In response to the prolonged rains brought by the Southwest Monsoon (Habagat), the City Government of Vigan led by Mayor Randy Singson, Vice Mayor Atty. Glendale Benzon, and the Members of the City Council partnered with the City Social Welfare and Development Office (CSWDO) to distribute essential food packs to affected residents today, September 3, 2026.

Relief efforts and monitoring across all barangays remain ongoing to ensure the safety and welfare of every Bigueño. As Southwest Monsoon (Habagat) rains continue, your city government is working around the clock to make sure no Bigueño is left behind. Stay safe and dry, Vigan!

To ensure orderly public transport and address local transport concerns, the Vigan Tricycle Franchising Board convened for a board meeting today, August 27, 2026, at the SP Session Hall.

Presided over by Vice Mayor Atty. Glendale Benzon, the board discussed key updates regarding approved transfers of franchise, denied franchise applications, conditional franchises, and other related transport matters.

Also present during the meeting were SPM Larry Raboy, LNB Vice President SPM Patrick Singson, Atty. Gerard Franco Posadas, Ms. Jennifer Rasa, Mr. Danilo Fontejon, Ms. Ma. Angelita Asuncion, and other concerned stakeholders.

𝐓𝐡𝐞 𝟓𝟗𝐭𝐡 𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝟗𝐭𝐡 𝐂𝐢𝐭𝐲 𝐂𝐨𝐮𝐧𝐜𝐢𝐥

The Sangguniang Panlungsod of Vigan convened its 59th Regular Session on August 24, 2026, at the SP Session Hall. The session was presided over by Vice Mayor Atty. Glendale Benzon, with the majority of the members of the Sangguniang Panlungsod in attendance.

During the session, the City Council approved a total of four (4) legislative measures, consisting of three (3) Resolutions and one Ordinance namely:
a. Ordinance approving the renewal of the following MTOP or franchise from Vigan, Bantay, Caoayan, San Vicente and Sta. Catalina;
b. Resolution congratulating and commending the marching band members of Bulala Paratong Elementary School and Vigan National High School East for winning Third Place in the Siglat Musikahan 2026 Competition of the Provincial Government of Ilocos Sur held on August 4, 2026 at CHAVIT Coliseum
c. Resolution commending Mr. Al B. Estrada from Cabaroan Laud, Vigan City, for being awarded as one the 2026 Ten Outstanding Leaders of Ilocos Sur during the Siglat Awards of the Province of Ilocos Sur held on August 7, 2026 at CHAVIT Coliseum;
d. Resolution congratulating and commending Ms. Jenicka Daine Soria and Mr. Ramyer Shann del Rosario for their outstanding performance in the Philippine Aquatics Inc., Regional Qualifying Events for Region 1, Region 3 and Cordillera Administrative Region Leg 2 Short Course ABC and Novice Swimming Competition for being national qualifiers in the National Championships to be held on October 2-4, 2026.

The approved measures reflect the City Council’s continuing support for public transportation services, excellence in education and the performing arts, outstanding leadership, and the achievements of Vigan’s young athletes in regional and national competitions.

𝐓𝐡𝐞 𝟓𝟖𝐭𝐡 𝐑𝐞𝐠𝐮𝐥𝐚𝐫 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝟗𝐭𝐡 𝐂𝐢𝐭𝐲 𝐂𝐨𝐮𝐧𝐜𝐢𝐥

The Ninth Sangguniang Panlungsod of Vigan convened its 58th Regular Session on August 17, 2026, at the SP Session Hall, with SPM Kisses Marquisse Agdamag-Lim presiding as Acting Vice Mayor and the majority of the City Council members in attendance.

During the session, the City Council enacted five legislative measures consisting of two ordinances and three resolutions addressing transportation regulation, healthcare services, and recognition of the achievements of Bigueño students and athletes.

The approved measures include the following:
1. An Ordinance Authorizing, on a One-Time and Exceptional Basis, the Transfer of Motorized Tricycle-for-Hire (MTOP) Franchises from the City of Vigan
2. An Ordinance Approving the Renewal of MTOP Franchises Covering Vigan City and the Municipalities of Bantay, Caoayan, Santa Catalina, and San Vicente
3. A Resolution Approving the Adoption of the Vigan Primary Care Facility under the Vigan City Health Office for the Purpose of Securing a Department of Health (DOH) Permit to Construct and a License to Operate as a Government Primary Care Facility
4. A Resolution Congratulating and Commending Bigueño students Larry II Raboy, Gabriela Somera, and Audrielle Rene de Leon for their outstanding performance in the 2026 International Mathematical Olympiad Contest held in Hanoi, Vietnam, on August 4, 2026.
5. A Resolution Commending Mr. Jam Michael Tabunot, a mixed martial artist from Barangay Raois, Vigan City, for his remarkable achievements in international competitions, including winning a bronze medal at the continental-level, Olympic-style amateur competition of the Global Association of Mixed Martial Arts (GAMMA) Asian Championship in Malaysia, as well as a gold medal at the Jiu-Jitsu Festival 2026 – International Level.

The enactment of these measures reflects the City Council’s continuing efforts to address local transportation concerns, strengthen the delivery of healthcare services, and recognize the achievements of Bigueños who bring pride and distinction to Vigan City in the fields of academics and sports.

The Committee on Youth and Sports convened on August 13, 2026, at the Sangguniang Panlungsod Session Hall to lay down the groundwork and discuss vital preparation plans for the upcoming Batang Pinoy 2026.

The meeting was led by Committee Chairperson SPM Carl Louie Alquetra, alongside committee members SPM Enrico Shawn Patrick Singson, SPM Joy Benette Orio, SPM Nestor Pajaro, and SPM Karen Baquiran.

