The Land Transportation Franchising and Regulatory Board - LTFRB, under the guidance of DOTr Secretary Giovanni โ€œBanoyโ€ Z. Lopez, will invite representatives from concerned government agencies in the next hearing of the ongoing discussions on fare increase petitions by various transport groups.

Among the government agencies that will be invited, according to LTFRB Chairman Atty. Vigor D. Mendoza II, are the Department of Economy, Planning and Development (DEPDev), the Department of Labor and Employment (DOLE), and the Department of Energy (DOE).

โ€œWe all heard the concerns and arguments raised by the transport groups on their fare hike petitions. They are all valid and legitimate and our task now is to validate the data they presented in terms of operational costs vis-ร -vis their daily income and that of the drivers,โ€ said Chairman Vigor.

โ€œBut we also need to hear what the DEPDev and other agencies concerned have to say because we are all aware that any fare adjustment of any amount will have effects on the economy and the publicโ€™s purchasing power,โ€ he added.

For the DEPDEv, Chairman Vigor said they want to hear the effects of any amount that will be proposed based on the petitions of the transport groups while DOLE is expected to discuss what should be accorded and due to the workers, in this case, the drivers of public utility vehicles (PUVs).

The DOE, for its part, will discuss matters pertaining to the oil price hikes and its effects on motorists.

Chairman Vigor explained that they need to factor in the wisdom and expertise of the concerned agencies in the goal of coming up with the best solution that is acceptable to the PUV sector and the commuting public.

โ€œThe necessity to assist the PUV sector is already there because of the series of oil price hikes in the past weeks. The question, however, is that if fare adjustments are approved, what would be the ideal amount that would have the most minimal inflationary effects but are acceptable to everybody,โ€ said Chairman Vigor.

โ€œThis is the part where the insights of experts from DEPDev and other concerned agencies will play a key role,โ€ he stressed.

On Monday, August 3, Chairman Vigor led the fare hike hearing that was attended by various transport groups, particularly the representatives of seven petitioners for fare increase.

The top officials of the Land Transportation Franchising and Regulatory Board - LTFRB led by Chairman Atty. Vigor D. Mendoza II will meet with leaders of at least seven major transport groups on Monday, August 3, to discuss the pending fare hike petitions for public utility vehicles (PUVs).

Chairman Vigor said the hearing set at 9:00 AM on Monday is in compliance with the instruction of DOTr Secretary Giovanni โ€œBanoyโ€ Z. Lopez to review and recompute the requested fare increase based on the petitions filed by various transport groups.

โ€œThe goal has always been to come up with the best measures that are acceptable not only to the PUV community but also to all the concerned sectors, particularly the commuters because of the continuous challenge that we face as a result of the situation in the Middle East,โ€ said Chairman Vigor.

โ€œThis is also proof of the sensitivity of the national government to the concerns of those in the PUV sector which we deem as valid and logical,โ€ he added.

Chairman Vigor said the hearing covers almost all modes of public land transportation operating in the country.

The public utility jeepneys, for instance, are represented by PISTON and Manibela while the UV Express will be represented by Metro Comet Transport Service Cooperative, 997 Sandigan Transport Cooperative and UV Express National Alliance of the Philippines.

Metro Comet Transport Service Cooperative will also represent the air conditioned taxi with Light of Glory Transport Service, Inc. while the motorcycle taxi will be represented by United Transportation Coalition of the Philippines

Chairman Vigor said invitations for the hearing were already sent to the concerned transport groups, but he emphasized that the same hearing invitation is also extended to other transport groups, government agencies and other stakeholders.

All the named transport groups have pending fare hike petitions before the LTFRB,--all filed between March to July this year.

โ€œThe purpose of the hearing is to receive evidence, comments, and the respective positions of all interested parties regarding the pending petition,โ€ said Chairman Vigor.

All comments and objections to the fare hike adjustments, according to Chairman Vigor, will be entertained as part of the due process and hearing protocol.

But he encouraged those who wish to do so to submit written position papers and supporting documents in accordance with the rules of the Board.

