Sa kanyang ikalimang State of the Nation Address (SONA), hinikayat ni Pangulong Ferdinand R. Marcos Jr. ang Kongreso na agarang maipasa ang tatlong pangunahing tax relief measures:

*Pagpapalawak ng income tax exemption para sa mga kumikita ng hindi hihigit sa โ‚ฑ350,000 kada taon

*Pag-aalis ng minimum corporate income tax para sa maliliit na negosyo

*Pagpapatupad ng tax amnesty para sa income tax, estate tax, donor's tax, at value-added tax (VAT)

Kapag naisabatas, inaasahang magbibigay ang mga panukalang ito ng mas malaking ginhawa sa milyun-milyong manggagawa, maliliit na negosyante, at iba pang mga nagbabayad ng buwis sa buong bansa.

Bilang suporta sa legislative agenda ng Pangulo, nakahanda ang Bureau of Internal Revenue (BIR) na ipatupad ang mga repormang magpapagaan sa pagbubuwis at magpapahusay sa serbisyo para sa bawat Pilipino.

Panoorin ang mahahalagang pahayag mula sa Presidential Communications Office (PCO) Press Briefing noong Agosto 3, 2026, sa pangunguna ni Palace Press Officer Undersecretary Claire Castro, kung saan tinalakay ang mga pangunahing polisiya ng administrasyon, kabilang ang mga tax reform measures na layong mapagaan ang pasanin ng mga nagbabayad ng buwis.

Buong suporta ang ipinapahayag ng Bureau of Internal Revenue (BIR), sa pamumuno ni Commissioner Charlito Martin R. Mendoza, sa tax reform agenda ni Pangulong Ferdinand R. Marcos Jr., alinsunod sa kanyang mga inilahad sa State of the Nation Address (SONA). Kabilang sa mga isinusulong na hakbang ang pagpapalawak ng mga tax exemption at ang pagbibigay ng exemption sa minimum corporate income tax para sa maliliit na negosyo.

Kasabay nito, patuloy na isinusulong ng BIR ang mga repormang administratibo upang maging mas episyente at mas maginhawa ang serbisyo para sa mga nagbabayad ng buwis sa pamamagitan ng:
โ€ข Pagpapasimple ng tax compliance;
โ€ข Patuloy na modernisasyon ng mga sistema at proseso; at

The Bureau of Internal Revenue (BIR), led by Commissioner of Internal Revenue Charlito Martin R. Mendoza, and APO Production Unit, Inc. (APO), headed by President Atty. Gil Carlos R. Puyat, formally signed a Memorandum of Agreement on July 30, 2026, at the BIR National Office in Quezon City for the implementation of an end-to-end solution for the printing of Internal Revenue Tax Stamps covering ci******es, heated to***co, and v***r products.

The partnership includes the deployment of the NEWGEN Internal Revenue Stamp Integrated System (NEWGEN IRSIS), which will enhance the monitoring and traceability of tax stamps, strengthen excise tax administration, and support the government's continuing campaign against illicit trade.

The agreement reinforces the BIR's commitment to digital transformation, transparency, accountability, and the protection of government revenues through strategic collaboration with fellow government institutions.

Also present were Deputy Commissioners Marissa O. Cabreros and Larry M. Barcelo; Officer-in-Charge Jose C. Afable of the Information Systems Group; Assistant Commissioners Edgar B. Tolentino, Faith M. Farochilen-Umadap, and Raquel Cristina V. Baltazar; Head Revenue Executive Assistant Dondanon A. Galera; APO Chairwoman Atty. Aileen S.J. As part of the governmentโ€™s continuing efforts to make healthcare more accessible and affordable, the Bureau of Internal Revenue (BIR) has issued Revenue Memorandum Circular (RMC) No. 87-2026, publishing the updated list of Value-Added Tax (VAT)-exempt medicines endorsed by the Food and Drug Administration (FDA) pursuant to Republic Act No. 10963 (TRAIN Law) and Republic Act No. 11534 (CREATE Act).

The issuance supports President Ferdinand R. Marcos Jr.โ€™s directive during his 2026 State of the Nation Address (SONA) to expand access to quality healthcare by reducing the cost of essential medicines.

