This discussion will explore how the Zero Burning Policy creates environmental injustices, disproportionately affecting marginalized groups such as indigenous farmers, women seed preservers, landless families, and the elderly. The research aims to contribute to more equitable policy approaches that recognize Indigenous ecological knowledge while addressing the haze crisis.

"Rethinking Sustainable Governance and Civil Society in Thailand: A Critical Inquiry"

Abstract

This dissertation critically examines the role of civil society in governance and public policy in Thailand, focusing on its structural evolution, advocacy functions, and participatory governance mechanisms. Civil society mobilizes collective action and policy reform, yet its agency is constrained by historical governance traditions, political stratification, and ideological entrenchment. By integrating theoretical, historical, and empirical approaches, this research explores civil society’s interactions with the state and market, assessing its capacity to drive policy change and sustain long-term civic engagement.

The study is structured around three interrelated investigations. First, it develops the Network Interpretive Framework (NIF)—a methodological tool integrating network analysis, narrative inquiry, and historical analysis—to examine how civil society constructs legitimacy, articulates grievances, and navigates governance structures. Second, a historical analysis traces Thai civil society’s transformation from elite-led philanthropy to grassroots mobilization, highlighting structural barriers to its formal institutionalization. Third, an empirical case study of the Chiang Mai Breathe Council explores how civil society networks operate within the tension between Emancipatory Civil Apparatuses (ECA)—where civil society mobilizes for systemic change—and Ideological Civil Apparatuses (ICA)—where civil society is co-opted into reproducing existing power structures.

This dissertation introduces the concept of Civil Capital, emphasizing how ideological norms—such as reciprocity, moral economies, and patronage networks—function as both mobilizing resources and structural constraints. While these norms foster collective action and trust, they also delimit the scope of contestation, reinforcing a reformist rather than revolutionary approach to governance transformation. The findings contribute to scholarly discourse on participatory governance, sustainability, and civil society’s dialectical role in policy transformation. By offering new theoretical and empirical insights, this research informs policymakers, civil society practitioners, and academics on the complexities of strengthening civic engagement within governance frameworks in Thailand and beyond.

✔ Fluent in Thai and English (both written and spoken) – Must be able to draft reports, financial statements, and contracts in both languages
✔ Proficiency in Microsoft Office (Excel, Word, PowerPoint) & accounting software (e.g., QuickBooks, SAP, or any related system)
✔ Strong attention to detail, accuracy, and organizational skills
✔ Ability to work independently and multitask under tight deadlines
✔ Demonstrated experience in managing international projects, including financial tracking and procurement processes
✔ Experience coordinating with international organizations, government agencies, or research institutions is a plus

This program is designed to allow Chiang Mai University students to volunteer, gain hands-on experience, and assist in international conferences with people from around the world. Students can leverage this valuable experience to further their personal and professional growth in the future.

Volunteers must attend a training session before the event to prepare and understand their key responsibilities.

🗒️Volunteer Requirements:
- Ability to communicate in English
- Open to Chiang Mai University students from any year (including 1st-year onward)
- Basic knowledge of IT
- Must attend the training session before the event
- Ability to rotate shifts during the event
- Interested in gaining experience and communicating with international guests

Narratives, Deliberative Spaces, and Imaginaries.
Emotions, Situational Knowledge, Interpretations, and the Dramaturgical Approach.

When policy problems are too complex, why force them into rigid frameworks? Why not stage them as dramas—where tacit knowledge, unspoken tensions, and the “in-between” truths emerge in ways traditional analysis often fails to capture?
