The Commission on Higher Education (CHED) was created on May 18, 1994 through the passage of Republic Act No. 7722, or the Higher Education Act of 1994. The creation of CHED was part of a broad agenda of reforms on the country’s education system outlined by the Congressional Commission on Education (EDCOM) in 1992. Part of the reforms was the trifocalization of the education sector into three go

verning bodies: the CHED for tertiary and graduate education, the Department of Education (DepEd) for basic education and the Technical Education and Skills Development Authority (TESDA) for technical-vocational and middle-level education.

During his 2026 State of the Nation Address, President Ferdinand R. Marcos Jr. highlighted that the number of scholars under the Medical Scholarship and Return Service Program has more than doubled since the program began.

Established under Republic Act No. 11509, or the “Doktor Para sa Bayan Act,” the MSRS Program helps deserving Filipino students pursue medicine by providing financial support throughout their studies. In return, scholars commit to serving in public health facilities and underserved communities. For the next academic year, 5,442 slots are available under the MSRS for continuing and new scholars.

For aspiring doctors, the program makes medical education more attainable despite financial barriers. For Filipino families, it helps bring more physicians to areas where access to healthcare remains limited.

Together with the Department of Health, CHED continues to carry out President Marcos’ directive to strengthen the country’s health workforce and ensure that more Filipinos receive quality medical care wherever they live.

From only 12 in 2022, 140 Philippine colleges and universities are now included in the World University Rankings for Innovation (WURI), as highlighted by President Ferdinand R. Marcos Jr. in his 2026 State of the Nation Address.

WURI recognizes institutions for practical innovation, industry partnerships, and solutions that respond to real community needs. More than half of the recognized institutions are state and local universities and colleges, where students benefit from free higher education.

For Filipino learners, this means greater access to globally recognized institutions that provide relevant, hands-on education and prepare them for the changing demands of work and society.
Building on this progress, CHED continues to support higher education institutions in strengthening innovation, research, and global engagement, in line with President Marcos’ directive to make Philippine higher education more accessible, responsive, and globally competitive.

Drawing from her experience as former President of Mariano Marcos State University, CHED Chairperson Shirley C. Agrupis has seen how universities can produce technologies and ideas with the potential to improve lives and support local industries. She has also seen how many of these innovations remain as theses or prototypes without the guidance, resources, and connections needed to move forward.

Through the SIBOL: Student Technology Business Incubation Program for the Agri-Aqua Sector, CHED is helping student innovators take the next step—from refining their technologies and testing their ideas to developing enterprises that can serve farmers, fisherfolk, industries, and communities. The Commission allocated a total of ₱120 million for the program, with each approved state university and college receiving ₱5 million over the two-year implementation period to support its student incubatees.

The initiative supports President Ferdinand R. Marcos Jr.’s directive for government agencies to provide Filipinos, particularly youth and women entrepreneurs, with greater opportunities to build and grow their businesses. By investing in young innovators, SIBOL aims to establish at least 200 new local enterprises, create jobs, and produce solutions that benefit farmers, fisherfolk, industries, and communities.

𝗛𝗲𝗮𝗹𝘁𝗵 𝗰𝗵𝗲𝗰𝗸 𝗳𝗼𝗿 𝗖𝗛𝗘𝗗𝗮𝗻𝘀!

The Cardinal Santos Medical Center held a Health and Wellness Medical Mission for CHED Central Office staff and personnel on July 30. This program was initiated by Chairperson Shirley C. Agrupis and CSMC President and Chief Executive Officer Raul C. Pagdanganan.

CHEDans received on-site consultations in internal medicine, obstetrics and gynecology, pediatrics, and ophthalmology, along with dental care, breast examinations, laboratory tests, flu vaccinations, electrocardiograms, and X-rays.

“At CHED, we often speak about investing in people through education. But education can only flourish when the people who make it possible are healthy, supported, and cared for,” Chairperson Agrupis said.

She emphasized that employee well-being is an institutional responsibility and encouraged CHEDans to prioritize their health as they continue delivering quality public service.

Chairperson Agrupis thanked President Pagdanganan, President and the CSMC healthcare team for making the activity possible. Through initiatives like this, CHED continues to promote a healthier and more supportive workplace for the people behind its service to Philippine higher education.

The Learning Initiatives for Nurturing Guidance Associates and Counselors (LINGAP) Scholarship Program is now accepting Schools Division Office (SDO) nominations for qualified DepEd personnel who wish to pursue a Master's in Guidance and Counseling or a Master's in Psychology.

Through LINGAP, scholars may receive:

The Commission on Higher Education (CHED) warmly extends its heartfelt congratulations to Dr. Shirley C. Agrupis on her reappointment as Chairperson of the Commission.
