The Energy Community is an international organization bringing together the EU and its neighbours in Armenia, Norway and Turkey participate as Observers.

The Energy Community is an international organisation which brings together the European Union and its neighbours to create an integrated pan-European energy market. The organisation was founded by the Treaty establishing the Energy Community signed in October 2005 in Athens, Greece, in force since July 2006. The key objective of the Energy Community is to extend the EU internal energy market rule

📌 The deadline to submit to the Just Transition Young Voices Awards is fast approaching!

📽️ Help shape the transition in Southeast and Eastern Europe by sharing your story in video format

The second edition of the Just Transition Young Voices Awards, organised by the Energy Community Secretariat in cooperation with CEE Bankwatch Network, Balkan Green Energy News, Climate Action Network (CAN) Europe, and the Regional Youth Cooperation Office - RYCO Office.

🎥 This year, applicants are invited to submit a video answering: “What a Just Energy Transition Means to You and Your Community” with the aim of raising awareness and deepening understanding of Just Transition topics in your community.

Young people (18–30) from across the Energy Community can participate in the contest individually or in teams of two.

📌Submit your video in one of two categories:

• Creativity for Impact (30s–3 min)

• Storytelling for Impact (3–5 min)

🌍 Eligible countries: Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia, Ukraine, Georgia, and Moldova.

👉 Effective procurement turns international solidarity into Ukrainian energy resilience.

That's why at the , the Energy Community Secretariat just convened a Market Awareness Session on procurement opportunities under the Ukraine Energy Support Fund.

We brought together suppliers, donors, business associations, and policymakers to explore how coordinated procurement is accelerating the delivery of critical energy equipment to Ukraine.

Today, around €680 million of equipment is in different stages of procurement, with:

📍 €123 million currently open for bidding

📍Up to €200 million in preparation

These opportunities span the full energy system—from grid and substation equipment, transformers and cables, to gas infrastructure, power generation, district heating systems, and emergency response equipment.

👉 Just finished the Energy Ministerial at the Ukraine Recovery Conference 2026 in Gdańsk, where the Energy Community Secretariat presented a new de-risking mechanism under the Ukraine Energy Support Fund designed to help unlock urgent investment in Ukraine’s power system.

As Secretariat director Artur Lorkowski explained, Ukrenergo, the power transmission system operator, urgently needs the deployment of new, flexible generation capacity—capacity that is critical to Ukraine’s long-term energy security, supporting stable and resilient grid operations and the integration of additional renewable energy.

Unfortunately, investors in power generation facilities face severe risks beyond their control. This makes it more difficult for investors to mobilise the levels of private financing needed.

🧐 How will the mechanism help?

The mechanism –financed through contributions to the Ukraine Energy Support Fund- is intended to reduce war-related investment risks by combining financial guarantees for successful bidders in Ukrenergo tenders with physical protection support for energy infrastructure.

What's next? 👇

As soon as funds are confirmed, the Secretariat will launch a public call for a consultation process to select the pilot projects from ancillary service projects awarded under Ukrenergo’s special long-term auctions over the past two years and which have already concluded contracts with the Transmission System Operator.

Based on the pilot phase, an opportunity exists to scale up this de-risking effort and increase system-level impact. Ukrenergo has already launched tenders for up to 1,5 GW of new capacity to help secure sufficient flexible generation in deficit regions.

Further donor support will allow us to apply the mechanism to these projects, unlocking the investment levels needed to ensure a resilient and secure energy system for Ukraine’s long-term recovery.

Today, at the Ukraine Recovery Conference 2026, the EBRD, the European Investment Bank (EIB), and the Energy Community Secretariat are reaffirming a shared commitment: to stand together in supporting Ukraine’s energy system through crisis and recovery. 👇

The immediate priority remains clear—ensuring that electricity, heat, and gas continue to reach households and critical services through the coming heating season. This requires urgent repair of damaged infrastructure, protection of key assets, and rapid deployment of decentralised and flexible energy solutions, alongside strengthened cross-border cooperation.

At the same time, recovery must lay the foundations for the future. Our institutions will continue supporting reforms that enable investment, strengthen resilience, advance climate objectives, and move Ukraine closer to EU integration.

Coordinated action will be essential to meet the scale of need—estimated at USD 90–91 billion over the next decade for Ukraine’s energy sector alone.

Just finished participating in the ministerial meeting of the G7+ Ukraine Energy Support Group (Energy Ramstein) ahead of the Ukraine Recovery Conference .

A key focus was coordination on what is needed to prepare Ukraine’s energy system for a potential fifth winter under war conditions.

Key takeaways:

📍 The moment to stand with Ukraine meaningfully is now — while winterisation efforts are still underway and there is time to act proactively, rather than responding in crisis mode.

📍The Ukraine Energy Support Fund, including its strategic reserve and improved procurement mechanisms, is ready to scale up its response, ensuring that energy companies have the equipment and services they need to repair, rebuild, and winterise the system ahead of the cold season.

📍However, €650 million in flexible donor support is urgently needed to ensure critical equipment and services can be procured and deployed in time.

