Statutory Instrument No. 47 of 2026: Electricity Licensing and Consent Regulations, 2026

The Public Utilities Commission (PUC) hereby informs the public that the Electricity Licensing and Consent Regulations, 2026, outlined in Statutory Instrument (S.I.) No. 47 of 2026, came into effect on May 5, 2026, repealing and replacing the Electricity Licensing and Consent Regulations, 2024, as amended.

The updated Regulations modernize the regulatory framework governing electricity licensing and consent processes in Belize, including matters related to Electricity Generation, Transmission, Distribution and Supply, Self-Generation and Distributed Generation, and Related approvals and consent requirements.

The Regulations also introduce updated licence categories, application procedures, compliance obligations, and enforcement provisions.

Licences and Consents issued Under the Repealed Regulations
The PUC advises that all licences and consents issued under the repealed Regulations, and which were valid immediately before the commencement of the new Regulations, will remain in force until the expiration of their current term. Existing rights, obligations, and ongoing proceedings are also preserved.

Persons engaging in electricity-related activities are encouraged to review the Regulations to determine whether a licence, registration, or consent is required to ensure compliance with the law.

The PUC further clarifies that consultations remain ongoing for the following proposed Regulations:

- Electricity (Licensing of Electrical Workers) Regulations, 2026; and
- Electricity (Electrical Design Compliance and Inspection) Regulations, 2026

which are separate and distinct from these Regulations outlined in S.I. No. 47 of 2026.

PUC Proposes to Grant Electricity Licence to Belize Electricity Limited

In accordance with ELECTRICITY LICENSING AND CONSENT REGULATIONS, 2026, the Public Utilities Commission (the “Commission”) hereby gives notice to the general public of its intention to grant the following Electricity Licences to the applicant:

Licence Category: Licence to a Particular Person
Licence Type: 1) Network and Retail 2) Sole-source IPP
Applicant: Belize Electricity Limited, 2.5 Miles Philip Goldson Highway, Belize City, Belize

Reason for Proposal to Grant the Electricity Licence:

Network and Retail – to authorise the transmission, distribution, and supply of electricity within the authorised area.

Sole-source IPP – to authorise the applicant’s existing electricity generation activities under a sole-source procurement arrangement.

Representations and Objections:
Directly affected parties and local authorities may submit written representations and/or objections, with respect to the proposed Grant, by 4:00 p.m. on Thursday, May 21, 2026 to [email protected], or hand deliver at our office located on the 2nd Floor of Marina Towers in Belize City.

Contact your utility provider first and try to resolve the issue.

Keep all records pertaining to the issue (bills, emails, dates).

If concerns remain unresolved with the utility service provider, then you can file a complaint to the PUC.

The PUC will review and investigate:
Informal process - trying to resolve the issue before escalation.
Formal process - escalation to a dispute if informal process fails, to include mediation and appearing before the PUC.

PUC Proposes to Grant Electricity Licence for Distributed Generation

In accordance with Statutory Instrument (S.I.) 39 of 2024, the Public Utilities Commission (the “Commission”) hereby notifies the general public that it intends to grant Electricity License to an applicant as follows:

Licence Category: Licence to Persons of a Class
Licence Type: Intermediate Distributed Generation
Applicant: Plett Electronics, Iguana Creek Rd., Spanish Lookout, Cayo

Reason for Proposal to Grant the Electricity Licence:

Intermediate Distributed Generation – to allow the generation of electricity by a person from a capacity not exceeding the peak demand for oneself and who is permitted to sell the excess and to trade electricity services with the utility. The generation capacity threshold for this class of licence shall not exceed 250kWe and energy storage systems installed shall not exceed 1 MWh and shall be connected through a dedicated transformer or at the primary network.

PUBLIC NOTICE: Extended Consultation Period on Proposed Electricity Regulations of 2026

The Public Utilities Commission (PUC) advises the public that the consultation period for the two proposed new Electricity Regulations of 2026 has been extended to Friday, April 24, 2026, with written comments accepted up to 5:00 p.m. on that date.

1.) Electricity (Licensing of Electrical Workers) Regulations, 2026
These proposed Regulations introduce an updated licensing framework for electrical workers to reflect modern practices and strengthen safety standards in Belize.

Key updates include new classes of Electrical Workers (Apprentices, Electrician, Electrician Technician, and Electrical Engineer), clearly defined scope of work for each class, strengthened professional accountability and compliance requirements, and established offences and penalties for non-compliance.