Personal na nagtungo si Land Transportation Franchising and Regulatory Board - LTFRB Chairman Atty. Vigor D. Mendoza II sa Ilocos Norte upang makipagpulong sa mga kinatawan ng Transport Service Entities (TSEs) bilang bahagi ng patuloy na pakikipag-ugnayan ng ahensya sa sektor ng pampublikong transportasyon.

The Land Transportation Franchising and Regulatory Board - LTFRB, under the guidance of DOTr Secretary Giovanni โ€œBanoyโ€ Z. Lopez, has resolved 622 cases from the 720 show cause orders (SCOs) issued since January 1 this year.

LTFRB Chairman Atty. Vigor D. Mendoza II said the more than 86 percent solution rate is an indication of improved actions on complaints and concerns that reached the agency, especially on the aspects of road safety and road discipline involving public utility vehicles (PUVs).

โ€œThe high complaint resolution rate should also factor in the speed on how these complaints were solved without sacrificing due process and impartiality,โ€ said Chairman Vigor.

โ€œOur goal is that there should be zero backlog on all cases and other concerns raised before the LTFRB. We are doing well since the start of the year and we are on the right track to achieving this goal,โ€ he added.

Based on the LTFRB data, a total of 720 SCOs were issued from January 1 to July 31 this year and 622 of them were already resolved.

Among those resolved were 389 cases of violations of Certificate of Public Convenience (CPCs), 127 cases related to road crash, 98 cases during law enforcement operations and eight cases involving violations of rules and regulations on PUV terminals.

A total of 47 of cases that stemmed from law enforcement operations and 20 cases of CPC violation are set for hearing while 20 cases of CPC violations along with four cases of road crash.

On the other hand, a total of 27 cases were also for resolution, including 10 cases of CPC violations, five cases of road crash and 12 cases from law enforcement operations.

Chairman Vigor warned PUV operators to ensure that they follow the rules on regulations on CPCs as he stressed that the authority to operate a PUV is more of a privilege than a right.

Any serious violation, including hiring reckless drivers and improper maintenance of units, could either lead to suspension of revocation of CPCs or authority to operate. # # #

โ€œOur goal is that there should be zero backlog on all cases and other concerns raised before the LTFRB. We are doing well since the start of the year and we are on the right track to achieving this goal,โ€ he added.

Based on the LTFRB data, a total of 720 SCOs were issued from January 1 to July 31 this year and 622 of them were already resolved.

Among those resolved were 389 cases of violations of Certificate of Public Convenience (CPCs), 127 cases related to road crash, 98 cases during law enforcement operations and eight cases involving violations of rules and regulations on PUV terminals.

A total of 47 of cases that stemmed from law enforcement operations and 20 cases of CPC violation, along with four cases of road crash are set for hearing.

On the other hand, a total of 27 cases were also for resolution, including 10 cases of CPC violations, five cases of road crash and 12 cases from law enforcement operations.

Chairman Vigor warned PUV operators to ensure that they follow the rules on regulations on CPCs as he stressed that the authority to operate a PUV is more of a privilege than a right.

Any serious violation, including hiring reckless drivers and improper maintenance of units, could either lead to suspension of revocation of CPCs or authority to operate. # # #

Tamayo, nagsagawa ang Land Transportation Franchising and Regulatory Boardโ€“National Capital Region (LTFRB-NCR) ng inspeksyon sa mga school transport service na nagseserbisyo sa St. Paul College Makati upang matiyak ang pagsunod ng mga ito sa mga umiiral na alituntunin at pamantayan ng ahensya.

Ito ay ayon sa kautusan ni Pangulong Ferdinand Marcos, Jr., sa gabay ni DOTr Acting Secretary Atty. Giovani Z. Lopez, at pamumuno ni LTFRB Chairman Atty. Vigor D. Mendoza II, na paigtingin ang operasyon laban sa mga hindi awtorisadong sasakyan na ginagamit bilang pampublikong transportasyon, tulad ng School Transport Service.
Sa isinagawang inspeksyon, sinuri kung ang mga sasakyan ay nakatutugon sa mga itinakdang pamantayan ng LTFRB para sa school transport service. Kabilang din sa tiningnan ang mga kinakailangang dokumento upang matiyak na ang bawat unit ay awtorisado at may wastong pahintulot na maghatid at magsundo ng mga mag-aaral.
