Delegate Phil Hernandez 757 born and raised. Dad to Isa & Maia. Phil is the Delegate for HD-94 (Norfolk) Phil and his wife, Sara, are raising their family in Ocean View.

Phil represents the City of Norfolk’s 94th District in the Virginia House of Delegates. Phil was born and raised in Hampton Roads, attended local public schools, and received a Gates Millennium Scholarship, which made it possible for him to attend William & Mary and become the first in his family to graduate from college. First elected in 2023, Phil hit the ground running and established himself a

s an effective, creative legislator. In his first term, he passed 10 bills into law. This includes landmark legislation to: expand property tax relief to more Gold Star families, create the largest pilot program in the nation to help families and businesses lower energy bills, improve access to the Child Care Subsidy Program, establish a new Chief Resilience Office to help Virginia prepare for the impacts of a changing climate, and enact the most sweeping reforms to unclaimed property in a generation that will help return over $100 million to families in Virginia every year. In 2024, Phil was named “Rookie Legislator of the Year” by the Virginia Education Association. He also received the 2025 Legislative Leadership Award from the Virginia League of Conservation Voters. Phil always looks for creative ways to build community. He organizes annual blood drives, beach cleanups, and holds several town hall events each year.

One of the best parts of being a legislator: knowing what started as a bill idea is now a law that will protect Virginians.

Today I got to visit the Norfolk office of the Department of Labor & Industry and sit down with Commissioner Jim Frederick and his team. We talked through where things stand on implementing heat stress protections (my HB 1092 was signed by the Governor this year, making us the first state in the South to pass these protections!) and the other work they're doing every day to keep Virginians safe on the job.

A tour of the Garden of Tomorrow at Norfolk Botanical Garden left me feeling inspired!

This is a world-class facility that I'm so proud to have in our city. Yes, it features incredibly rare plants from around the globe, including some that are nearly extinct! But it will also showcase art (the glass collection is next level), create space for music performances, tell the fuller history of the NBG, and serve as a place to learn and grow with dedicated classrooms on site.

Excited for the grand opening later this year! Congratulations to Peter Schmidt and the entire NBG team.

Spent time today at the Harry E. Diezel Fire Training Center in Virginia Beach, and I left so impressed!

Watched a live fire demo and a group of recruits gearing up under the sun, working hard to prepare and learn. This is the pipeline that keeps Norfolk and Hampton Roads safe!

One of the most satisfying aspects of public service is seeing both the implementation and impact of legislation.

In 2025, I passed a consumer protection bill overhauling Virginia's approach to unclaimed property. We called it the "Cash Now Act" and it's helped the Treasury Department return record-setting amounts of money to people across the Commonwealth.

"The Department of Treasury recently posted on Facebook that they have shattered previous records. According to data provided by the Department of Treasury, the state paid out $159 million across 160,000 claims in fiscal year 2026 — a massive jump from the $59 million paid out just four years ago."

The Virginia Department of Treasury is currently holding $4.4B in unclaimed property belonging to the public. Thanks to recent changes, it is getting easier for Virginians to get their money back.

Virginia is for voters!

I want to thank the Governor of Virginia for ceremonially signing a slate of bills this morning at the Academy of International Studies at Rosemont. Right here in the City of Norfolk.

Taken together, the legislation she signed, including a bill that Senator Aaron Rouse and I carried together, expands voting rights and defends our democracy at a moment when both are being tested at the federal level.

The significance of today shouldn't be lost: August 6th is the 61st anniversary of President Johnson signing the Voting Rights Act of 1965. Let's keep moving forward.

Happy National Oyster Day!

It's a good day to remember that the Delegate representing Norfolk's 94th District (yours truly) won the 2026 Oyster Eating Championship, as organized by the Chesapeake Bay Foundation.

Oysters are integral to our local economy and help our environment. Did you know? A single adult oyster can filter up to 50 gallons of water a day!
