The Local Government Unit of Carrascal has successfully completed the 4-Day Public Service Continuity Plan (PSCP) Formulation Workshop from August 17-20, 2026 at Watergate Hotel, Butuan City, to strengthening its commitment to ensuring that essential government services remain available and responsive even during emergencies, disasters, and other disruptions.

The workshop brought together the Office Heads of the LGU Carrascal, who actively participated in planning, identifying critical functions, and developing strategies to ensure the continuous delivery of vital services to the people of Carrascal.

The awarding and closing ceremony was graced by our Municipal Mayor, Hon. Joseph L. Urgel, who recognized the dedication and active participation of the different offices in building a more resilient and prepared local government.

This milestone is more than the completion of a workshop, it is a commitment to prepare today so that public service can continue tomorrow. Through the PSCP, LGU Carrascal strengthens its capacity to protect its operations, support its workforce, and most importantly, continue serving and caring for our people when they need government the most.

Today, we commemorate Ninoy Aquino Day, a special non-working day in honor of the life, courage, and sacrifice of former Senator Benigno “Ninoy” S. Aquino Jr.

In accordance with Republic Act No. 9256, dated February 25, 2004, August 21 of every year is declared a National Non-Working Holiday to commemorate the death anniversary of former Senator Benigno S. Aquino Jr.

For 2026, Proclamation No. 1006, issued by President Ferdinand R. Marcos Jr., likewise declares August 21, 2026 (Friday) as a Special (Non-Working) Day throughout the country.

More than a day of remembrance, Ninoy Aquino Day calls us to reflect on the timeless values of courage, democracy, freedom, and service to the Filipino people. These principles continue to inspire generations.

As we mark this occasion, may we remain steadfast in our duties to community and nation, working hand in hand toward a Philippines that is peaceful, just, and progressive. 🇵🇭

The Municipality of Carrascal formally commenced its Public Service Continuity Plan (PSCP) Formulation Workshop on August 17–20, 2026, at Watergate Hotel, bringing together the heads of various offices of the Local Government Unit of Carrascal in a collective effort to strengthen institutional preparedness, resilience, and continuity of essential public services during disasters, emergencies, and other disruptive events.

The first day of the workshop focused on establishing a strong foundation for the formulation of the Municipality’s PSCP. Mr. Fren Elias D. Malinao of the Policy Development and Planning Section, Office of Civil Defense (OCD) Caraga, provided an overview of the PSCP, highlighting its importance in ensuring that critical government functions and services remain operational despite emergencies and disruptions.

The participants then proceeded to the Workshop Proper, covering the Introduction, Purpose, and Policy Statement of the Public Service Continuity Plan. These sessions provided the participating LGU offices with a clearer understanding of their respective roles, responsibilities, and institutional commitments in maintaining uninterrupted and responsive public service delivery.

The activity was enriched by the participation and technical guidance of resource persons from the Office of Civil Defense (OCD) Caraga, including Mr. Fren Elias D. Malinao, Policy Development and Planning Section; Ms. Aizy Lynn P. Joloyohoy, Head of the Procurement Management Unit; and Mr. Michael U. Overly, Technical Personnel, Human Resource Management Unit.

This four-day workshop underscores the commitment of the Municipality of Carrascal to strengthen its systems, policies, and organizational capacity toward a resilient, prepared, and continuity-ready local government—ensuring that essential services remain accessible to the people even in times of crisis.

CARRASCAL – The DICT-Caraga in partnership with the Local Government Unit (LGU) of Carrascal successfully conducted the one-day youth symposium “You(th) Matters: Shaping Future-Ready Youth in an Evolving Digital World” on Tuesday, August 11, 2026, at the Carrascal Convention Center, Adventure Park. The activity brought together one hundred sixty-seven (167) youth leaders and gave them foundational digital competencies, practical artificial intelligence (AI) tools, cybersecurity awareness, and responsible digital citizenship skills in celebration of Linggo ng Kabataan.

The symposium sought to improve participants’ knowledge of the internet and responsible use of technology, particularly in the areas of evaluating online information, countering misinformation and disinformation, developing a positive digital footprint, and engaging in responsible online behaviors. The activity also introduced foundational concepts of AI and Generative AI, with hands-on demonstrations of AI productivity tools for academic research, writing, creative projects, and career preparation.

The focus was also on cybersecurity and personal data protection, which brought to the table common online dangers like phishing, social engineering, and identity theft. Participants were oriented on the importance of protecting personal information online, principles of Data Privacy Act of 2012, and practical cyber hygiene such as multi-factor authentication, strong password practices, and Wi-Fi security. The activity brought together youth representatives from different sectors and organizations such as SK Councils, SSLG, KK, CIPSO, KKDAT, CPCAI, and barangay youth representatives from all over Carrascal.
The initiative strengthened the joint efforts of DICT-Caraga and the LGU of Carrascal in preparing the youth for meaningful participation in a digitalizing world. “The partnership will be followed up thru possible specialized activities such as hands-on training on AI productivity and digital freelancing for youth leaders,” she said.

𝗖𝗔𝗥𝗥𝗔𝗦𝗖𝗔𝗟, 𝗦𝗨𝗥𝗜𝗚𝗔𝗢 𝗗𝗘𝗟 𝗦𝗨𝗥— Carrascalanons availed of free healthcare services as the Philippine Coconut Authority (PCA) Region XIII – Caraga brought its mobile health services closer to local communities, providing accessible medical assistance to residents who may face challenges in reaching hospitals and health facilities.

The mobile health outreach provided a range of services, including free medical consultations, dental services, optical services, laboratory tests, diagnostic tests, medicines, eyeglasses, and other healthcare services.

The activity also provided residents an opportunity to consult with health professionals, have their concerns assessed, and receive appropriate assistance without having to travel far from their communities.

In a message, Mayor Joseph L. Urgel extended his personal thanks to the Philippine Coconut Authority Region XIII – Caraga and its mobile health team for bringing the initiative to Carrascal and providing free healthcare services to the community.

In line with the Linggo ng Kabataan 2026 Celebration, the 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐘𝐨𝐮𝐭𝐡 Development Office 𝐢𝐧𝐯𝐢𝐭𝐞𝐬 𝐲𝐨𝐮𝐧𝐠 𝐂𝐚𝐫𝐫𝐚𝐬𝐜𝐚𝐥𝐚𝐧𝐨𝐧𝐬 𝐚𝐠𝐞𝐝 15–25 𝐲𝐞𝐚𝐫𝐬 𝐨𝐥𝐝 to join 𝐘𝐨𝐮𝐭𝐡 𝐓𝐡𝐫𝐨𝐮𝐠𝐡 𝐭𝐡𝐞 𝐋𝐞𝐧𝐬 (Municipal Youth Photography Contest) and capture the stories, moments, and actions that show how young people are making a difference in our community.

With the theme “𝐁𝐚𝐭𝐚𝐧-𝐨𝐧 𝐂𝐚𝐫𝐫𝐚𝐬𝐜𝐚𝐥𝐚𝐧𝐨𝐧: 𝐈𝐧𝐬𝐩𝐢𝐫𝐢𝐧𝐠 𝐂𝐡𝐚𝐧𝐠𝐞 𝐢𝐧 𝐭𝐡𝐞 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲,” we want to see how young Carrascalanons are making a difference through their actions, ideas, talents, and everyday efforts.