BIR Commissioner Charlito Martin R. Mendoza emphasized the Bureauโ€™s commitment to implementing tax policies that directly improve the lives of Filipinos.

โ€œThe Bureau remains steadfast in implementing tax policies that directly benefit our people. By expanding the list of VAT-exempt medicines, we are helping make essential healthcare more affordable while supporting the Presidentโ€™s vision of a healthier and more resilient Philippines,โ€ Commissioner Mendoza said.

With the latest update, the number of VAT-exempt medicines has increased to 2,277, including 14 newly added medicines. The expanded coverage helps reduce out-of-pocket medical expenses, particularly for Filipinos undergoing long-term treatment for chronic and life-threatening illnesses.

The updated list now covers medicines used in the treatment of:

* Cancer โ€“ 708 medicines

* Hypertension โ€“ 537 medicines

* Diabetes โ€“ 331 medicines

* Mental Illness โ€“ 300 medicines

* High Cholesterol โ€“ 172 medicines

* Kidney Disease โ€“ 152 medicines

* Tuberculosis โ€“ 77 medicines

Every peso saved through the VAT exemption helps families continue treatment, purchase essential medicines, and better manage their daily needs.

By making healthcare more affordable, the government also supports better treatment outcomes and improves the quality of life of millions of Filipinos.

The Bureau of Internal Revenue (BIR) launched the Ethical Standards and Anti-Corruption Course for Revenue Officers (ESACOR) on July 29, 2026, at the BIR National Office. The initiative aims to institutionalize ethics education and strengthen integrity, accountability, and professionalism throughout the Bureau.

The launch was attended by Commissioner Charlito Martin R. Mendoza, Deputy Commissioners, Assistant Commissioners, Regional Directors, Revenue District Officers, National Office Division Chiefs, and other BIR officials and employees. Pasig City Mayor Victor Ma. Regis โ€œVicoโ€ Sotto delivered the keynote address on ethical leadership and good governance.

In his opening remarks, Legal Group Deputy Commissioner Larry M. Barcelo emphasized that integrity is the foundation of meaningful and lasting reform. He reminded BIR personnel that public office is a public trust and urged them to apply the principles of honesty, accountability, and professionalism in their daily work.

Assistant Commissioner Atty. Daniel T. De Jesus of the Internal Affairs Service presented the salient features of ESACOR. Developed under the BIRโ€™s DARES reform agenda and Integrity Management Program (IMP), the competency-based course consists of three modules covering ethical standards, anti-corruption measures, and sexual harassment prevention.

ESACOR seeks to equip revenue officials and employees with the knowledge and practical tools to address ethical dilemmas, prevent conflicts of interest and corrupt practices, promote accountability and transparency, and foster a respectful, harassment-free workplace. It also reintroduces the Revised Code of Conduct for Revenue Officials and Employees under Revenue Memorandum Order No. 53-2010.

The course will be rolled out progressively across the Bureau, beginning with its leaders and eventually reaching all revenue officials and employees nationwide, particularly newly hired personnel.

In his inspirational message, Commissioner Mendoza underscored that the success of the BIRโ€™s reforms depends on empowered employees who understand the trust placed in public servants and consistently choose to do what is right.

"At kapag sinabi nating empowered employees, hindi lang ito tungkol sa training, promotions, o welfare programs. Ito ay tungkol sa mga empleyadong nauunawaan ang tiwalang kaakibat ng pagiging lingkod-bayan, pinipiling gawin ang tama, at nagbibigay ng mahusay na serbisyo araw-araw. Sana paglabas natin sa bulwagang ito, hindi lang tayo may bagong course na inilunsad. Sana mas malinaw rin sa ating lahat na sa atin nakasalalay ang paghubog ng kultura ng husay at dangal sa ating kawanihan"

Mayor Sotto highlighted the importance of collective action in creating a government where integrity becomes the norm. He likened meaningful reform to pushing a giant wheel, emphasizing that individual acts of integrity can inspire others and build momentum for lasting change.

