Weather Watch Updates: PMRF sets TCCOR 1 in response to severe weather forecast from Hurricane Lowell
Pacific Missile Range Facility (PMRF) has set Tropical Cyclone Condition of Readiness (TCCOR) One indicating that destructive winds of 50 knots or greater are possible within 12 hours. PMRF continues to monitor Hurricane Lowell and has secured the installation in preparation for severe weather.
There are currently no plans for an evacuation at this time, however, if an evacuation is ordered, base housing residents will be directed to the base gym for safe haven. All PMRF personnel and base housing residents should remain indoors, off the roads and exercise extreme caution during peak storm hours. At TCCOR one, the installation is allowing main gate access and internal movement to essential personnel only.
For personnel living off base, particularly in coastal evacuation zones or in areas prone to flooding, be aware of road conditions and know the location of the nearest County of Kauai shelters in the event you need to evacuate. If in need of shelter, go to the nearest shelter near you.
PMRF essential response crews will be required to report to work and have been notified. Category five mission essential personnel will remain on standby in the event they are required to report in.
All other personnel are advised to stay in touch with their supervisor, monitor AtHoc messaging and continue to monitor the PMRF and Navy Region Hawaii pages for official updates throughout the storm event.

09/07/26, 7 p.m.- PMRF sets TCCOR 1E, shelter in place ordered due to winds from Hurricane Lowell
PACIFIC MISSILE RANGE FACILITY, KEKAHA, HAWAII – Pacific Missile Range Facility is currently under Tropical Cyclone Conditions of Readiness One Emergency, or TCCOR 1E, due to severe weather conditions associated with Hurricane Lowell. Due to potentially hazardous conditions, all personnel and base residents are directed to shelter in place and remain indoors until TCCOR All Clear is announced.
TCCOR 1E means destructive winds are occurring and all outside activity is suspended unless specifically directed by command authorities for emergency or mission-essential purposes.
Personnel and base residents should remain indoors, shelter in place, and avoid travel unless required for safety or directed by official authorities. Do not go outdoors during hazardous conditions unless absolutely necessary. Secure yourself in the safest available location and be prepared for possible power outages, communications disruptions, and changing conditions.
A safe haven for base residents has been established at the base gym and can be utilized if base housing becomes unsafe for any reason.
PMRF leadership remains focused on the safety of installation personnel and families, protection of critical infrastructure, and accountability of the base population. Emergency response personnel are postured to address immediate health and safety needs as conditions allow.
Base residents, personnel, and families should continue to monitor local news updates and AtHoc messaging and follow all emergency instructions.

09/06/26 - PMRF sets TCCOR 2
Commander Navy Region Hawaii has set Tropical Cyclone Condition of Readiness (TCCOR) two at the Pacific Missile Range Facility (PMRF) ahead of forecasted tropical storm weather expected from Hurricane Lowell. PMRF is completing all preparations for the storm.
PMRF continues to monitor Hurricane Lowell to ensure the safety and security of base personnel and residents with plans to secure facilities contingent upon weather updates.
As a reminder, PMRF’s guest pass access, Morale, Welfare, Recreation (MWR) facilities, guest cottages and all recreation facilities remain closed at TCCOR two status.
The PMRF Navy Exchange will operate normal business hours today during TCCOR two for last-minute preparations but may close without prior notice at higher TCCOR levels.
For residents living on base, be prepared to safely shelter in place; no evacuations are currently planned for PMRF base housing at this time. Residents will be notified if they are to be relocated to safe havens on base.

09/05/26 - PMRF Guest Pass, recreation sites temporarily closed beginning Sunday, Sept. 6
Due to the potential impact of Hurricane Lowell, the Pacific Missile Range Facility (PMRF) has scheduled a temporary closure of its recreational guest pass program and recreational sites effective 12 a.m. on Sunday, Sept. 6, 2026, until further notice.

09/04/26 - PMRF sets TCCOR 3 as officials continue to monitor Hurricane Lowell
PACIFIC MISSILE RANGE FACILITY, KEKAHA, - Commander, Navy Region Hawaii has ordered the setting of Tropical Cyclone Condition of Readiness (TCCOR) three for the Pacific Missile Range Facility (PMRF). PMRF advised all base personnel to complete TCCOR 3 checklists and essential storm preparations.
A level TCCOR three advisory at this stage positions PMRF to proceed with specific preparedness efforts on installation, ahead of schedule, and prior to the arrival of severe weather from Hurricane Lowell.
“With the support of Navy Region Hawaii, we’re advancing preparations set for level three, ahead of the storm, to give our staff the time they need to secure essential facilities and complete emergency checklists on installation and at home,” said Captain Robert Prince, PMRF commanding officer.
The installation remains fully mission capable with potential follow-on actions contingent upon weather updates.

In preparation for Hurricane Lowell, the Pacific Missile Range Facility (PMRF) has set Tropical Cyclone Condition of Readiness (TCCOR) four (4) with destructive and sustained winds of 50 knots or greater possible within 72 hours.
PMRF personnel and base housing residents should take this opportunity to complete emergency preparedness kits, maintain gas and propane tanks above 75% full, secure all outdoor equipment or items that could become projectile in high winds and stay tuned to local media as forecasts develop.
Additionally, personnel are encouraged to confirm or update emergency contact information and should complete their current TCCOR checklist.

09/03/26 - PMRF has set Tropical Cyclone Condition of Readiness (TCCOR) Five
TCCOR 5 has been set at PMRF in response to weather forecast for Hurricane Lowell. TCCOR 5 indicates that tropical cyclone conditions are possible within the next 96 hours.
Personnel should continue monitoring official installation communications and weather updates, review emergency plans, and ensure personal and work areas are prepared for potential changes in weather conditions.

09/02/26 - The Pacific Missile Range Facility continues to monitor weather forecasts from Hurricane Lowell and Hurricane Karina as they track across the pacific. According to the National Weather Service, Lowell is forecast to pass south of the Hawaiian Islands before making a sharp turn to the north on Sunday. Forecasters suspect that a northward turn could bring the system closer to Kauaʻi. Rising swell from Hurricane Lowell is expected along south-facing shores Thursday into Friday, with surf possibly reaching advisory levels. Increased swells from Hurricane Karina are expected to arrive along east-facing shores over the weekend, and a larger south swell from Lowell could arrive early next week. The County of Kauai advises all beachgoers, swimmers, surfers, and boaters to use caution, heed all posted warnings, and check with a lifeguard before entering the water.
All personnel should continue monitoring official weather updates and be prepared to take necessary action if conditions worsen.
Early preparation is critical to protecting personnel, families and daily operations.

• Discuss the plan with your Department Head or supervisor. At home, discuss an emergency plan with your family.
