SB 221 by Senator Gerald Boudreaux, providing relative to ambulance provider reimbursement, passed the House Floor yesterday with an overwhelming bipartisan vote of 98-0.

This important legislation allows ambulance providers to be reimbursed by Medicaid for treatment-in-place services without requiring patient transport and clarifies that a telehealth consultation is not required for reimbursement. This is a major step forward for EMS providers and the patients we serve across Louisiana.

The bill now heads back to the Senate. The Senate needs to concur with a technical amendment placed on the bill on the House Floor. Once that step is completed, it will be sent to Governor Landry.

We want to sincerely thank everyone who showed up in support during committee meetings and helped advocate for this critical initiative. Your voices made a difference.

A special thank you to Senator Gerald Boudreaux for authoring and championing SB 221, and to Representative Dustin Miller for carrying the bill on the House floor yesterday. We also extend our gratitude to the representatives and senators who supported this legislation and recognized its importance to EMS providers and the patients they serve in Louisiana.

We look forward to continuing to advocate for policies that support ambulance providers and improve access to emergency medical services statewide.

The American Ambulance Association hosted its annual conference and trade show last week, recognizing outstanding men and women from across the United States for their contributions to EMS. Louisiana is especially fortunate to be represented among these exceptional leaders. 🩡

Congratulations to two individuals whose impact continues to shape the future of mobile healthcare:

Donna Newchurch
Named a 2026 AAA Vanguard Award winner. As Managing Partner of Bridge Partners, LLC, Donna is being recognized among an inspiring group of women who have blazed trails for others in EMS. The Vanguard Awards celebrate those who open doors, challenge expectations, and leave a lasting mark on the profession, and Donna exemplifies all of these.

Allyson Pharr
Recipient of the 2026 AAA President’s Award. This honor reflects Allyson’s exceptional leadership within the American Ambulance Association and her deep expertise in legal, risk management, and governmental affairs. Her work strengthens the foundation of EMS at every level, and this recognition is well deserved.

Both honorees represent the very best of leadership, innovation, and dedication in EMS. Congratulations to Donna and Allyson on these remarkable achievements! πŸŽ‰

Ambulance providers from across Louisiana attended the House Committee on Health & Welfare meeting yesterday to hear SB 221 by Senator Gerald Boudreaux, and it was great to see continued progress for EMS in our state. πŸš‘

SB 221 is an important step forward for EMS, allowing Medicaid reimbursement for β€œtreatment-in-place” services, meaning ambulance providers can be paid for delivering appropriate care on scene without unnecessary transport to the hospital. This helps improve patient care, reduce strain on emergency departments, and modernize how EMS services are delivered.

We’re proud to share that SB 221 has been reported favorable by committee and has already passed the Senate with strong support, continuing its path through the legislative process.

Thank you for continuing to champion EMS across Louisiana! The Louisiana Ambulance Alliance is so appreciative of everyone who showed up in support of this legislation. πŸ’™
