San Francisco joined our federal and local partners today at a press conference announcing the results of Operation Disarm, a coordinated violent‑crime and fi****ms enforcement surge in .
From March–July 2026, this joint initiative led to the seizure of 76 illegally possessed fi****ms and federal charges against 51 defendants.
FBI Special Agent in Charge Scott Schelble emphasized that federal, state, and local teamwork made these results possible and that we remain committed to intelligence‑driven enforcement and protecting the people of Oakland.
We will continue working side‑by‑side with our partners to reduce violence and keep our communities safe.

ANNOUNCED TODAY: FBI joins the investigation into the July 25 Morgan Hill shooting, where seven people were shot during a large gathering.
ASAC Cobo participated in a press conference earlier today to announce that the FBI is offering up to $20,000 for information leading to the identification and arrest of those responsible.

Even footage that doesn’t show the shooting may contain critical details.

Case Update: Last week, a federal jury convicted Simon Katz, a CEO of a Bay Area home health agency, of conspiracy to commit health care fraud in connection with a scheme to submit fraudulent claims to Medicare and falsify medical records. According to evidence presented at the trial, Katz conspired with his wife, the former CEO of HealthNow Home Healthcare, a home health agency based in Hayward, California, and two former agency employees to commit health care fraud. According to court documents and evidence presented at trial, Katz, 43, currently of Boca Raton, Florida, and his wife, Veronica Katz, agreed to defraud Medicare by having unqualified medical professionals provide care for home health patients outside their authorized scope of practice, billing Medicare for services never provided, submitting false documents to California Department of Public Health (CDPH) inspectors to maintain the ability to bill Medicare, and instructing former employees to lie to the FBI and federal law enforcement to conceal their fraudulent activity. As part of the conspiracy, from October 1, 2018, when HealthNow began submitting fraudulent documents to deceive CDPH inspectors, through November 2020, HealthNow received more than $3 million in payments based on HealthNow’s claims. Simon Katz in turn received $300,000 from HealthNow during that same time period. In addition, trial evidence showed Simon Katz took steps to thwart the law enforcement investigation into HealthNow. In October 2019, Simon and Veronica Katz met with one of HealthNow’s former employees, who informed them that FBI agents had questioned her regarding HealthNow’s billing practices and patient medical assessments. Simon Katz instructed the employee to lie to the FBI and falsely state that the employee had been trained and supervised by a registered nurse in the course of conducting patient assessments. Simon Katz is the fourth defendant convicted in connection with this investigation. Co-defendant Veronica Katz pleaded guilty to health care fraud on April 18, 2024, and was sentenced on December 9, 2024, to two years in prison and ordered to pay restitution of $543,634.34 to Medicare and pay a $50,000 fine. Vennesa Herrera pleaded guilty on Aug. 30, 2021, to conspiracy to commit health care fraud and health care fraud. She is scheduled for a status hearing on August 3, 2026. Pharadja Andrews pleaded guilty on August 30, 2021 to conspiracy to commit health care fraud. She is scheduled for a status hearing on August 3, 2026.

The San Francisco's security operations supporting FIFA World Cup 2026 matches at Levi stadium concluded successfully following weeks of coordination planning and ex*****on alongside federal, state, local, international, and private-sector partners. The tournament concluded without any significant security incidents affecting the matches or fan events, reflecting months of intelligence-driven preparation and seamless operation coordination.
During FIFA World Cup 2026 events, FBI San Francisco and our partners made 25 arrests of human traffickers, recovered 11 minors, and provided victim services to several people in a coordinated effort to combat child exploitation and human trafficking during the tournament.
In the San Francisco Area of Responsibility, the FBI also cited 22 drone operators and seized 18 drones in support of tournament security operations.

Case Update: Christina Ann Mobley was sentenced yesterday to 20 months in federal prison after pleading guilty to charges that she defrauded her former employer, a construction company located in Fortuna, California. Mobley, 59, was charged in an indictment filed February 5, 2025, with multiple counts of mail fraud and wire fraud. The indictment alleges that Mobley was employed as the business manager for a Fortuna construction company. When the company’s bookkeeper retired, Mobley took on the accounting and bookkeeping duties. She became essential to the business and was trusted with management of the company’s bank accounts, checks, and payroll systems. The indictment alleges that Mobley used that access to steal over $500,000 from the company. On December 10, 2025, Mobley pleaded guilty to two counts of mail fraud under 18 U.S.C. § 1341 and two counts of wire fraud under 18 U.S.C. § 1343, based on the various methods she used to defraud her employer. Mobley admitted that she directed checks mailed from the company’s bank account to be applied to the account for her personal credit cards to pay for personal expenses such as cash advances at casinos and personal travel; issued electronic payments of company funds to her personal credit cards; wrote checks from the company to herself, including for the repayment of her car loan; and inflated her vacation time, work hours, and bonuses in the company’s payroll system, resulting in unearned and excessive payments to herself. Between January 2022 and November 2024, Mobley admitted that she embezzled more than $500,000 from her employer.

Case Update: A Concord resident has been sentenced to 21 months in federal prison for operating a million-dollar fraud scheme involving the sale of counterfeit sports memorabilia and attempting to obstruct the FBI’s investigation.
Daniel Damato, 40, pleaded guilty to wire fraud after admitting he knowingly sold fake memorabilia—including items he falsely claimed were used or worn by baseball legend Willie Mays.
In addition to the prison sentence, Damato was ordered to pay $1,0868,940 in restitution and will serve three years of supervised release.
This case was investigated by the FBI and prosecuted by the U.S. Attorney’s Office for the Northern District of California.

Operation Spring Cleaning: A Nationwide Initiative Combatting Gang-Related Threats and Enhancing Public Safety
During the three-month period from March through May, FBI San Francisco led an intensive effort to disrupt violent crime and major drug trafficking operations across the . Operation Spring Cleaning brought together multiple law enforcement partners with one shared goal-to protect our communities by removing dangerous narcotics, weapons, and offenders from the streets.
From March 1 through May 31, agents and task force officers carried out coordinated actions resulting in major seizures and more than 80 arrests. The operation highlights the FBI's commitment to holding criminal networks accountable and safeguarding neighborhoods throughout Northern California.
