How can tax payers be certain the hospital will stay within budget?

The hospital board voted to use the Progressive Design-Build model, and it’s already been approved by the Washington State Project Review Committee. This means the design and construction teams come together early. The team makes design decisions based on actual costs, material availability, and the project schedule. The project has a Guaranteed Maximum Price of $55 million, including unexpected demolition conditions, changes in material and labor costs, design changes, and other project needs. The project team also ensures the hospital remains open and operational during construction.

People have asked if a 10% increase in their home’s assessed value means their bond taxes will increase 10%.

The bond tax rate is based on the total value of property in the District and the amount needed for annual bond payments.

For example, at a total District value of $2.454 billion, the estimated rate is $1.47 per $1,000. If the total value increases 10% to about $2.7 billion, the estimated rate would drop to about $1.33 per $1,000.

What would Hospital Proposition 1 fund?

Hospital Proposition 1 would authorize up to $51 million in bonds to help fund a planned $55 million expansion and renovation of Newport Community Hospital.

The proposed project includes:
- Expanding the Emergency Department from 7 beds to up to 12
- Adding operating room capacity
- Bringing MRI inside the hospital
- Expanding laboratory and imaging space
- Expanding rehabilitative therapy space
- Creating more space for specialty and outpatient services
- Relocating the main entrance to improve patient access and flow

The project is designed to address several space and capacity needs together rather than completing separate projects over time.
