Today, July 28, 2026, the Liberia Extractive Industries Transparency Initiative (LEITI) Multi-Stakeholder Group (MSG) convened an emergency meeting to deliberate on Liberia's participation in the upcoming EITI Global Conference. The meeting was called to present the proposed delegation, discuss the country's objectives for participating in the conference, and obtain the MSG's approval of the proposed arrangements.

The meeting was called to order by the Chair Proxy, Madam Eudora Blay-Pitchards, who welcomed members and emphasized the importance of the emergency sitting in ensuring Liberia's timely preparation for the EITI Global Conference.

The Head of the LEITI Secretariat presented an overview of the Conference, which is set to take place in Belgium in October 2026, highlighting its significance as the EITI's premier global event that brings together government representatives, civil society organizations, industry leaders, development partners, and international stakeholders to discuss emerging issues, share experiences, and promote transparency and accountability in the extractive sector.

The Secretariat further presented the proposed conference participation plan, including the composition of Liberia's delegation, conference budget, expected objectives, logistical arrangements, and anticipated outcomes. It was noted that Liberia's participation would provide an opportunity to showcase the country's progress in EITI implementation, engage in knowledge-sharing with other implementing countries, strengthen partnerships, and gain insights into emerging global best practices that could enhance transparency and governance in Liberia's extractive industries.

Following the discussions, the proposed participation plan for the EITI Global Conference was presented for approval. The motion was duly moved and seconded by members of the MSG.
The Multi-Stakeholder Group unanimously approved Liberia's participation in the EITI Global Conference and endorsed the proposed arrangements as presented by the Secretariat.

The Liberia Extractive Industries Transparency Initiative (LEITI) on Wednesday, July 22, 2026, convened a one-day technical workshop to prepare for the production of Liberia's 17th and 18th EITI Reports. The workshop brought together members of the LEITI Secretariat, the Independent Administrator, extractive companies, and key government stakeholders to review the reporting process, discuss the approved scoping study recommendations, and agree on the technical requirements necessary to produce comprehensive and timely reports in line with the 2023 EITI Standard.

The workshop sought to conduct a dry run of the LEITI reporting template, walk entities through the EITI reporting process, and provide reporting institutions with a platform to address challenges faced during the preparation of the last report and devise ways to remedy these challenges and enhance timely and accurate data reporting.

The workshop commenced with opening remarks by the Deputy Minister for Administration at the Ministry of Mines and Energy. Madame Eudora Blay-Pitchards emphasized the importance of timely and quality reporting as a key requirement of Liberia's commitment to the Extractive Industries Transparency Initiative (EITI). She noted that Transparency is a bedrock of sustainable development and Inclusive Economic growth for all Liberians. Participants were reminded that the reports are critical tools for promoting transparency, accountability, and informed public debate on the management of Liberia's extractive sector.

While providing an overview of the workshop, the Head of Secretariat emphasized that the workshop serves as the foundation for the timely preparation and submission of extractive sector data for Liberia's 17th and 18th EITI Reports. He stressed that all reporting entities are expected to adhere to the agreed reporting timelines, noting that the Secretariat will not accept excuses for late submissions. He underscored that timely and accurate data submission is essential to ensuring the successful production of credible and high-quality EITI Reports.

The Independent Administrator presented an overview of the reporting methodology, highlighting the objectives of the scoping study, the material revenue streams, reporting entities, reporting templates, and the reconciliation process. Particular attention was given to the approved recommendations from the scoping study, which will guide the preparation of both reports.

Participants discussed the proposed reporting timeline and the responsibilities of government agencies, extractive companies, and other entities. Emphasis was placed on ensuring timely submission of complete and accurate financial and contextual information to facilitate an efficient reconciliation process.

Following the approval by the Multi-Stakeholder Group of the Scoping Reports for the production of the LEITI 17th and 18th EITI Reports for the fiscal years 2024 and 2025, the following Government Institutions and Extractive Companies have been selected to provide extractive sector data for the reports based on the approved threshold.