"We're talking about building momentum to change the culture, to change society, to change our government. But it is possible."

He later led BIR officials and employees in the Pledge of Commitment, symbolizing their shared resolve to uphold ethical standards, accountability, and professionalism.

In her closing remarks, Deputy Commissioner Teresita M. Angeles of the Resource Management Group described ESACOR as a vital component of the BIRโ€™s IMP and a concrete expression of the Commissionerโ€™s DARES reform agenda. She expressed optimism that the institutionalization of the course would help reshape public perception of the Bureau while strengthening the capability and integrity of its workforce. Angeles encouraged all revenuers to carry the lessons of the course beyond the classroom and make integrity a daily practice.

"Let's not leave this place with just putting it in our minds, but putting the principlesโ€”especially integrityโ€”in our hearts."

Through ESACOR, the BIR reinforces its commitment to developing a professional, trustworthy, and citizen-centered revenue service worthy of the publicโ€™s confidence.

Kabilang sa mga repormang binigyang-diin ng Pangulo ang tatlong buwang suspensyon ng excise tax sa LPG at kerosene, na ipinatupad sa pamamagitan ng Revenue Regulations (RR) No. 3-2026 alinsunod sa Executive Order No. 114; ang One-Time Tax Abatement Program para sa mga kwalipikadong micro taxpayers sa ilalim ng Revenue Regulations No. 4-2026, na maaaring ma-avail hanggang Disyembre 31, 2026; at ang Revenue Memorandum Circular (RMC) No. 27-2026, na inilabas noong Abril 8, 2026, na naglalathala ng FDA-endorsed updated list ng mahigit 2,200 VAT-exempt na gamot sa ilalim ng Republic Act Nos. 10963 (TRAIN Law) at 11534 (CREATE Act).

Basahin ang bahagi ng talumpati ni Pangulong Marcos sa kanyang ika-5 SONA, kung saan kinilala niya ang mga repormang ipinatutupad ng BIR bilang mga konkretong hakbang upang mapagaan ang pasanin ng mga Pilipino at mapalawak ang benepisyong hatid ng pamahalaan.

As part of its 122nd Anniversary Week and in observance of National Blood Donor Month, the Bureau of Internal Revenue (BIR), in partnership with the Philippine Red Cross (PRC), organized a blood donation and membership drive at the BIR National Training Center Auditorium. The event brought together BIR officials and employees in a show of solidarity for voluntary blood donation and public service beyond tax administration.

Leading the activity was Commissioner Charlito Martin R. Mendoza, joined by Deputy CommissionersMarissa O. Cabreros, Teresita M. Angeles, and Vener S. Baquiran, along with other BIR officials and staff. The initiative echoed this yearโ€™s Anniversary Week theme: โ€œHusay at Dangal ng mga Lingkodโ€‘Bayan ng BIR.โ€
Recognized every July, theNational Blood Donor Month honors the generosity of voluntary blood donors and raises awareness on the importance of regular blood donation to help ensure a safe and adequate blood supply for those in need.

In his message, Commissioner Mendoza highlighted the connection between the Bureau's mandate and the day's activity:
"Kapag nangongolekta tayo ng buwis, malaking bahagi nito ang napupunta sa pagpapatayo ng mga ospital, pagbili ng medical equipment, at mga gamot. Kaya ang blood donation activity na ito ay kaakibat ng layunin at mandato ng BIR na makatulong sa ating mga mamamayan at sa ating bansa."

The BIR reiterated its commitment to public welfare by encouraging employees and the public to participate in regular blood donation and other community service activities that contribute to national health and resilience.

July 30, 2026 โ€” The Bureau of Internal Revenue (BIR) holds its Mid-Year Command Conference 2026, bringing together Regional Directors, Revenue District Officers, and key officials from across the country to assess first-semester performance, align priorities, and reinforce strategic directions for the remainder of the year.

The conference features presentations by the Bureau's Deputy Commissioners on their respective group priorities and administrative matters, Commissioner Charlito Martin R. Mendoza's message on key policy directives, an open forum, and the recognition of top-performing Revenue Regions and dedicated retiring officials for their exemplary service to the Bureau.
