Homicide Investigation Update – 11:30 a.m. 09/04/2026

As a result of the investigation, a third suspect has been identified.

A nationwide-extraditable arrest warrant has been issued for 23-year-old Jose Luis Lemos-Damm for the following charges:
• Murder in the first degree
• Assault in the first degree

Homicide Investigation Update – 09/04/2026

On September 3, 2026, the continued investigation into the death of Samuel Carpenter led law enforcement personnel to a residence on the corner of Yelm St and W Kennewick Ave.

At about 1:15 p.m., the Tri-City Regional SWAT team and other law enforcement personnel contacted the occupants of this residence and took two individuals into custody on the following charges:

47-year-old Jose Luis Lemos
• Murder in the first degree
• Assault in the first degree

46-year-old Natalie Fuentes Alvarado
• Rendering criminal assistance in the first degree

A search warrant was served at the residence, resulting in the recovery of items related to the original incident.

This investigation remains under further investigation, and no additional information will be released at this time.

HOMICIDE INVESTIGATION UPDATE

Just after 3:00 a.m. yesterday, Kennewick Police officers responded to a shooting in the area of 8th Avenue and Fir Street in east Kennewick.

Officers located two adult males suffering from gunshot wounds. One of the victims, 20-year-old Samuel Carpenter, died at the scene. The second victim was transported to a medical facility with non-life-threatening injuries.

The Tri-City Regional SWAT Team was called to the scene shortly after officers arrived after witness statements indicated that an unknown person who may have been involved in the incident had entered a nearby residence.

Detectives with the KPD Criminal Investigations Division responded and obtained a search warrant for the residence. The residence was searched, but no one believed to be involved in the incident was located.

Detectives processed the crime scene, collected evidence, and interviewed witnesses. The investigation continued throughout yesterday and into today and remains ongoing.

There is no additional information to release at this time. We will provide updates as more information becomes available.

Age: 30-year-old male
Description: 6’1, 150lbs

Felony 72-hour hold
Original charges: Assault 2nd DV, Assault 2nd, Reckless Driving, and Hit and Run

Update - SWAT has cleared the area and the roadway is back open.

ACTIVE INVESTIGATION

This information is preliminary and may change as the investigation develops.

Just after 3:00 a.m. this morning, Kennewick Police officers responded to a reported shooting in the area of 8th Avenue and Fir Street.

Officers located two people with gunshot wounds. One person was pronounced deceased at the scene, and the second is receiving medical care.

The Tri-City Regional SWAT Team is currently on scene attempting to contact a person believed to be involved in the incident.

This remains an active and evolving situation. Please avoid the area and allow emergency personnel to work safely.

Additional information will be released as it becomes available.

🚸 First Week of School! 🚌

The first week of school can be hectic. Young students, new schools, new routines, and changing traffic patterns all come together this week. We’re asking everyone to slow down, stay alert, and give students and families a little extra time to adjust.

When school-zone lights are flashing, the speed limit is 20 MPH. Please watch for students walking or biking, increased traffic around schools, and vehicles stopping or slowing unexpectedly.

The Kennewick Police Department is partnering with the Kennewick School District to help make the return to school a safe one. Officers will be spending extra time in school zones before and after school, focusing on traffic safety and reminding drivers that school is back in session.

A few extra minutes on your commute is worth it. Slow down, stay alert, and help us keep our students safe. 🚸

Community Care Fund Donation!

The Kiwanis Club of Kennewick stopped by the station today to present a generous donation to the KPD Foundation’s Community Care Fund!

The Community Care Fund gives our officers the ability to provide immediate assistance to people in need. These funds can be used at an officer’s discretion to help in a variety of situations such as purchasing gas for a stranded motorist, providing a safe place for a crime victim to stay for the night, buying a meal for someone in need, or helping in other unexpected circumstances.

We are incredibly grateful for the community partners who make this fund possible through their generous donations.

Roadway is now open, we appreciate the patience.

⚠️TRAFFIC ALERT⚠️

There is a blocking collision at the intersection of E 10th Avenue and S Gum Street. Traffic is extremely congested due to higher than normal traffic conditions due to the fair. We encourage drivers to not utilize 10th Avenue at this time if you are planning to travel to the fair. There will be significant delays — please find alternative routes. We expect traffic to be delayed for the next 30-45 minutes while we work to clear the roadway and conduct an investigation.

As summer winds down, we hope everyone is enjoying the Benton Franklin County Fair and has made the most of their summer!

Back to School Reminder:
The Kennewick School District returns to school on September 1st, and the Kennewick Police Department will be increasing patrols around local schools and monitoring school zones for speeding violations.

Remember:
All established school zones in the City of Kennewick are 20 MPH. School zones are clearly marked with signs and flashing beacons, and increased fines apply for school zone violations.

Why 20 MPH?
Because our children’s safety comes first. Lower vehicle speeds significantly reduce the likelihood of serious injury or death if a pedestrian is struck.

As students return to school, please slow down, stay alert, and watch for children crossing streets and walking or biking to school.
Let’s all do our part to keep our kids safe!
