In preparation for the participation of Ilocos Sur MSMEs in the ๐—–๐—ต๐—ถ๐—ป๐—ฎ-๐—”๐—ฆ๐—˜๐—”๐—ก ๐—˜๐˜…๐—ฝ๐—ผ (๐—–๐—”๐—˜๐—ซ๐—ฃ๐—ข) ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ to be held on September 17-21, 2026 in China, DTI Region 1 headed by Regional Director Merlie D. Membrere together with DTI Ilocos Sur conducted an exhibitorsโ€™ meeting with Ms. Jocelyn Gacilos, owner of ๐ˆ๐ง๐š๐›๐ž๐ฅ ๐ˆ๐ฅ๐จ๐œ๐จ๐ฌ ๐‡๐š๐ง๐๐ฅ๐จ๐จ๐ฆ ๐–๐จ๐ฏ๐ž๐ง ๐๐ซ๐จ๐๐ฎ๐œ๐ญ๐ฌ in Santiago, Ilocos Sur and one of the participating enterprises from Ilocos Sur.

The meeting focused on strengthening the exhibitorโ€™s preparedness for the international trade event. Discussions covered the program of activities, submission of documentary requirements, payment procedures and other necessary arrangements in China. Potential concerns and challenges that may affect her participation were also discussed to ensure timely and appropriate assistance.

Ar-Ya Aramid Inang Handicrafts Trading of Tagudin, Ilocos Sur proudly represented the province at SDG Asia 2026, held on August 27โ€“29, 2026, at Exhibition Hall 1 of the Taipei World Trade Center in Taipei, Taiwan. Organized with the participation of the Department of Trade and Industry (DTI) through the Center for International Trade Expositions and Missions (CITEM), the three-day international exhibition brought together enterprises, innovators, and industry stakeholders from across the region to showcase sustainable products, emerging solutions, and innovations for a more resilient and sustainable future.

Anchored on the theme โ€œShape Our Future: Resilience, Innovation, Prosperity,โ€ SDG Asia 2026 provided Ar-Ya Aramid Inang Handicrafts Trading with a valuable platform to bring the distinctive beauty and craftsmanship of Inabel Iloco to an international audience.

Beyond showcasing finely crafted handwoven products, the participation highlighted how traditional craftsmanship can thrive alongside contemporary sustainability and global market opportunities. The Department of Trade and Industry โ€“ Ilocos Sur successfully conducted the Saluad ti Barangay on August 27, 2026 at Barangays Bungro & Margaay in Cabugao.

Saluad ti Barangay is a flagship program of DTI Ilocos Sur designed to reach every barangay in the province and strengthen consumer awareness at the community level. The initiative focuses on educating consumers about their rights and responsibilities, as well as the key provisions of Republic Act No. 7394, also known as the Consumer Act of the Philippines.

A total of 57 consumers from the participating barangays actively engaged in the activity, reflecting strong community support for consumer welfare and protection initiatives.

Through this program, DTI Ilocos Sur continues to deliver โ€œSerbisyo nga umay iti barangay,โ€ ensuring that essential information, consumer protection services, and government programs effectively reach the grassroots level.

The Department of Trade and Industry (DTI) Ilocos Sur through its Consumer Protection Division and in cooperation with LGU Suyo and the Bureau of Internal Revenue have successfully conducted the Saluad Sektoral activity in Suyo, Ilocos Sur on August 26, 2026.
DTI Personnel were joined by Ms. Diana Mae Piniano from BIR and the activity was also attended by Vice Mayor Renato B. Ngangac, SBM Thomas B. Almazan, SBM Reginald Orpilla, Municipal Health Officer Mary Concepcion S. Sibucao and Business Permit Licensing Officer John Vincent B. Estepa.

The activity gathered twenty-eight (28) business owners to discuss Taxation, The Price Act, Product Standards, and other fair-trade laws implemented by the DTI. It also served as a platform to strengthen collaboration between the government and business sector in promoting informed and responsible consumerism.

During the activity, participants were oriented on the importance of taxation, product standards, and awareness of fair-trade laws to help protect consumers from deceptive, unsafe, and unfair business practices. Information, Education, and Communication (IEC) materials were likewise distributed to further reinforce consumer awareness initiatives at the grassroots level.

The participants actively engaged in the discussions by raising concerns and later on expressed appreciation for the conduct of the activity, emphasizing the relevance of consumer education in empowering communities and promoting consumer welfare.
Through activities such as the Saluad Sektoral, the DTI Ilocos Sur continues to strengthen its commitment to building informed, empowered, and protected consumers while fostering stronger partnerships with various sectors in the province.

