ZMA ENGAGES PETROLEUM SECTOR STAKEHOLDERS ON FUEL QUANTIFICATION AND REGULATORY COMPLIANCE

The Zambia Metrology Agency (ZMA), in collaboration with the Zambia Law Development Commission, Energy Regulation Board (ERB), Labour Commission, and representatives from the Ministry of Commerce, Trade and Industry, convened a stakeholder engagement meeting with key players in the petroleum sector.

The engagement was aimed at addressing emerging issues arising from the implementation of dip chart measurements as a secondary method for fuel quantification. The meeting also sought to provide regulatory guidance on the management of petroleum quantity variances and promote compliance with established measurement standards across the sector.

Participants included representatives from Oil Marketing Companies (OMCs), the Petroleum Transporters Association of Zambia, oil transport operators, the Zambia Union of Tanker Drivers and Allied Workers, and other industry stakeholders.

Through such engagements, ZMA continues to strengthen collaboration with industry players to promote fair trade practices, measurement accuracy, consumer protection, and confidence in the petroleum supply chain.

GSB TRAINING FOR THE FINANCE TEAM

The Zambia Metrology Agency (ZMA) has commenced a Government Service Bus (GSB) training programme for its Finance Team, officially opened by Acting Executive Director, Dr. Eng. Michael Nsefu.

The training is being facilitated by experts from the Ministry of Finance and National Planning, aimed at strengthening the Finance Team's capacity to effectively manage and support digital financial processes on the GSB platform.

Since the onboarding of ZMA's Legal Metrology Services onto the Government Service Bus (GSB) platform, the Agency has realized significant benefits. The platform has enhanced service accessibility, improved transparency and accountability in transactions, strengthened audit trails, reduced manual processes, and provided greater convenience to clients through efficient and standardized service delivery.

These improvements are contributing positively to ZMA's mandate of promoting fairness and accuracy in trade measurements across Zambia.

Recognizing that the successful operation of the GSB platform depends not only on technical systems but also on efficient financial management, payment processing, revenue reconciliation, and customer support, the Agency is investing in the continuous development of its staff to ensure seamless service delivery.

This training underscores ZMA's commitment to digital transformation, operational excellence, and the provision of efficient public services for the benefit of all stakeholders.

NOTICE TO ALL OIL MARKETING COMPANIES AND TECHNICIAN COMPANIES

VERIFICATION OF MEASURING INSTRUMENTS IN THE PETROLEUM SECTOR FOR THE SECOND HALF OF 2026 (H2)

The Zambia Metrology Agency (ZMA) hereby inform all Oil Marketing Companies (OMCs) and Technician Companies that the current certificates for measuring instruments used in the petroleum sector will expire on 30th June, 2026.

In preparations for the second half (H2) verification programme, the Agency will commence a Nationwide verification exercise to ensure that all measuring instruments remain compliant with the requirement of the Metrology Act No. 6 of 2017 and related regulations.

Accordingly, all stakeholders are advised to undertake the necessary preparation including but not limited to:
• Obtaining quotation for verification services;
• Processing payment of the applicable verification fees; and
• Servicing and calibrations measuring instruments to ensure readiness for inspection and certification.
Stakeholder are further advised that this will be the first petroleum sector verification exercise conducted following the integrations of Legal Metrology Service onto the Government Service Bus (GSB). Consequently, all clients are required to familiarize themselves with the GSB platform, through which quotation service application and payment will be processed.

The Agency’s technical team remain available to provide guidance and technical support where necessary to facilitate a smooth verification process.

Please treat this communications as formal notice and ensure that all requisite arrangement are made in a timely manner to avoid any disruption to operations.

Zambia Metrology Agency (ZMA) inspectors conducting filler inspection at Varun Beverages as part of the Agency’s mandate to promote fairness in trade and consumer protection.

Filler inspection plays a critical role in ensuring that products packed for consumers contain the correct quantity as declared on the label. Through this process, ZMA verifies that automatic packing and filling machines operate within the required metrological standards to guarantee accuracy, consistency, and compliance.

All automatic packers and filling machines are verified by ZMA using automated quality control solutions that help verify product volumes, detect defects, and monitor the performance of individual filling valves. This process enhances product quality assurance while protecting consumers from underfilled products and unfair trade practices.

By carrying out regular inspections and verification of filling equipment, ZMA continues to strengthen confidence in measurements, promote transparency in commerce, and safeguard the interests of both consumers and industry.
