🛑 Tomorrow is the day!

The installation of the All-Way/4-Way Stop at the S. Canfield Road/Dubuque Road intersection will begin first thing in the morning. This work will include new rumble strips, pavement markings and installing new stop signs. Use caution when approaching the work zone. We will post updates when the work is complete.

🚦 All-Way/4-Way Stop Coming to S. Canfield Road & Dubuque Road

The Black Hawk County Board of Supervisors approved resolutions today to add stop signs on Dubuque Road for eastbound and westbound traffic. Once installed, the new signs will create an All-Way/4-way stop at the N. Canfield/Dubuque Road intersection, the second-highest crash intersection in Black Hawk County.

Following today’s approval, the Road Department will begin preparing for the change, including:
• Installing new stop signs
• Adding rumble strips
• Placing message boards to alert drivers

Drivers should watch for the new signs, slow down and use extra caution as everyone adjusts to the new traffic pattern.

Roadside spraying season is complete!
Last week Griffin Cabalka, Roadside Biologist gave a roadside spraying progress report to the Board of Supervisors, sharing that he and his team have wrapped up spraying for the year.

The good news? Because of their focused approach, the team is able to cover more ground while using less herbicide. Since 2023, summer spraying has expanded from about one-quarter of the county to three-quarters, while total herbicide use has decreased, saving the county approximately $10,000 from previous years. Because of the regular attention to our roadways, the team is able to shift more of its focus from woody vegetation to invasive and problem plants.

The goal for next year: keep improving our management practices, go farther using less spray.

Temporary Road Closure on 10/9/26:
The Elk Run Road Railroad Crossing north of Dubuque Road will be closed for track maintenance on Friday 10/9/2026 from 10am - 12pm. There will be no posted detour for this closure, please find an alternative route.

Heavy rain is impacting roads throughout Black Hawk County. This morning, Hoff Road is closed from W Shaulis Rd to W Orange Road due to water over the road.

🚧 5TH STREET CONSTRUCTION UPDATE 🚧
Construction on the 5th Street Asphalt Overlay & Concrete Sidewalk Project is getting ready to begin!
Midwest Concrete recently notified the City that, weather permitting, work is expected to begin Wednesday, October 1, with the goal of completing a portion of the project this fall before shutting down for the winter.

📍 Construction Area: 5th Street from 14th Avenue to 21st Avenue

🚗 Traffic: 5th Street will remain open to traffic. Traffic will be shifted to the center two lanes, with one lane open in each direction. The outside lanes will be closed as curb and sidewalk reconstruction takes place.

🏠 Driveways & Parking: Some driveways within the project area will be temporarily inaccessible while they are reconstructed. Residents whose driveways will be affected will be contacted this week with more information on when to expect their closure and where to park during that time.
Driveway closures are expected to be short-term — generally only a few days at most, with some lasting less than a day. Midwest Concrete will continue coordinating with affected residents as work progresses.

🗑️ Trash & Recycling: Collection is expected to continue as normal at this time. If construction requires any changes, affected residents will be notified.

📅 Fall Schedule: Weather permitting, construction is anticipated to continue until approximately Thanksgiving, followed by a winter shutdown. Work will resume after the winter shutdown to complete the remaining project.

⚠️ For everyone’s safety, please stay out of closed lanes and active construction areas. See the attached map showing the two outside lanes as the construction area marked in orange and available travel route will be shifted to head-to-head in the center two lanes.

PRESS RELEASE: Black Hawk County Secondary Roads to Maintain 55-mph Speed Limit.
After a three-month review of more than 230 miles of paved county roads, the Black Hawk County Engineer’s Office recommended maintaining the existing 55 mph speed limit on secondary roads in Black Hawk County. The review looked at road design, conditions, crash data, stopping distances, and other safety factors. The Board of Supervisors approved the recommendation Tuesday. 🚧 Washburn Road Bridge Repair – Daytime Closures Begin Sept. 28
Post edited to include map of bridge.

The first phase of work on the Washburn Road Bridge, begins Monday 9/28. This work will require a daily road closure from 7 a.m. to 5 p.m., September 28 through October 2.

Please use an alternate route, there will be no posted detour during these closures. Message boards will be placed on both sides of the bridge to notify motorists of the closure.

The following roads have been closed in Black Hawk County due to flooding.
• E. Bennington Road is closed from Crane Creek Road to Raymond Road due to flooding.
• Teem Road is closed from Dunkerton Road to the county line due to flooding.
