Date of Incident: 16 April 2026
Time of Incident: 0318
Type of Incident: Criminal Arrest
Location: Village Way
Suspect: Jill Farwell, 64, of Colebrook, NH

Charge(s):
1. MISUSE OF 911 SYSTEM

On the above date and time, an officer was called to Village Way apartments for the report of a lockout. The caller was determined to be Jill, a habitual abuser of the 911 emergency system. Jill has had multiple documented abuses of the 911 system since the end of January.

When the officer arrived on scene, he found Jill had already let herself back into her apartment, which she had claimed to be locked out of. Jill had been previously warned twice about her misuse of 911, the last time informing her she would be arrested if it happened again.

Given this, Jill was placed into custody and brought back to CPD for booking. Jill was later released on bail pending arraignment.

All suspects are presumed innocent until proven guilty in a court of law.

We are here to help and are more than willing to try and help you if you lock yourself out of your car or residence. You can reach dispatch at (603) 237-4487 and request assistance from an officer. Please, DO NOT call 911 for a lockout or other similar issue, as you tie up important emergency dispatchers who are already often overwhelmed by high call volume.

PS: If a child or a pet is locked in a vehicle and you are concerned for their safety, this WOULD be an appropriate use of the 911 system, as this could be a real emergency if not dealt with quickly.

Suspect: Ismael Mendez Lopez, 48, of Mexico

At approximately the above listed date and time, Officer Bishop of the Colebrook Police Department was parked on Route 26 when he observed a vehicle driving westbound pass by him. The vehicle veered into the oncoming lane, crossing well over the double yellow line as it navigated the corner. Seeing this, the vehicle was stopped immediately thereafter.

While speaking with Ismael, the ownership of the vehicle came into question, as he was not the registered owner and did not know who the owner was. This led to further investigation and ultimately determining Ismael was illegally present in the United States and had crossed into America from Mexico.

Ismael was removed from the vehicle for Standardized Field Sobriety Testing based on his driving behavior and bloodshot eyes. The officer determined he was not impaired. Ismael was arrested and the vehicle he was operating was towed from the scene for impound. He was subsequently taken back to CPD and booked. Ismael was issued a summons for the Yellow/ Solid Line Violation while in booking. The ownership of the vehicle is still pending investigation at this time.

Ismael was transferred to the custody of the Manchester ICE Sub-Office in the mid-morning hours of March 9th.

The Colebrook Police Department is a proud partner in the 287G ICE Task Force program. After proper training, this program allows local, county and state officers to act as TFO’s (Task Force Officers) for ICE. This gives those officers the Federal authority to identify, detain and arrest people who are present in this county illegally.

CPD stands with our Federal Partners and the mission of ICE to remove illegal aliens from our country and communities. The goal of this program is to protect our communities from unvetted individuals who circumvent the systems we have in place to keep our nation and communities safe.

Thank you all for your continued support and please remember to report any suspicious activity to us at (603) 237-4487 or 911, if it is an emergency.
