When businesses evaluate locations for expansion or investment, water reliability matters.

One of Pueblo's strongest competitive advantages is its portfolio of senior water rights. Under Colorado's prior appropriation system, older water rights generally receive priority during times of shortage - "First in Time, First in Right".

Combined with diversified water sources, extensive storage and delivery infrastructure, and decades of investment, these senior water rights help strengthen Pueblo's long-term water reliability and provide greater certainty for businesses planning for the future.

Reliable infrastructure is built through generations of planning, investment, and responsible stewardship, and it's one of the many reasons Pueblo is well positioned for continued economic growth.

Creating jobs can create opportunities for your business.

The Colorado Job Growth Tax Credit is a performance-based incentive designed to support companies that are creating net new jobs and paying competitive wages in Colorado.

Eligible businesses may earn state income tax credits based on actual job creation results, making this a tool that rewards growth, expansion, and long-term investment.

Key considerations include:
✅Net new job creation
✅Competitive wage requirements
✅Expansion or relocation projects
✅Competition with locations outside Colorado

Unlike many incentives, credits are tied directly to performance, helping ensure that investment translates into real economic impact.

Colorado's tourism industry contributed a record $29.2 billion to the state's economy in 2025.

What does that have to do with economic development?

Quite a bit.

Economic development is more than business attraction alone. It's about creating the conditions for businesses, workers, and communities to thrive. That includes workforce development, infrastructure, housing, small businesses, quality of life, and tourism.

When people visit Pueblo, they stay in local hotels, eat at local restaurants, shop in local stores, attend events, and visit attractions. That spending supports local businesses, creates jobs, and generates tax revenue that benefits our community.

That's why investment in downtowns, public spaces, cultural attractions, recreation, and community amenities matter. They don't just improve quality of life for residents, they also make communities more attractive to visitors, businesses, and future investment.

A resilient economy isn't built on one project, one employer, or one industry. It's built through many interconnected pieces working together.

When those pieces work together, Pueblo thrives 🌱