Also in attendance to share their valuable insights were Local Youth Development Officer Mr. Arvin Senica, Youth Development and Sports Officer Mr. Rosito Emil Europa, and key stakeholders dedicated to youth and sports development.

𝐕𝐢𝐠𝐚𝐧 𝐂𝐢𝐭𝐲 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐇𝐨𝐥𝐝 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐒𝐞𝐬𝐬𝐢𝐨𝐧 𝐭𝐨 𝐀𝐩𝐩𝐫𝐨𝐯𝐞 𝐅𝐮𝐧𝐝 𝐑𝐞𝐚𝐥𝐢𝐠𝐧𝐦𝐞𝐧𝐭 𝐟𝐨𝐫 𝐒𝐞𝐚𝐰𝐚𝐥𝐥 𝐄𝐱𝐭𝐞𝐧𝐬𝐢𝐨𝐧

The Ninth Vigan City Council convened a Special Session on August 13, 2026 to deliberate on urgent measures concerning the realignment of funds from the Local Disaster Risk Reduction and Management Fund Investment Plan (LDRRMFIP) and the adoption of the Supplemental Investment Plan No. 04, Series of 2026, amounting to ₱14,181,708.65, to fund the construction of a seawall extension along the coastline of Barangay Mindoro, Vigan City.

The Special Session was presided over by SPM Kisses Marquisse Agdamag-Lim, in her capacity as Acting Vice Mayor, and was attended by the majority of the members of the Sangguniang Panlungsod.

During the session, City Engineer Ceasar Asperilla, Mr. Jordan Soria of the City Disaster Risk Reduction and Management Office (CDRRMO), City Administrator Atty. Rechille Ann Mariano, and Ms. Roxanne Villanueva of the City Planning and Development Office (CPDO) presented the current condition of the coastline on the northern side of Barangay Mindoro following continuous rains brought by the southwest monsoon.

Based on the ocular inspection conducted in the area, it was observed that seawater was already moving eastward toward vulnerable portions of the coastline, posing an imminent threat of further damage to the existing seawall and potential risks to public safety if immediate intervention is not undertaken.
In view of the urgency of the situation, the concerned offices recommended the realignment of funds under the LDRRMFIP to finance the immediate construction of the seawall extension. The measure aims to strengthen the city's coastal protection infrastructure, mitigate further erosion and damage, and safeguard nearby communities and properties.

The Vigan City Council continues to exercise its legislative and oversight functions in addressing urgent concerns affecting the safety, resilience, and welfare of the Biguenos.

The Ninth Vigan City Council has once again been recognized as Highly Compliant in the 2026 Siglat Sanggunian Award of the Provincial Government of Ilocos Sur (PGIS).
The members of the Sangguniang Panlungsod of Vigan received the award during the 2026 State of the Heritage Province Address delivered by Governor Jerry Singson on August 7, 2026, at the CHAVIT Coliseum.

The Siglat Sanggunian Award is an initiative of the Provincial Government of Ilocos Sur that recognizes and encourages Sanggunians in the province to uphold effective legislative governance, compliance with mandated requirements, transparency, accountability, and excellence in the performance of their legislative functions. It serves as a means of acknowledging local legislative bodies that demonstrate commitment to quality legislation, proper documentation and procedures, and responsive governance.
Being recognized as Highly Compliant once again is a testament to the continued dedication and collective efforts of the members and staff of the Ninth Vigan City Council in fulfilling their responsibilities as the City’s legislative body. It reflects their commitment to ensuring that legislative processes are properly observed and that ordinances, resolutions, policies, and other measures are developed and acted upon in support of the needs and welfare of the people of Vigan.

More than an award, this recognition serves as an affirmation of the City Council’s continuing pursuit of good governance, effective legislation, transparency, accountability, and meaningful public service.

The Sangguniang Panlungsod of Vigan convened its 57th Regular Session on August 12, 2026, at the SP Session Hall. The session was presided over SPM Kisses Marquisse Agdamag-Lim, serving as Acting Vice Mayor, with the majority of the members of the Sangguniang Panlungsod in attendance.

During the session, the City Council approved a total of six (6) legislative measures, consisting of two (2) ordinances and four (4) resolutions, namely:
a. Ordinance appropriating P88,116,875.47 as Supplemental Budget No. 02, Series of 2026
b. Ordinance approving the renewal of 25 Motorized Tricycle Operators Permit (MTOP) from Vigan, Bantay, Caoayan and Sta. Catalina;
c. Resolution adopting the Supplemental Annual Investment Plan of Vigan amounting to P142,420,890.00
d. Resolution approving the allocation plan for the Vigan City’s share from the 2023 Excise Taxes on virginia type, burley and native to***co under RA 7171 and RA 8240 as amended released through the 2025 national budget as detailed in LBM NO. 93-2025
e. Resolution authorizing Mayor to enter into MOA with the University of Northern Philippines (UNP) pertaining to the provision of assistance in disaster risk reduction and management disaster management training , information education campaigns and advocacies, consultancy services, capability-building programs and other related activities.
f. Resolution authorizing Mayor to enter into a MOA with Ilocos Sur CT Scan and Diagnostic Center relative to the tapping of its primary electric line to the Vigan Primary Care Facility to ensure safe, efficient and compliant electrical connectivity for dialysis operations

The approval of these measures reflects the City Council’s continuing commitment to strengthening the City’s financial management, public transportation services, investment programs, disaster preparedness, and healthcare services. Through these legislative actions, the Sangguniang Panlungsod continues to support programs and initiatives that promote effective governance, responsive public service, and the overall welfare of the people of Vigan.
