A Hidalgo County district judge has issued a temporary restraining order against Spencer Construction LLC and Royal Concrete Products LLC, temporarily barring the companies from entering property controlled by Hidalgo County Irrigation District No. 2 or conducting construction-related activities that could affect the district’s irrigation canals and infrastructure.
On July 30, a judge issued a Temporary Restraining Order against Spencer Construction LLC and Royal Concrete Products LLC, temporarily prohibiting them from entering the district’s property without written authorization or conducting construction, excavation or concrete work that could damage or interfere with the irrigation system.
The court said the district presented evidence of imminent and irreparable harm, finding that potential damage to its canals and infrastructure could not be adequately addressed through money alone.
The order covers property extending 60 feet on either side of the irrigation canal.

The case is not over. A hearing is scheduled for August 13 at 11 a.m. in 476th court in Hidalgo County Courthouse to determine whether the restrictions will continue as a temporary injunction while the lawsuit moves forward.
For the Valley, where irrigation canals are a critical part of South Texas infrastructure, the dispute could have broader implications for how construction projects interact with existing irrigation systems.
