🏛️ Three Rivers City Council Meeting Update
August 21, 2026 | 12:00 Noon

Missed today’s City Council meeting? No worries—we’ve got you covered! 👋

We know not everyone is able to attend our meetings, so we want to help keep our community informed. Here’s a look at some of the key updates, projects, and items discussed at today’s meeting:

💧 Water & Water Supply

● Choke Canyon Reservoir has increased from approximately 7% to nearly 25% following recent rainfall and flooding.
● The City continues working on long-term water solutions, including a proposed Reverse Osmosis (RO) system and high-capacity well project.
● The City has applied for a $10 million Texas Water Development Board grant to help fund the project and is also pursuing additional federal funding opportunities.
● The City is also exploring emergency water options should drought conditions return.

🚧 Road Improvements

● Road work has been completed or is underway on Thornton Street , Alexander Street, Bramble berry Street and Cherry Down Street
● Additional improvements are planned for School Road.
● TxDOT is planning to reconstruct Highway 281 from FM 72 to FM 72 with concrete pavement, with construction anticipated to begin in the first quarter of 2027.

🌊 Flood Response & Recovery

● The City continues working with state and federal agencies following the recent flooding.
● City staff carefully documented response and recovery expenses to help the City qualify for potential reimbursement funding.
● The City is also pursuing hazard mitigation funding for future projects, including improvements related to the dam and water system.

📊 FY 2026–2027 Budget & Tax Rate

● Council discussed the proposed FY 2026–2027 budget and property tax rate.
● The proposed tax rate is $0.80221 per $100 of taxable value, which is lower than the previous year’s rate.
● A public hearing is proposed for September 14, with consideration of adopting the budget and tax rate scheduled for September 14, 2026.

📑 Annual Audit

● The City received an unmodified/clean audit opinion with zero findings for the previous fiscal year.
● Staff is already preparing to begin the next audit process after the fiscal year ends September 30.

🏞️ Parks & Other Projects

● The City continues pursuing grant funding for park improvements and trails.
● Additional projects are being planned for the upcoming fiscal year.

We were excited to welcome the Univision San Antonio team to our community today as they stopped by Three Rivers and interviewed City Administrator Thomas Salazar.

We’re always proud when our community gets a little extra attention, and we truly appreciate Univision taking the time to visit our city and learn more about Three Rivers! ❤️

We’ll be looking forward to seeing where this interview takes us!

Tips Park Update 🌳

We know some of our residents have been calling the City asking, “What’s going on at Tips Park?” So, Thomas Salazar, City Administrator, and I wanted to take a moment to let our community know what’s happening.

We’re cleaning up and working to bring Tips Park back to a safe, clean, and enjoyable space for our residents.

Our City employees are working hard to clear debris throughout the park, and we have rented large commercial equipment to help with the cleanup. We have also rented dumpsters from Republic to properly dispose of the debris as it is removed.

We appreciate the hard work of our City employees and their commitment to improving our community. We know there is still work to be done, but we are making progress!

Thank you for your patience and understanding as we work to get Tips Park cleaned up and back to being a place our community can enjoy. ❤️

🌟✨ What an incredible night under the stars! ✨🌟

The Third Annual Choke Canyon State Park Meteor Shower Star Party was a night filled with beautiful skies, family, friends, laughter, and, of course, S’MORES! 🔥🍫

We had such a wonderful time watching everyone gather around the fire, roast marshmallows, enjoy delicious s’mores, and make memories together while taking in the amazing night sky. 🌌⭐

A very special THANK YOU to the City of Three Rivers for purchasing the s’mores for this year’s event! Your support helped make this evening even sweeter. ❤️

Thank you to everyone who came out and made the Third Annual Meteor Shower Star Party such a memorable event. We’re already looking forward to next year! 🌠

The City of Three Rivers City Council will meet this Friday, August 21, at 12:15 p.m. at City Hall, 105 N. Harborth Ave.

The meeting will include public comments, city business, discussion of the proposed FY 2026/2027 budget and tax rate, and other city matters.