A technical workshop with these government institutions and extractive companies is scheduled for Wednesday, July 22, 2026, at Sharks Entertainment on the airfield.

This workshop aims to conduct a dry run of the LEITI reporting template, walk entities through the EITI reporting process, provide institutions with a platform to address challenges faced during the preparation of the last report, and devise ways to remedy these challenges and enhance data reporting.

On July 09, 2026, the Liberia Extractive Industries Transparency Initiative (LEITI) Multi-Stakeholder Group (MSG) held its second quarterly sitting to deliberate on key issues related to the implementation of the EITI Standard in Liberia. The meeting brought together senior representatives from government, private sector, development partners, and civil society organizations to review ongoing activities, make strategic decisions, and provide oversight on critical aspects of LEITI's work.

The Secretariat presented the scoping reports' proposals for the production of the 17th and 18th LEITI Reports. The presentation outlined the proposed scope, reporting priorities, materiality threshold, reporting entities (extractive companies and government institutions), and key EITI disclosures to be captured in the draft and final reports.

Following the Secretariat’s presentation, members of the MSG reviewed the proposed propositions and discussed their relevance, completeness, and alignment with national priorities and the EITI International reporting requirements. Particular attention was given to ensuring that the reports adequately address emerging transparency issues in Liberia's extractive sector, including anti-corruption, the energy transition, and beneficial ownership disclosures, among others. Several amendments were proposed to improve the scope and ensure that the reporting process adequately reflects the information needs of stakeholders while remaining consistent with the requirements of the 2023 EITI Standard.

After incorporating the agreed amendments, the revised propositions for the 17th and 18th LEITI Reports were presented for consideration. The MSG unanimously approved the amended propositions, authorizing the Secretariat to proceed with the next stages of the reporting process.

The Secretariat also provided an update on Liberia's ongoing EITI Validation process. Members were informed of the progress made since the commencement of the validation, including engagements with the International EITI Secretariat, responses to requests for additional information, and the submission of supporting documentation demonstrating Liberia's implementation of the EITI Standard. The Secretariat informed the MSG that the Validation process is still ongoing and that the Validation team is expected to communicate the final result soon.

The Secretariat also highlighted key milestones achieved, outstanding actions, and officially presented the 2025 Performance Management and Contract System Award to the body. The Body also received an update on the Compliance Investigation Report. The second quarterly sitting concluded with members reaffirming their commitment to strengthening transparency and accountability in Liberia's extractive sector.

LEITI Conducts One-Day Internal Capacity Building Workshop for Employees

The Liberia Extractive Industries Transparency Initiative (LEITI) today, Friday, July 3, 2026, conducted an internal capacity-building workshop to strengthen employees' professional competencies and technical skills across key operational areas of the Secretariat. The workshop formed part of LEITI's ongoing commitment to staff development and institutional strengthening to enhance efficiency, productivity, and service delivery.

The workshop focused on four core thematic areas: presentation skills and subject matter delivery, administration, procurement, and communications. Through interactive sessions and practical exercises, participants gained the knowledge and tools to improve their performance and confidence in their duties.
Under the presentation skills component, staff received guidance on structuring effective communication, preparing presentation materials, and confidently delivering information on institutional matters. The session emphasized clarity, audience engagement, and the ability to communicate complex information clearly.

The administration session highlighted key administrative procedures and best practices within the Secretariat, such as punctuality, records documentation, time/task management, and workplace professionalism. Participants gained a better understanding of the administrative systems that support the institution's effective functioning.

The procurement segment introduced participants to fundamental principles and procedures, including planning, cost analysis, quotation processes, vendor engagement, documentation requirements, and compliance with established procurement regulations and institutional guidelines. The session aimed to enhance staff understanding of transparency, accountability, and value for money in procurement activities.

The communication session focused on strengthening internal communication practices, as well as on caring for office equipment and using the internet safely. We encouraged participants to use proactive communication to support LEITI's mandate and protect assigned assets.

