CITY OF THREE RIVERS, TEXAS
CITY COUNCIL MEETING RECAP
October 13, 2026
The Three Rivers City Council met on October 13, 2026, to review City operations, receive presentations, and consider several items related to municipal services, staffing, and community planning.
BUILDING DEPARTMENT SERVICES
The City Council approved a Master Service Agreement with AOKA LLC for building department services. AOKA will assist the City with building inspections, plan reviews, and code compliance. The company will also provide access to its computerized permitting system at no additional software cost to the City.
The new system is intended to streamline the permitting process, improve efficiency, and provide City staff with additional technical support and guidance. The system is expected to help modernize the way building permits and related services are managed.
POLICE DEPARTMENT VEHICLE PURCHASE
The Council approved the purchase of a 2027 Chevrolet Silverado 1500 4WD Crew Cab work truck from Caldwell Country Chevrolet for the Police Department.
PERSONNEL
The Council approved the hiring of two full-time employees to fill vacancies in the Water and Wastewater Departments: Jimmy Guajardo and Damian Morales.
The Council also approved the hiring of Chance Rocha to fill a full-time vacancy in the Maintenance Department.
The City welcomes these employees and looks forward to their contributions to municipal operations and services to the community.
SICK LEAVE POOL
The Council approved the creation of a Sick Leave Pool to support eligible City employees in accordance with applicable City policies and procedures.
SALSA FEST PLANNING
The Council discussed planning and scheduling for a potential return of Salsa Fest. Additional planning and budget considerations will be developed for presentation at the November City Council meeting.
REGIONAL WATER COLLABORATION PRESENTATION
The Council received a presentation regarding the proposed Live Oak County Public Utility Agency and the possibility of regional collaboration involving Three Rivers, George West, and Live Oak County.
The presentation provided information about potential regional cooperation. This item was for informational and discussion purposes only, and no action was taken.
CITY ORGANIZATIONAL CHART
The proposed City of Three Rivers organizational chart for fiscal year 2026–2027 was tabled for further consideration.
CITY ADMINISTRATOR’S REPORT
The agenda also included the City Administrator’s report, road work, and other related matters. Additional details may be shared as project updates become available.

CITY ADMINISTRATOR’S REPORT AND PROJECT UPDATES
During the meeting, City Administrator Thomas Salazar provided updates on several items of interest to the community, including current water levels at Choke Canyon Reservoir, the 2027 Corpus Christi Hooks baseball schedule, and the ongoing U.S. Highway 281 Three Rivers Pavement Upgrade project.
