📸Happy Flashback Friday

❤️ In this circa 2011 photo, sitting across the table from a pregnant CTT1 Jackie Jackson is Chief Stephanie Sidwell.

Senior Chief Sidwell (Ret.) is currently the rock that holds down the Office of the Virginia House of Delegates 89th District.

I am blessed to have my shipmate with me in our second oath‐required service.

Happy Veteran's Day to my Senior Chief of Staff, my boss, Stephanie!

Vote tripling is a powerful tool to amplify your impact at the polls! 🗳️
✨ Share this post to spread the word and encourage your friends to triple their votes too. Together, we can make our voices heard louder than ever! 📢

👉 Vote tripling is a relational organizing tactic that encourages voters to get three people in their life to cast their ballots. This method of engagement is especially helpful for reaching low-propensity voters (voters who are least likely to vote regularly) since they’re encouraged by someone they know.

Many of you think voting in Norfolk is pointless. I overstand that sentiment, but let me tell you why it’s not.

These last few weeks you’ve seen me sharing some open secrets and sparking some interesting conversations. Trust me when I say the powers that be in the city have noticed.

Wherever I go, folks are showing gratitude to me for saying what everyone is thinking and giving them a chance to express their thoughts too.

I’ve lost count of the number of people who wished they could have voiced their agreement, but were scared of suffering consequences at their jobs or in their social circles.

This ain’t right, but we can make a difference, and it all begins with voting.

Wanna know how I know? People voted me into office.

It doesn’t even matter if you vote for me (though I hope you do); what's crucial is that you show up and let your voice be heard.

No one expects turnout in this election to be high, by exceeding expectations, we can send a strong message to Norfolk's status quo enablers that we won't accept things the way they are anymore.

Crafting public policy can be a challenge. We need to improve the process. I’ve got ideas to make it better.

In my two years in the state legislature, I've strived to set high standards for the legislation I bring forward. My team and I gather facts, engage with stakeholders, and make necessary changes for the best bills. Still, resource constraints limit our efforts.

There are times when I have pulled my bills from consideration because I lacked information I felt was necessary or was informed by stakeholders of previously unknown or unintended consequences that I could not support.

I’d be lying if I said I always had all the information I felt I needed to make an informed decision before casting a vote. That’s a solvable problem.

It is going to take financial and human capital to make it happen.

We need:

1. The Norfolk delegation to have a shared team for constituent services and policy.

2. The community, especially the tech community, to create tools and systems that can help us process the huge amounts of information necessary to make wise public policy decisions.

If we make the right investments, we can achieve unimaginable progress for a fraction of what is being spent on television ads and junk mail.

We don’t have to fall short in doing our due diligence. Let’s work to change that.

I had the privilege of being at the White House when the AI Executive Order was signed. Now, I'm responsible for spearheading this initiative in Virginia alongside my colleagues.

My team and I have drafted two important laws about artificial intelligence:

1. Making rules for how the police can use generative AI.

2. Creating a legal system for autonomous agents to get licenses.

But what does that all mean?

It means we've asked the experts at the Department of Legislative Services, the people who write laws in a fancy way, to turn our ideas into Virginia's laws.

So, what? Now, what?

I promise to keep you informed about what we're doing. I'll share the details, even at the risk of other lawmakers claiming it as their own.

Don't understand it all? That's okay! We're here to educate and advocate. Ask questions and share your ideas – we're here for it.

Ever wonder how judges are chosen in Norfolk? Well, it's a bit of a team effort, and I want to break it down for you.

So, we, your state legislators, have a say in picking judges for areas we represent.

Here's the scoop for Norfolk:

1. When there's a job opening for a judge, lawyers and existing judges throw their hats in the ring to become a judge. Judges can even move up to higher courts, and lawyers can step up to become judges.

2. Two local groups, the Norfolk & Portsmouth Bar Association and the South Hampton Roads Bar Association, give their thoughts on the candidates. They rate them as "considered," "not considered," "qualified," or "highly qualified" for different types of courts.

3. Now, it's our turn. Your state legislators in Norfolk get together, look at the recommendations from those bar associations, then interview and select the nominees we think are the best fit. These nominees then head to Richmond, where all the delegates and state senators from across the state “elect” or vote in new judges.

4. As a legislator, I make sure to research and meet with all the willing candidates. It helps me get to know them better and create better questions before our local interview.

But, here's the hitch: There are a few folks who are in the shadows of this process, and even I don't know them. They like to strongly suggest to legislators who they think should be considered for these judge positions. This has caused both good and bad outcomes in our court system.

It's kind of frustrating because it can make the whole process less trustworthy.

So, my question to you is this: Do you think we should take public comment on judgeship candidates? And what qualities do you think are important for a judge to have? Let's chat about it!

Many folks don't know the real politics harming Norfolk at the state level. Let me give it to you straight.

It ain't simply Ds vs. Rs.

We spend a great deal of time focusing on partisan politics that we forget other types of politics are at play.

During my short time as your delegate, I’ve learned that regional fights often cross party lines and that regions with cohesive delegations are able to bring more resources to their constituents.

Cohesive delegations start with cooperation between state and local governments. This is typically accomplished through the legislative priorities passed by respective city councils and school boards.

In Norfolk, individual council members have practically no ability to guarantee an up or down vote on any idea. This lack of an inclusive legislative process harms our city, our region and slightly hinders my ability to find alignment with your needs and our city’s needs in Richmond.

What's needed but challenging is a shared vision. We are not there, but I am confident we will get there with your help.

We have to be determined not to let Norfolk or Hampton Roads miss out on opportunities simply because Virginia Beach or Northern Virginia seems to have things together.

Let’s do something about it. I am calling on you to take two small steps:

1. Get clarity: Drop your vision for Norfolk or Hampton Roads in the comments.

2. Understand the Process: Ask your local and state elected members how they get their/your legislative ideas on their governing body’s agenda.