The workshop provided an opportunity for knowledge sharing, peer learning, and professional interaction among staff members. Participants actively engaged in discussions and practical exercises, demonstrating enthusiasm and a willingness to apply the skills acquired in their daily responsibilities.

In conclusion, the internal workshop strengthened employees' skills and reinforced LEITI's commitment to continuous learning and staff development. On Thursday, June 18, 2026, the Liberia Extractive Industries Transparency Initiative (LEITI) and Integrity Watch-Liberia launched a Digital Extractive Sector Compliance Scorecard and signed a Memorandum of Understanding on the Utilization, Institutionalization, and Sustainability of the Platform.

The Platform was designed under the Advancing Transparency and Accountability in Liberia’s Extractive Sector through Digital Innovation, with support from the Embassy of Ireland in Liberia. The MoU intends to strengthen transparency and public accountability in Liberia’s extractive sector through evidence-based compliance monitoring; facilitating data sharing and technical collaboration between the parties; support compliance tracking against contractual obligations of extractive agreements, including environmental, fiscal, labor, community, transparency, and reporting obligations; enhance public access to credible and verified information relating to concession implementation and compliance; promote alignment with the EITI Standard, specifically contract transparency and public disclosure commitments; explore opportunities for institutionalization and long-term sustainability of the platform through LEITI’s Multi-Stakeholder Group (MSG) and other relevant governance mechanisms.

The launch was graced by the Minister of Mines and Energy and Chairperson of the LEITI Multi-Stakeholder Group, Hon. R. Matenokay Tingban; the Irish Ambassador to Liberia, Mr. Gerard Considine; and the Chairperson of the Senate Committee on Concessions, Hon. Numene T.H. Bartekwa.

The MoU and the launch of the Digital Platform positioned the LEITI Secretariat to expand its use of innovative approaches to meet requirement 2.4 of the EITI Standard on Contract Transparency.

LEITI Multi-Stakeholder Group concluded a Mid-Year Retreat in Ganta, Nimba County.

The Liberia Extractive Industries Transparency Initiative (LEITI) Multi-Stakeholder Group (MSG) has concluded a two-day mid-year retreat in Ganta City, Nimba County, from May 28-31,2026. This mid-year MSG retreat aimed to review and approve key documents; generate a unanimous, multi-stakeholder response to the International Secretariat’s Draft Validation Report; review progress made; identify challenges; and propose a way forward to strengthen EITI implementation in Liberia.

The meeting brought together senior-level representatives from government, civil society organizations, county-level journalists, and extractive companies to assess the status of key activities undertaken this year.

Speaking at the opening session, Hon. Eudora Pitchard, Deputy Minister for Administration at the Ministry of Mines and Energy, and proxy of the Chairperson of the MSG, affirmed the Government of Liberia's strong commitment to the principles and standards of the Extractive Industries Transparency Initiative. She emphasized the strong role that EITI implementation in Liberia has played in driving significant reforms in the mining sector. She indicated that following a recommendation from the EITI, the Ministry of Mines and Energy has now included Beneficial Ownership Transparency into the licensing process at the Ministry of Mines and Energy, digitalization of the process for obtaining mining licenses in Liberia, the development of new policies to regulate mining activities, and the scaling up of enforcement mechanisms to ensure compliance.

Speaking also was the Deputy Minister for Planning and Research at the Ministry of Agriculture, Hon. David Akoi. Hon. Akoi applauded the strong commitment demonstrated by the multi-stakeholders in overseeing EITI implementation in Liberia, as well as the technical expertise of members of the LEITI Secretariat in implementing technical decisions agreed upon by the MSG. He pledged the Ministry of Agriculture's commitment to full adherence to the EITI principles and standards.

Closing the opening remarks session was Hon. Sam P. Jallah, member of the 55th National Legislature of the Republic of Liberia and representative of District Number three, Bomi County. Hon. Jallah remarked that the National Legislature views the LEITI as one of the key government institutions with critical responsibilities for driving reforms in the extractive sector. He pledged the National Legislature's commitment to working with the LEITI to review its Act and, where necessary, provide the authority needed for the LEITI to enforce EITI implementation in Liberia. He promised to ensure that the LEITI will appear before the House of Representatives regularly to provide updates on its work to the Body.

