BUDGET DELIBERATION: SUPPORT OUR REQUEST▪️ AUGUST 24, 2026

Before the panel led by Congressman Atty. Tony Roman, our Administrator Atty. Bienvenido O. Benitez Jr. made our case clear:

UNODC standard: 50–70 clients per officer.
Our reality: 200–300 clients per officer.

We are stretched far beyond safe, effective limits. We need more officers, better support, and a fair budget increase to do our job properly.

We appeal to the public and our leaders: please support the PPA budget increase:

Proper funding means better supervision, safer communities, and real second chances.

Invest in justice, invest in PPA!

PPA‑NCR Joins Regional Development Council Meeting

Regional Director Dr. Janette S. Padua, CESO V of the Parole and Probation Administration – National Capital Region (PPA‑NCR), attended yesterday’s meeting of the Regional Development Council – National Capital Region (RDC‑NCR) held on August 28, 2026 at Chardonnay by Astoria, Kapitolyo, Pasig City. She was accompanied by Pasig City Chief Probation and Parole Officer George Perez.

As an official member agency of the RDC‑NCR, PPA‑NCR took part in discussions of the RDC NCR Sectoral Committee. The meeting was convened under the leadership of NEDA‑NCR Regional Director and RDC‑NCR Secretary Engr. Nestor R. Garcia.

The RDC‑NCR is the highest policy‑making, coordinating, and development planning body for Metro Manila, chaired by the NEDA Secretary, with the NEDA‑NCR Regional Director serving as Council Secretary.

All regional offices of national agencies under the Department of Justice including the Parole and Probation Administration – NCR, the Bureau of Corrections – NCR, and the Public Attorney’s Office – NCR are regular council members of the RDC‑NCR.

𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐂𝐨𝐥𝐥𝐞𝐠𝐞 𝐨𝐟 𝐂𝐫𝐢𝐦𝐢𝐧𝐨𝐥𝐨𝐠𝐲 (𝐏𝐂𝐂𝐑) 𝐆𝐫𝐚𝐧𝐭𝐬 𝐓𝐞𝐧 (𝟏𝟎) 𝐨𝐟 𝐑𝐃 𝐏𝐚𝐝𝐮𝐚’𝐬 𝐍𝐨𝐦𝐢𝐧𝐞𝐞𝐬 𝐅𝐮𝐥𝐥 𝐁𝐚𝐜𝐡𝐞𝐥𝐨𝐫 𝐃𝐞𝐠𝐫𝐞𝐞 𝐒𝐜𝐡𝐨𝐥𝐚𝐫𝐬𝐡𝐢𝐩𝐬!

Through continued partnership, the Philippine College of Criminology (PCCR) awarded Regional Director Dr. Janette S. Padua, CESO V, a Certificate of Scholarship granting ten (10) of her nominees full scholarships to complete a Bachelor’s Degree at PCCR. Valued at approximately ₱2.4 million, the grant was formally presented on August 27, 2026.

This four-year full scholarship grant was handed over by PCCR President Ma. Angelica Lei G. Bautista. It covers full tuition and related fees for a Bachelor of Science in Criminology.

The initiative provides educational support to deserving PPA-NCR personnel, helping them achieve their professional goals. RD Padua worked to secure these scholarships for the dedicated public servants of PPA-NCR, investing in their dreams while strengthening the justice sector workforce.

Congratulations, RD Janette S. Padua! This is truly a beautiful legacy. May these scholars go on to do great things!

Significant drop in jail congestion across Metro Manila!

According to BJMP-NCR Regional Director JCSUPT Baby Noel Montalvo, much of this progress comes from faster, more efficient paralegal processes made possible through strong partnership between Bureau of Jail Management and Penology, PAROLE AND PROBATION ADMINISTRATION-NATIONAL CAPITAL REGION, and Public Attorneys Office.

Together, we work toward decongestion, justice, and second chances.

PPA-NCR & BJMP-NCR Seal Historic Partnership for PDL Welfare and Rehabilitation

The Parole and Probation Administration – National Capital Region (PPA-NCR), under the leadership of Regional Director Dr. Janette S. Padua, CESO V, has formally signed its first-ever Memorandum of Agreement (MOA) with the Bureau of Jail Management and Penology – National Capital Region (BJMP-NCR).

This landmark partnership establishes a unified framework to strengthen rehabilitation programs, deliver meaningful interventions, and provide sustained inter-agency support paving the way for second chances, restoration, and community transformation for Persons Deprived of Liberty.
