Manchester Public Library is pleased to share they are participating in The Laptop ConneCT Program, which connects eligible CT residents with laptops and related accessories through participating local public libraries.

You are eligible to receive a laptop if you:
• Are at least 18 years old
• Are a Manchester resident
• Have a valid Manchester Public Library card in good standing*
• Participate in one of the following assistance programs:
*Supplemental Nutrition Assistance Program (SNAP)
*Connecticut Energy Assistance Program (CEAP)
*Low-Income Home Energy Assistance Program (LIHEAP)
*Medicare
*HUSKY Health (Medicaid/The Children’s Health Insurance
Program)
* If you don’t have a library card, you can get one when you start this process. You will need to bring your current photo identification that has your current Manchester address or a piece of official mail with your address.

What is Laptop ConneCT?
Laptop ConneCT is administered by CT DEEP and the Connecticut State Library. The program is funded by the 2021 American Rescue Plan Act (ARPA) Coronavirus Capital Projects Fund. It is a $7 million initiative that loans laptops and related accessories to eligible Connecticut residents through public libraries. By combining device access with library-based support, the program aims to expand digital opportunity and connect more people to education, employment, and essential resources.

The list for eligible Manchester residents will open on Monday, November 2nd, 2026 by calling our Reference Department at 860-647-4614. Participants will be notified to make an appointment with a Reference staff member to go through their eligibility and to go through individual goals. To collect their laptop, participants will be required to make a follow-up appointment which will demonstrate how to use the laptop and ways to further their goals.

Hard to believe we have been in our new digs for a month! We are so happy to make new friends and reconnect with old friends in our brand new space. From excitement over our beautiful children’s services floor to our gorgeous outdoor patio, great study rooms, and your awe at our automated materials handling system, we love seeing you experience this new library.

Note that Monday morning October 12th the Main Library will have a delayed opening due to electrical work in order to connect the back-up solar battery to the building. We will be open that day from 10:30AM to 9PM. Whiton Branch will be open its normal schedule that day.
