The discussion also provided an opportunity for TLC staff to share some of the challenges they face in continuing to meet the behavioral health needs of the community.

MHCD Caseworker Jovahnalyn Cabrera represented the NMI Judiciary Mental Health Court Docket at the 2026 Domestic Violence Awareness Month Planning Committee Meeting & Advocates Workshop held at Aqua Resort Club Saipan. The event brought together community partners and advocates for networking, training on Public Law 24-08, DVAM planning, team-building activities, and discussion focused on strengthening support for survivors of domestic violence throughout the CNMI.

Participation in opportunities like this helps strengthen collaboration between the Judiciary and community-based service providers while expanding awareness of the resources, laws, and advocacy efforts available to individuals and families impacted by domestic violence. MHCD is proud to support continued professional development and community engagement that strengthens the services we provide to treatment court participants and the broader community.

Members of the NMI Judiciary Mental Health Court Docket (MHCD) attended the 2026 NAADAC Empower Conference, joining behavioral health professionals from across the country for training, professional development, and discussions focused on substance use treatment, recovery, co-occurring disorders, and effective approaches to supporting individuals in treatment. Representing the Judiciary were MHCD Manager Victoria Matsunaga, MHCD Program Specialist Jaiden Santos, MHCD Community Supervision Worker Timothy Deleon Guerrero, and Deputy Clerk II Jandra Rideb. While at the conference, the Judiciary team also had the opportunity to connect with Commonwealth Healthcare Corporation Community Guidance Center staff Jawn Joyner and Jeff Tomokane, pictured with the group. The conference provided valuable opportunities to strengthen knowledge, exchange ideas, and bring back practical strategies that can support the continued growth of treatment court and behavioral health services in the CNMI.

JUDICIARY RECOGNIZES DELIA BARCINAS FOR ACADEMIC EXCELLENCE

The NMI Judiciary congratulates Delia Barcinas, Deputy Clerk I at the Rota Centron Hustisia, for receiving her Bachelor of Science in Criminology and Criminal Justice from Portland State University (“PSU”). She graduated with Summa Cum Laude honors and received the 2026 Outstanding Senior honor from PSU’s Department of Criminology and Criminal Justice.

Delia first joined the Judiciary as a Family Court Client Service Coordinator in 2013, becoming Deputy Clerk I in 2019. At the Rota Centron Hustisia, she has shown dedication to furthering the mission and vision of the Judiciary, and this achievement showcases her pursuit of personal and professional growth. Especially after Super Typhoon Bavi, Delia upheld essential Judiciary functions on Rota and continues to work diligently to overcome challenges in the post-Super Typhoon setting.

“We proudly congratulate Delia, our Deputy Clerk I on Rota, for obtaining her degree and for receiving honors from Portland State University. Her determination and commitment to obtaining her degree while balancing her work at the Judiciary is a great accomplishment,” said Presiding Judge Joseph N. Camacho.
