NOTICE FOR THE SETTING OF KEY PERFORMANCE INDICATORS AND PERFORMANCE TARGETS FOR 2026/2027 SERVICE DELIVERY AND BUDGET IMPLEMENTATION PLAN

The JB Marks Local Municipality hereby, gives notice in terms of Chapter 3, Regulation 9(2)(a) of the Local Government: Municipal Planning and Performance Regulations, 2001: Chapter 4 Section 21 and Chapter 6, Section 42 of the Local Government: Municipal Systems Act No. 32 of 2000, as amended, the Municipality is inviting the local community to participate in the setting of appropriate Key Performance Indicators and Performance Targets for the Municipality, for the 2026/2027 Service Delivery Budget Implementation Plan (SDBIP).

2026/2027 Draft SDBIP will be available in the Performance Management Section, Dan Tloome Building, 2nd Floor during working hours.

Community Members and Stakeholders are invited to submit written or emailed inputs and comments. Submissions may be delivered to Manager: Performance Management System, 35 Cnr. Wolmarans and Sol Plaatjie Street, 2nd Floor, Dan Tloome Building, Potchefstroom or Email to: [email protected].

All inputs and comments must be submitted on or before 30 June 2026 at 13:00.

“CALL FOR EXPRESSION OF INTEREST” FROM INTERESTED SMME'S FOR SUBMISSIONS OF PROPOSALS TO OCCUPY VACANT BUSINESS UNITS: JB MARKS LOCAL MUNICIPALITY'S “IKAGENG LIGHT INDUSTRIAL PARK”

The JB Marks Local Municipality hereby invites local SMME's to submit comprehensive proposals to occupy vacant Business Units of JB Marks Local Municipality which are as follows: JB Marks Local Municipality Light Industrial Park (Unit A3 45m2, A6 45m2), (Unit C3 45m2) and (Unit D1, D2,) 45m2. Each Unit will be charged at R40 per square meter, and have its own Municipal coupons (electricity).

MANDATORY DOCUMENTS TO BE SUBMITTED, FAILURE TO DO SO WILL RESULT IN THE BID BEING DEEMED TO BE NON-RESPONSIVE.

* A confirmation from SARS with a Verification Pin,
* Business Proposal/ Profile
* Copy of Company Registration/ Founding Statement/CIPC Document.
* Certified ID Copies of all Managing Directors/ Owners.
* Proof of Public Liability Insurance has to accompany the application
* Municipal Account Statement (not in 90 days arrears)/ Statement be accompanied by an affidavit if account is not in applicant's name/ Lease Agreement/ Confirmation Letter with declaration that the company does not owe Municipal services for more than 90 days. (Proof thereof should be submitted)
* Applicants must reside and operate their business within the jurisdiction of JB Marks Local Municipality.
* The business must have been operational for at least two (2) years and possess functional machinery and equipment.

Applications will be evaluated in terms of the JB Marks Local Municipality SMME Development Policy, Supply Chain Management Policy, business viability, job creation potential, and compliance with the requirements of this advertisement.

It must be noted that no heavy manufacturing/production will be allowed in the facility because of the capacity of the space. No couriered, faxed, e-mailed and late tenders will be accepted. Certification of documents must be within a period of 90 days. JB Marks Local Municipality reserves the right to not appoint and value for money principle will be the key determinant of the allocation.

Please collect Site Documents at the Local Economic and Rural Development Office, Cnr. Nelson Mandela Drive and Walter Sisulu Street, Tourism Building.

All proposals must be deposited at the same address of the Local Economic and Rural Development Office, Cnr. Nelson Mandela Drive and Walter Sisulu Street, not later than 12h00 Noon on Tuesday, 30 June 2026, where they will be opened in public. All proposals must be clearly marked with the name of the project on top of the cover. The Municipality will not make any allocation to a person or persons working for Government.

A date for site viewing of the Workshops will be on Friday; 26 June 2026 from 08h30 - 12h30.

RE: MUNICIPAL REVENUE OFFICE NOW OPEN AND FULLY OPERATIONAL

The JB Marks Local Municipality hereby wishes to inform all residents and stakeholders that the Municipal Revenue Office was temporarily closed from Friday, 22 May 2026, to allow for renovation works. We are pleased to announce that the Revenue Office reopened on Tuesday, 09 June 2026, and is now fully operational and open to the public.

