Food Redemption – Month 3 | April 20, 2026

Another successful distribution was conducted for the 3rd month of food redemption under the Walang Gutom Program, in partnership with our local retailer, the SLP Panikian Pamana Association. A total of 95 beneficiaries from the Municipality of Carrascal redeemed their food commodities worth Php 3,000.00, consisting of fresh and nutritious food from farm to table.

The Municipal Social Welfare and Development Office (MSWDO), together with our partner retailer, the SLP Panikian Pamana Association, remains committed to the continuous provision of food assistance to families in the Municipality of Carrascal as part of the ongoing effort to support communities and fight hunger.

Distribution of Cash Gifts to Fourteen (14) Nonagenarian and One (1) Centenarian Senior Citizens | April 7, 2026

The Municipal Social Welfare and Development Office (MSWDO), through the Office for Senior Citizens Affairs (OSCA) and in collaboration with the Provincial Social Welfare and Development Office (PSWDO) led by Ms. Hershe L. Nunez, RSW, successfully distributed Php 10,000.00 cash gifts to fourteen (14) nonagenarian senior citizens (aged 90 and 95) and a Php 15,000.00 cash gift to one (1) centenarian senior citizen (aged 100).

We express our deepest gratitude to Municipal Mayor Hon. Joseph L. Urgel, Municipal Vice Mayor Hon. Vicente H. Pimentel III, Ms. Hershe L. Nunez, RSW, the PSWDO of Surigao del Sur, the MSWDO staff and the OSCA Head for their steadfast commitment to the welfare of our elders.

WALANG GUTOM PROGRAM 3K SESSION 0 | APRIL 7, 2026

The Department of Social Welfare and Development (DSWD) Caraga conducted the 3K Sessions (Session 0), also known as the Nutrition Education Sessions (NES), for the beneficiaries of the Walang Gutom Program in Carrascal.

The sessions, will be conducted monthly, highlight discussions on Kalusugan, Nutrisyon, Kasanayan, at Kabuhayan, equipping beneficiaries with proper knowledge and skills that contribute to their overall well-being. Beyond providing assistance, the program also promotes the preparation of nutritious, safe, and healthy meals, as well as affordability and proper nutrition for their families.

Together, we continue to empower communities toward healthier lives and a hunger-free future.

This week of April 13-18, 2026 the Nation celebrates the strength of all Solo Parents wether by choice, circumstances, and loss that goes beyond the definition of what it means to nurture a family. With this year’s theme “Hindi ka nag-iisa saiyong pag-iisa:Yakap at kalinga para sa solo parent” the Municipal Social Welfare and Development Office headed by Ms. Kresta Mae I. Pa-as,RSW,MPA together with the MSWDO employees, recognizes the vital role of every solo parents in the Municipality that marked by tireless dedication to nurture their families. Thus, the Local Government Unit of Carrascal led by Mayor Joseph Urgel and Vice Mayor Vicente H. Pimentel III together with the SB Members, continues to create a society where solo parents are not just acknowledged but empowered through programs, policies and services.
This 2026, we celebrate not just their role, but their unwavering spirit and we are reminded that sometimes, the strongest families are those held together by the courage of one.

CASH GIFT DISTRIBUTION TO THE FOLLOWING FIVE (5) OCTOGENARIANS AND NONAGENARIANS FOR THE YEARS 2024 and 2025 | MARCH 30, 2026

In support of Republic Act No. 11982, also known as the Expanded Centenarian Act, the National Commission of Senior Citizens (NCSC), through the Office for Senior Citizens Affairs (OSCA) and the Municipal Social Welfare and Development Office (MSWDO), distributed cash gifts worth Php 10,000.00 to five (5) senior citizens aged 80, 85, 90, and 95.

A total of two (2) eligible grantees from the year 2024 and three (3) eligible grantees from the year 2025 received the said cash gift.

We extend our sincere appreciation to our Municipal Mayor, Hon. Joseph L. Urgel; Municipal Vice Mayor, Hon. Vicente H. Pimentel III; the NCSC staff, MSWDO staff, and the OSCA Head for their continued support and cooperation in facilitating the distribution of the cash gifts to our senior citizens.

1st Quarter Senior Citizen Payout

With gratitude and respect to our senior citizens:

On March 18, 19, and 23, 2026, the Municipal Social Welfare and Development Office (MSWDO) of Carrascal, in partnership with the Municipal Treasurer’s Office, successfully conducted the 1st Quarter Social Pension Payout for elderly beneficiaries in the Municipality of Carrascal.

To accommodate the 1,274 senior citizens eligible for the pension, the distribution was organized into three designated clusters:

Cluster 1 (Adlay Multi-Purpose Hall) – Beneficiaries from Adlay, Dahican, and Pantukan
(March 18, 2026)

Cluster 2 (Panikian Covered Court) – Beneficiaries from Panikian, Tag-anito, Bacolod, and Babuyan
(March 19, 2026)

Cluster 3 (Carrascal Sports and Cultural Center) – Beneficiaries from Gamuton, Bon-ot, Caglayag, Saca, Embarcadero, Baybay, and Doyos
(March 23, 2026)

Following the successful three-day payout, a total of 1,274 indigent senior citizens received their pensions. Meanwhile, 22 pensions remain unclaimed, and six bedridden pensioners will have their stipends delivered directly to their homes by MSWDO personnel.

This initiative was made possible through the strong leadership of Mayor Joseph L. Urgel and Vice Mayor Vicente H. Pimentel III, whose advocacy for senior citizen welfare ensures that no one is left behind.

GIRL CHILD WEEK CELEBRATION – March 11-17, 2026

The Municipal Social Welfare and Development Office of Carrascal conducted the “Symposium on Managing Teen Relationship in Celebration of Girl Child Week 2026”. This endeavor is one of the identified programs of the Local Council for the Protection of Children (LCPC) to diminish the cases of teenage pregnancy and eradicate other related child abuse cases in the municipality.

The said activity was conducted to 4 secondary schools of Carrascal District and was attended by Grade 10 and Grade 11 students. A total of 449 students were present during the symposium which was facilitated by the seasoned Resource Persons, Mr. Corsino M. Galela, Jr., a retired School Principal and currently the Commission on Family and Life Parish Coordinator and Ma’am Rossel L. Clase, Teacher of Carrascal National High School and the Edukasyon sa Pagpapakatao Coordinator.

The success of this activity is due to the support of the LCPC thru the leadership of Hon. Joseph L. Urgel, Municipal Mayor together with Hon. Vicente H. Pimentel, III, Mun.Vice Mayor and all the council members.

Together, let us continue to provide our young generation with guidance, tools, and belief they need to shape their own futures.

Day 3 of the ECCD Center Assessment in Carrascal and the results are surprisingly good!

The Child Development Workers of the remaining ECCD Centers scheduled for assessment today were nervous if they could sustain the good ratings from the previous centers being assessed. To our surprise, the positive feedback put a smile on everyone present during the assessment. As expressed by every CDW's; "Para sa mga bata nan amo barangay ini na mga paningkamot."

The overwhelming support of the BLGU Officials and Parent Volunteers contributed to the success of each center.

Day 2 of the ECCD Center Assessment in Carrascal. Another 8 ECCD Centers surmounted a formidable task of completing MOV's and checking that inside and outside facilities and materials are in place for the assessment day.

Congratulations to the BLGU Officials, Parent Volunteers of each center and all the dedicated Child Development Workers. You all did a great job!
