The Presidential Awards for Filipino Individuals and Organizations Overseas is a biennial awards system intended to give recognition to Filipinos and other individuals or organizations that contribute to Philippine develop

ment and progress, or promote the interests of overseas Filipino communities. The awards system was institutionalized in 1991, with the signing of Executive Order No. 498. The awards have so far been extended to 460 Filipinos and private organizations overseas since its establishment. President Corazon C. Aquino conferred the first set of Presidential Awards to 36 awardees in 1991. President Fidel V. Ramos conferred the second and third sets of Presidential Awards to 22 and 45 awardees in 1993 and 1996, respectively. President Joseph E. Estrada conferred the fourth and fifth sets of Presidential Awards to 30 and 59 awardees in 1998 and 2000, respectively. President Gloria Macapagal-Arroyo conferred the sixth, seventh, eighth and ninth sets of Presidential Awards to 34 (with one special citation), 45, 48, and 31 awardees, in 2002, 2004, 2006, and 2008, respectively. President Benigno S. Aquino III conferred the tenth, eleventh and twelfth set of Presidential Awards to 24, 29 and 33 awardees, in 2010, 2012 and 2014, respectively. President Rodrigo Roa Duterte conferred the thirteenth set of Presidential Awards to 23 awardees in 2016. The Presidential Awards consist of four categories. The Kaanib ng Bayan Award is conferred on foreign individuals or organizations for their exceptional or significant contribution to Philippine reconstruction, progress and development, or have significantly benefited a sector or community in the Philippines, or advanced the cause of overseas Filipino communities. The Lingkod sa Kapwa Pilipino Award is conferred on Filipino associations or individuals for their exceptional or significant contribution to reconstruction, progress and development in the Philippines. The Banaag Award is conferred on Filipino individuals or associations for their contributions which have significantly benefited a sector or advanced the cause of overseas Filipino communities. The Pamana ng Pilipino Award is conferred on Filipinos overseas, who, in exemplifying the talent and industry of the Filipino, have brought the country honor and recognition through excellence and distinction in the pursuit of their work or profession. Beyond their recognizable contribution to humanity, the awardees also reinforce faith and confidence in the Filipino nation. They have given meaning to Filipino excellence and the time-honored values of pakikipagkapwa, pagtutulungan, and pagkakaisa.

The Commission on Filipinos Overseas (CFO) received 159 nominations for the 2026 Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO)โ€”the highest in the history of the Presidential awards since its inception in 1991.

Nominationsโ€”127 individuals and 32 organizationsโ€”came from 36 countries and territories and were endorsed by 50 Philippine Embassies and Consulates General. In terms of initial award categories, 68 were under Banaag, 51 were under Pamana ng Pilipino, 29 were under Lingkod sa Kapwa Pilipino, 10 were under Kaanib ng Bayan, and one to be determined.

Mandaluyong City - The Commission on Filipinos Overseas (CFO), represented by its Executive Director, Undersecretary Ma. Arlene S. Borja and Unilab Education, Inc. (UniED), represented by its President, Atty. Jose Maria A. Ochave, formalized their partnership during a ceremonial signing held on May 21, 2026 at the Unilab Corporate Center.

The partnership aims to strengthen education, workforce development, and diaspora engagement by harnessing the expertise of Non-Resident Filipinos (NRFs), particularly Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) awardees in the Science, Technology, Engineering, and Mathematics (STEM) and healthcare sectors.

Following the MOU signing, CFO and UniED discussed the next steps to operationalize the partnership. During the meeting, Policy, Planning, and Research Division (PPRD) Supervising Emigrant Services Officer Michael A. Apattad presented the PAFIOO and the various award categories, especially the Pamana ng Pilipino award.