Residents who identify any discrepancies or errors on their Municipal Accounts are encouraged to visit the Enquiries Counter at the Revenue Office for assistance. Alternatively, queries may be submitted via email to: [email protected]

RE: POWER OUTAGE AFFECTING THE ENTIRE VENTERSDORP AREA

The JB Marks Local Municipality wishes to inform residents of the Ventersdorp Region that, a power outage is currently affecting the entire Ventersdorp area due to cable theft at two separate locations.

Eskom technical teams are already on site attending to the matter and carrying out the necessary repairs. At this stage, no estimated time for restoration has been provided. However, every effort is being made to restore electricity supply as soon as the repairs are completed. The Municipality apologizes for the inconvenience caused by the power outage.

RE: TEMPORARY ROAD CLOSURE: WALTER SISULU STREET ENTRANCE FROM DR. NELSON MANDELA DRIVE (N12)

The JB Marks Local Municipality hereby informs residents, motorists, businesses, and all road users that the entrance to Walter Sisulu Street (formerly Church Street) from Dr Nelson Mandela Drive (N12) has been temporarily closed due to the collapse of a stormwater drain. The closure has been implemented to allow for urgent repair work and to ensure the safety of all road users.

Following an investigation conducted by the Municipality's Roads and Stormwater Team, it was established that urgent repairs are required to address the damaged stormwater infrastructure and ensure the continued safety of road users. The road closure will allow the JB Marks Local Municipality Roads and Stormwater Team unhindered access to the site to carry out the necessary repair work.

The Municipality's Roads and Stormwater Team has advised that the repair work is expected to be completed later in the day on Wednesday, 10 June 2026, subject to favourable weather and site conditions. Motorists are requested to make use of the alternative route via Sol Plaatjie Avenue and New Market Street and to exercise caution when travelling in the vicinity of the affected area.

We apologise for any inconvenience caused and appreciate the public's cooperation and patience while necessary repairs are being undertaken. Further updates will be communicated should there be any changes to the completion schedule.

RE: PLANNED ELECTRICITY OUTAGE AFFECTING OLD IKAGENG AND PARTS OF IKAGENG EXTENSIONS

The JB Marks Local Municipality hereby notifies residents of the Tlokwe Region that a planned electricity outage has been scheduled for Thursday, 11 June 2026. The outage will affect the whole of Old Ikageng (Ikageng Proper) as well as certain parts of the Ikageng Extensions.

The outage has been requested by Eskom to allow for maintenance work on Transformer No. 1 at the Ikageng Main Substation. The planned work involves topping up the transformer oil to ensure the continued reliability and efficiency of electricity supply network. At this stage, Eskom has not confirmed the exact commencement and restoration times of the outage. As a precaution, the Municipality advises residents to plan for a possible interruption of electricity supply from 06h00 to 18h00 on the day.

Residents are further advised that the following areas will not be affected by the outage as they are supplied from the Ikageng West Substation located along Sarafina Road:

* Extension 13 (Zakhele)
* Extension 3
* Extension 6 (including areas near Portia’s Inn)
* Areas around Phola Park
* Fumani
* Naledi School and surrounding areas

Please note that electricity supply may be restored before the estimated time. Residents are therefore urged to treat all electrical installations and equipment as live at all times during the outage period. The Municipality apologises for any inconvenience this interruption may cause and kindly requests residents to make the necessary arrangements in advance.

Today, Dr. Kenneth Kaunda District Municipality, together with the JB Marks Local Municipality, successfully rolled out the Thuntsha Lerole Phase 6 Accelerated Service Delivery Programme at the Rysmierbult Community Hall (Ward 28).

​The services kicked off early this morning to tackle essential community infrastructure and maintenance needs including: grading of roads, patching of potholes and cleaning of grave sites and more.

Departments from various sectors such as the Office of the Premier, IEC, SASSA, Social Development, Health Departments, Absa, Standard Bank, Agriculture & Rural Development, and more, were amongst the essential services brought close to the community of Rysmierbult.

The Acting Executive Mayor Cllr. Gerard Modise chaired an open transparent feedback session. Members of the public had the opportunity to engage directly with leadership, asking pressing questions, and received responses from a panel of dedicated Councillors and Municipal Officials.
