The National Authority for Child Care (NACC) welcomed social work students from the College of Social Sciences and Philosophy of Bicol University for a learning visit focused on adoption and alternative child care programs and services in the Philippines.

NACC Undersecretary Atty. Gaby Concepcion is hopeful that this learning experience will inspire the students, as future social work professionals, to contribute to efforts that protect vulnerable children and help them find permanent families.

The visit provided the students with an opportunity to learn about NACC’s mandate, programs, and processes in helping children find safe, loving, and permanent families. It also offered valuable insights into the vital role of social workers in adoption, foster care, and other alternative child care arrangements. 💙💛❤️

The Regional Alternative Child Care Office (RACCO) V, together with the Reception and Study Center for Children (RSCC) V, successfully facilitated a Child Entrustment on October 7, 2026, giving the child another opportunity to experience the care, protection, love and nurturing environment of a family.

After two years under the care of RSCC V, the child has now been entrusted to a licensed foster parent through the Foster Care Program. This significant step provides the child with a safe and loving family environment while his long-term placement is being determined.

RACCO V commends Ms. Katrina Estrada, licensed foster parent, and her family for opening their hearts and home to the child. Their willingness to provide care, guidance, and a nurturing environment demonstrates the compassion and commitment that make foster care program possible.

As long as there are children in need of care and protection, NACC-RACCO V, together with our partners and dedicated foster families, will continue to work toward ensuring that every child has the opportunity to grow in a safe, loving, and family-based environment.💙💛❤️

𝐅𝐄𝐀𝐓𝐔𝐑𝐄 𝐒𝐓𝐎𝐑𝐘: The NACC-Regional Alternative Child Care Office (RACCO) V proudly features this couple as one of our notable foster parents, whose genuine love, care, and selflessness continue to make a meaningful difference in the life of a child.

Through their journey as foster parents, their understanding of what family truly means has grown deeper. By opening their home and hearts to a child, they discovered that family can be built not only through blood, but also through trust, love, understanding, and care.

Here’s what they shared:

“Sa pagiging foster parent, natagpuan namin ang isang uri ng pagmamahal na puno ng pag-unawa at malasakit. Ang pagbubukas ng aming tahanan sa isang batang babae ay nagbigay sa amin ng bagong kahulugan ng pamilya-isang pamilyang binuo ng tiwala at pag-aaruga.

Ang kanyang mga ngiti at ang pagiging bahagi niya ng aming buhay ay kumukumpleto sa aming pamilya. Nakikita namin sa aking dalawang anak na lalaki kung gaano nila iniingatan at minamahal ang kanilang kapatid na babae [Foster Child]. Labis kaming natutuwa dahil marunong silang umunawa at masaya silang dalawa na may kapatid na babae, gayundin kaming mag-asawa.”

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Regional Alternative Child Care Office (RACCO) V, represented by Social Welfare Officers Ms. Nicole Llenaresas and Ms. Febie Ludovice, served as resource speakers during the Consultation Dialogue with Multi-Disciplinary Teams on the Management and Protection of Foundling Children under Republic Act No. 11767, or the Foundling Recognition and Protection Act, conducted by the Provincial Social Welfare and Development Office (PSWDO)-Masbate.

Ms. Llenaresas and Ms. Ludovice discussed the key provisions of Republic Act No. 11767, as well as the proper case management of foundling children. The discussions highlighted the importance of following proper procedures, strengthening coordination, and recognizing the shared responsibility of concerned professionals and agencies in safeguarding the rights and welfare of every child.

RACCO V extends its appreciation to PSWDO Masbate, led by OIC-PSWDO Ms. Amie Marie E. Castillo, for inviting the office to be part of this meaningful initiative. Strengthening the knowledge and capacity of those involved in foundling cases is an important step toward ensuring that every child is properly recognized, protected, and provided with the care and support they need.💙💛❤️

The Regional Alternative Child Care Office (RACCO) V, together with the Municipal Social Welfare and Development Office - Daraga, successfully facilitated the entrustment of two foster children to one of the licensed foster parents in the Bicol Region.

This activity marks another meaningful step in providing children with a safe, nurturing, and supportive family environment while they are under the Foster Care Program. Through the commitment of licensed foster parents and the continued collaboration of social workers and partner agencies, children are given the opportunity to experience the love, care, and protection, they need while their long-term care plans are being pursued.

RACCO V remains committed to strengthening the Foster Care Program and working with families and partners in ensuring that every child is provided with a safe and nurturing home where they can grow, heal, and thrive. 💙💛❤️
