Purpose
The Chippewa Cree Tribe has designed the proposed program to help individuals on the reservation
become economically self-sufficient. To ensure success, the Tribal 477 Program will provide intensive
case management, training, and employment services that are designed to help individuals:
• Identify and resolve barriers to employment;
• Gain work experience;
• Obtain and retain full-time
paid employment;
• Advance in the workforce; and
• Make a steady forward movement to achieve unsubsidized employment. Traditionally, the employment, training and related services have been provided by the Tribe through the
various federal agencies and programs. The 477 Program will facilitate the growth of business, investment
and jobs on the Rocky Boy’s Reservation through one program. Goals and Mission
Recognizing the urgent need to address employment, training, and related services cohesively to enhance
their impact and efficacy, the Chippewa Cree Tribe of the Rocky Boy’s Indian Reservation envisions the
following pivotal goals for its proposed 477 Program:
1. Integration of employment, training, and related ancillary services with the overarching goal of
enhancing their efficacy. This involves integrating various facets of support to create a more
coherent and comprehensive framework for assisting individuals in their pursuit of sustainable
livelihoods. By consolidating these services, the Chippewa Cree Tribe aims to not only improve
accessibility and convenience for community members but also maximize the impact of
interventions aimed at fostering economic empowerment and self-sufficiency.
2. To foster employment opportunities and economic stability among Indians residing on the Rocky
Boy’s Indian Reservation by providing comprehensive support in acquiring essential life skills,
cultivating work soft skills, and enhancing financial literacy.
3. To allow the tribe itself, in alignment with the principles of self-determination and self-governance,
to define its own priorities for workforce development, ensuring that initiatives and decisions reflect
the unique needs and aspirations of the community. By embracing this approach, the Chippewa
Cree Tribe endeavors to strengthen its sovereignty and autonomy while fostering sustainable