Like a balikutsa carefully molded into a refined and market-ready product, the Santa Maria ISur P4PKSLP Merchandising Corp.โ€”formerly known as Puso ng 4Ps at Kababaihan SLPAโ€”continues its own journey of transformation through sustained learning, collaboration, and capacity building.

In a collaborative effort to strengthen community-based enterprises and create sustainable livelihood opportunities, the Department of Trade and Industry (DTI), in partnership with the Department of Social Welfare and Development (DSWD) through its Sustainable Livelihood Program (SLP), conducted a series of learning sessions for the association. The activities were designed to enhance the groupโ€™s entrepreneurial capabilities, improve its business practices, and prepare its products for a wider and more competitive market.

Ms. Mariefel P. Rebibis, Trade and Industry Development Specialist, led the discussion on the Overview of Administrative Order No. 2014-0030 or the Labeling Guidelines. The session underscored the importance of proper labeling and familiarized the participants with the mandatory information required for prepackaged food products, helping ensure compliance and build consumer confidence.

The participants also gained practical insights into Pricing and Costing, with emphasis on identifying direct and indirect costs in determining prices that are both competitive and sustainable. Learning was made more engaging through the Business Expenses Savings Training (BEST) Game, which allowed the participants to appreciate the importance of proper record-keeping, financial management, budgeting, and sound business decision-making.

Beyond costing and compliance, the sessions highlighted the value of building a distinct brand identity and harnessing digital marketing to promote products, connect with consumers, and reach markets beyond the community. These discussions encouraged the association to look beyond production and recognize the importance of presenting its products with a strong and compelling market identity.

The initiative reflects the shared commitment of DTI and DSWD to empower beneficiaries not only through livelihood assistance, but also through knowledge, skills, and opportunities that can help their enterprises grow. By strengthening entrepreneurial competencies and encouraging innovation, the partnership helps transform community-based livelihood activities into more sustainable and competitive enterprises.

Much like a balikutsa that takes shape through patience, skill, and careful craftsmanship, the Santa Maria ISur P4PKSLP Merchandising Corp. is steadily taking shape as a stronger and more market-ready enterprise. The story of the Daligan Indigenous Weavers Agriculture Cooperative (DIWACO) began with a simple but powerful vision: to create hope and opportunity for the people of Barangay Daligan, Santa Cruz, Ilocos Sur during the time of the pandemic. Originally established in 2019 as the Daligan Indigenous Weavers Association (DIWA) as a Rural Workers Association, the group emerged as a community response to limited livelihood opportunities and the need for meaningful engagement while many residents stayed at home. Through indigenous weaving, the association not only helped address economic needs but also preserved the cultural identity of the Indigenous People in the community.

In its early years, DIWA used plastic straps and bamboo as weaving materials. These were practical and accessible, allowing members to begin their craft despite limited resources. However, after an active period, the association experienced a temporary slowdown due to a lack of marketing opportunities and scarce weaving materials. Even so, the spirit of the members remained strong and their commitment to their craft never faded.

A new chapter began in early 2024 when the members started using labtang as one of their primary weaving materials. This innovation improved production, strengthened product quality and opened new market opportunities. More than just a change in material, it became a symbol of renewal, cultural authenticity and resilience. The groupโ€™s dedication to indigenous practices was further strengthened as they continued to find ways to make their products more sustainable and valuable. Recognizing the importance of long-term growth and stability, the members decided to formalize their organization into a cooperative. In June 2025, DIWA was officially registered with the Cooperative Development Authority and was transformed into DIWACO. This milestone marked not just a legal transition but a stronger commitment to collective progress, shared responsibility and sustainable development.

As a cooperative, DIWACO expanded its goals beyond weaving. Its members sought to deepen their knowledge in marketing and business strategy, recognizing that a stronger enterprise requires both skill and vision. One of its members, Mr. Elister Tio-ac, participated in the Kapatid Mentor ME (KMME) Program of the Department of Trade and Industry-Ilocos, where he gained valuable knowledge from mentors and fellow mentees in entrepreneurship, marketing and financial management. He brought these learnings back to the cooperative, helping strengthen its business practices and inspiring the group to pursue sustainable growth and new opportunities.

In 2026, DIWACO was given another meaningful opportunity through a 3-day training on Product Diversification on Mixed Media by the Department of Trade and Industry Ilocos Sur. This training helped the members broaden their knowledge in using bamboo and labtang to create new products. The cooperative was also provided with equipment to help speed up production and improve efficiency. These support systems opened more doors for DIWACO to grow, innovate and serve more communities.

Today, DIWACO continues to uphold and preserve indigenous weaving while also expanding into the agriculture sector through the wholesale of agricultural products. By supporting local farmers and creating diversified livelihood opportunities for its members, the cooperative stands as a living example of resilience, innovation and unity.