The Ministry of Energy of Ukraine, the Energy Community Secretariat, and the European Commission have issued a joint call for this funding.

Southeast and Eastern Europe convene in Vienna to advance gas market integration as the Russian gas ban nears 👇

Ahead of the EU's upcoming gas phaseout deadlines, the South-East European Gas Initiative (SEEGAS) convened today. The meeting brought together EU officials and regulators, transmission system operators from across EU Member States and Energy Community Contracting Parties.👇

At a time defined by heightened geopolitical uncertainty across global energy markets, and with discussions underway on incorporating the EU's Russian gas phaseout measures into the Energy Community legal framework, gas market integration efforts have taken on heightened importance.

What happened?

👉 Participants identified new opportunities to leverage Ukraine's underground gas storage facilities as a strategic tool for enhancing regional security of supply and market flexibility.

👉Meanwhile, SEEGAS will have an important role to play in ensuring regulatory alignment along the Trans Balkan Pipeline, which may soon evolve into a key route for LNG and other diversified gas flows—for example, from Black Sea production. The Central and South-Eastern Europe Energy Connectivity initiative has been working to remove barriers to efficient pipeline use, including through gas quality harmonisation and more predictable, competitive tariffs, with progress expected to be announced soon.

👉 Finally, the commercial infrastructure needed to underpin gas market integration is also taking shape, with SEEGAS playing a potentially catalytic role. Five regional exchanges — spanning Ukraine, Romania, Greece, Hungary and Austria — detailed efforts to build the exchange infrastructure: the trading venues, clearing systems and hedging products that give buyers genuine alternatives when supply tightens.

Procurement will typically cover electrical equipment – including transformers, switchgear, cables, and protection and control systems; grid and substation components – including substation equipment, busbars, metal structures, and auxiliary systems; gas infrastructure – including turbine generators, gas compressor units, pipelines, and valves; power generation – including distributed generation solutions, power plant components, CHP units, auxiliary equipment, and control systems; district heating and thermal equipment – including heat exchangers, boilers, pumps, valves, and control systems; safety and operational equipment – including passive protection structures, personal protective equipment, specialised tools, vehicles, and emergency response equipment; and directly associated services – including installation, commissioning, logistics, and after-sales support.

Working in full alignment with the Ministry’s priorities, the Fund channels contributions from governments, financial institutions, and corporate donors to repair and reinforce Ukraine’s damaged energy infrastructure, sustaining Ukraine’s power and heat supply amid wartime conditions.

To date, 38 donors have signed over €1,96 billion in grants, enabling the conclusion of over 1.300 supply contracts worth over €1 billion. Deliveries valued at over €700 million EUR have reportedly reached Ukraine.

Help us celebrate the Government of Alberta (Canada), which has become the Ukraine Energy Support Fund’s 38th donor, signing a contribution of EUR 160,000 (CAD 250,000). 👇

The contribution is being used for the procurement and delivery of energy aid ahead of the coming winter season, and in line with priorities set by Ukraine’s Ministry of Energy.

Despite unprecedented donor support to the Fund, ongoing winterisation efforts require further coordinated action; priority needs identified by Ukraine amount to EUR 650 million. Contributions like Alberta's can help guarantee the timely procurement and delivery of critical equipment and services before cold strikes again.

The Ukraine Energy Support Fund’s Ray of Hope project installs solar systems in healthcare facilities across Ukraine.

These solar systems ensure the uninterrupted electricity that keeps people alive. Full stop.

Next week, the international community will gather at the Ukraine Recovery Conference in Gdańsk to chart the path forward for Ukraine’s reconstruction.

Energy resilience will be a top priority. Not least because it has a direct and immediate human impact.

For over four years of Russia’s full-scale war against Ukraine, the international community’s steady solidarity through the Fund — administered by the Secretariat — has helped deliver real impact on the ground, like the solar systems you're looking at now.

To finance approved priorities and ensure Ukraine’s energy system is prepared for the upcoming winter, the Energy Community Secretariat and Ukraine’s Ministry of Energy are calling for EUR 650 million in new, flexible contributions by mid-2026.

🤝 Next week, the international community will gather at the Ukraine Recovery Conference in Gdansk to chart a path forward for Ukraine’s reconstruction.

Energy resilience will be a top priority. Right now, Ukraine’s energy sector needs the international community to come through.

The Ukraine Energy Support Fund and Ukraine’s Ministry of Energy are calling for EUR 650 million in new, flexible contributions by mid-2026 to finance approved priorities and ensure Ukraine’s energy system is prepared for the upcoming winter.

These contributions will make a swift, direct impact. The Fund:

👉 Supports more than 70 Ukrainian energy companies.

👉 In 2025, 76% of support went to electricity generation, distribution, and transmission, with 40% of delivered goods and services consisting of power generation equipment and transformers.

👉 This translates directly into energy workers who are able to keep lights and heat on for millions of Ukrainians, often under perilous conditions.

After more than four years of full-scale war, the Ukraine Energy Support Fund has proven it can deliver rapid, targeted support where it is needed most. Maintaining that impact at scale depends on continued support.🤝
