Paper industry output falls in 2025, while packaging stays strong

US paper and paperboard production declined 3.7% in 2025, though packaging and tissue products remained relatively stable.

The American Forest & Paper Association (AF&PA) released its 66th Annual Paper Industry Capacity and Fiber Consumption Survey last week, revealing that US paper and paperboard production declined 3.7% in 2025 to 66.3 million tons. Despite the decline, several sectors remained rela ...

Oceana, NRDC, CAW sue CalRecycle over SB 54 regs

Three environmental organizations have filed suit against CalRecycle over the finalized regulations implementing California’s SB 54 single-use packaging law, arguing the rules create unlawful loopholes that gut the legislation’s core mandates.

Oceana, the Natural Resources Defense Council (NRDC) and Californians Against Waste Foundation (CAW) filed the lawsuit on June 2 in San Francisco Superior Court.

Hardware demand puts new focus on parts harvesting

Editor’s note: Electronics recycling will be featured in sessions at the 2026 E-Scrap: The Longevity Conference in New Orleans October 26-28.

Electronics manufacturers are once again warning about tight supplies for parts that are deeply embedded in circuit boards. Some of those components are now quoted on months-long lead times and at clearly higher prices than a year ago. Capacitors and complex circuit boards are seeing these pressures, and some familiar decommissioned systems are becoming more interesting as sources of parts.

At the start of 2026, s ...

Several key electronics parts are seeing tight supplies, potentially making for opportunities for the ITAD sector.

Mass balance matters: Why different rules can lead to different outcomes

In the race to scale post-consumer recycled content—particularly in plastics—“mass balance” has quickly become one of the most debated concepts in the circular economy. While it may sound technical, for recyclers, policymakers, and brands navigating Extended Producer Responsibility (EPR) laws and recycled content mandates, it’s becoming a critical issue that will define market credibility and investment confidence in the years ahead.

Put simply, mass balance is an accounting approach used to allocate recycled co ...

Mass balance is a critical piece of the recycling puzzle—and one that's important to get right.

Circular Materials to supply PlasCred chem recycling plant

Following a competitive selection process, Circular Materials chose PlasCred for a tolling arrangement to process post-consumer flexible plastics collected in Alberta under the province’s new EPR program for packaging.

Under the arrangement, the producer responsibility organization (PRO) will supply the plastic feedstock for PlasCred’s planned chemical recycling plant northeast of Edmonton, Alberta, in the country’s natural resource-rich western region.

The steady supply of sorted flexible plastics for processing will help to de-risk feedstock procurement and transportation while supporti ...

What Maine’s v**e EPR law means for recyclers

Maine is now the first state in the nation to require v**e and e-cigarette manufacturers to fund end-of-life management for their products.

Gov. Janet Mills signed LD 1519 on April 23, giving producers until November 2027 to join a producer responsibility organization (PRO) and stand-up collection infrastructure.

The people who have been trying to build that infrastructure for years have already been watching as policy has unfolded, such as Michael Duckworth.

Colorado advances EV battery EPR law

The Colorado General Assembly passed Senate Bill 26-003 on May 14, which would create a extended producer responsibility (EPR) framework setting specific recovery rate targets for electric vehicle (EV) propulsion batteries.

The bill expands Colorado’s existing Battery Stewardship Act, established under SB 25-163, to cover batteries in electric, plug-in hybrid and hybrid vehicles. The 2025 legislation established EPR for portable and medium-format batteries.

SB 26 ...

Colorado, which passed its Battery Stewardship Act in 2025, is now looking to close the gap on large-format, EV batteries.
