In light of the scientific assessments and projections presented during the recent Scientific Forum, response clusters convened in an emergency coordination meeting to evaluate the potential impacts of a developing Strong to Very Strong El Niño and align preparedness measures across sectors. Climate projections indicating persistent sea surface temperature anomalies, the progression of marine heatwave conditions, and the likelihood of El Niño extending into 2027 underscore the need for anticipatory action and risk-informed planning.

Discussions focused on the potential impacts for the city, including rainfall deficits, declining water levels, warmer-than-normal temperatures, and the possible progression of dry conditions into drought. To strengthen preparedness across a broader range of potential impacts, cluster leads developed and assessed three response scenarios, enabling agencies to anticipate varying levels of severity and implement scalable interventions based on evolving conditions. This scenario-based approach supports more comprehensive planning, resource prioritization, and operational readiness in the face of climate uncertainty.

Through the presentation of sector-specific preparedness measures, clusters identified priority actions aimed at minimizing vulnerabilities, protecting critical resources, and ensuring continuity of essential services. This proactive and evidence-driven process reinforces the value of interagency coordination, scientific foresight, and adaptive governance in managing climate-related risks. By translating climate projections into actionable preparedness strategies, Iloilo city is strengthening its capacity to safeguard communities, sustain development gains, and build long-term resilience against the impacts of a Strong to Very Strong El Niño.
