LEC Clarifies Nationwide Exercise to Transition Government Ministries, Agencies, and Commissions to Prepaid Metering

Monrovia, Liberia – August 4, 2026: The Liberia Electricity Corporation (LEC) wishes to clarify the purpose of its ongoing nationwide exercise to transition Government Ministries, Agencies, and Commissions (MACs) from postpaid electricity metering to prepaid metering.

The exercise, being implemented today through the Revenue Protection Division, is not an anti-power theft operation. Rather, it is a compliance and service transition initiative intended to implement the Government of Liberia's directive, through the Ministry of Finance and Development Planning (MFDP) and the Ministry of Mines and Energy (MME), requiring all public institutions to migrate from postpaid to prepaid electricity metering.

The transition exercise commenced with the Ministry of Finance and Development Planning (MFDP), the Liberia Land Authority (LLA), and the Monrovia Consolidated School System (MCSS), and will continue across all Government Ministries, Agencies, and Commissions throughout the country.

LEC wishes to categorically clarify that the Ministry of Finance and Development Planning (MFDP) and the Liberia Land Authority (LLA) were not involved in any form of power theft, electricity theft, or other unauthorized use of electricity. Their inclusion in today's exercise was solely to facilitate their transition from postpaid to prepaid metering in accordance with the directive. The exercise should not be interpreted as an enforcement action related to power theft.

The migration to prepaid metering is intended to improve transparency, accountability, and efficiency in electricity consumption across government institutions. It will also strengthen revenue management, reduce the accumulation of electricity arrears, promote prudent energy use, and support the long-term financial sustainability of the Corporation.

LEC emphasizes that the exercise is being conducted in a professional, transparent, and collaborative manner. Technical teams are working closely with the affected institutions to ensure a smooth, orderly, and uninterrupted transition to the prepaid metering system.

LEC encourages all Ministries, Agencies, and Commissions that have not yet transitioned to cooperate fully with its technical teams. In accordance with the Government's directive, institutions that fail to comply with the transition process may be subject to enforcement measures, including the disconnection of postpaid electricity service until the migration is completed.