The following were the key outcomes of the retreat:

•The Body reviewed, discussed, and approved the draft MSG response to the EITI Draft Validation Report by the Body;
•The Body reviewed, discussed, and approved the draft 16th Summary Report for dissemination throughout the country;
•The Body reviewed, discussed, and documented the progress and challenges against the LEITI Secretariat 2026 EITI Workplan;
•The Body derived actionable ways forward in addressing challenges affecting the implementation of the 2026 workplan;
•The Body reviewed, discussed, and approved the Secretariat draft plan for dissemination of the LEITI 16th EITI summary report;
•The Body reviewed the implementation level of the Performance Management Targets agreed upon with the Office of the President of Liberia for the fiscal year 2026;
•The Body reviewed, discussed, and approved the Secretariat plan to make LEITI data more simplified, accessible, and visualized;
•The Body also reviewed and discussed the draft MSG meeting attendance scorecard for the first quarter of 2026;
•The Body reviewed, discussed, and approved innovative ways to strengthen Contract Transparency and Beneficial Ownership Disclosure in Liberia, and
•The Body reviewed, discussed, and approved plans to finalize the Compliance Investigation Report.

CENTAL, in partnership with LEITI, today, Thursday, May 21, 2026, organized a one-day capacity-building workshop to strengthen LEITI staff competencies in areas critical to transparency and accountability. The training focused on integrity-building, anti-corruption laws, information compliance, and resource governance, which are key pillars for enhancing LEITI’s mandate to promote openness in Liberia’s extractive sector. Today’s capacity building aims to facilitate strategic discussions on anti-corruption and transparency as best practices to enhance service delivery and improve Information sharing between public officials and citizens, thereby building trust in the state's governance system.

The workshop brought together relevant stakeholders from key government institutions, such as the Witness Protection Agency and the Independent Information Commission (IIC), who delivered presentations on the Witness Protection Act 2021, the Whistleblowers Act, and the Access to Information and Compliance Mechanism, respectively. The Center for Transparency and Accountability in Liberia (CENTAL) made presentations on Understanding Anti-Corruption Reforms, its Impacts and Manifestations, and on the relevance of the CENTAL Corruption Case Tracker to the fight against corruption. The LEITI Secretariat presented on key anti-corruption activities it is undertaking in line with the 2023 EITI Standard.

The one-day workshop successfully equipped LEITI staff with essential knowledge and skills to strengthen transparency, accountability, and integrity in Liberia’s extractive sector. LEITI and CENTAL agreed to maintain a stronger collaboration between the two entities, share information on corruption-related activities in the extractive sector, and sign a Memorandum of Understanding to guide their collaboration.

The workshop ended with the certification of the LEITI Secretariat staff.

On April 23-24, 2026, the Liberia Extractive Industries Transparency Initiative held an engagement session with fifteen (15) rural journalists from the western region of Liberia, which includes Gbarpolu, Grand Cape Mount, and Bomi counties. and the journalists gathered in Tubmanburg, Bomi County, for a two- day intensive, well- structured capacity building session. The capacity building focused on empowering journalists to use data for effective reporting; the role of in promoting Transparency and Accountability in resource governance; Understanding Ownership Investigation for accountability reporting; and how media practitioners can communicate the effectively.

The gathering highlighted trends in revenue generation and social contributions from the industries between 2007 and 2023, with an emphasis on promoting and , and inclusive governance. Participants explored how this data can inform , policy, and strengthen community empowerment. Participants were also able to analyze a published report and use it as the basis for a news article. Emphasis was placed on ensuring timely reporting, improving public access to information, and strengthening collaboration with the media to amplify the impact of LEITI findings.

At the end of the gathering, Journalists were equipped with the knowledge needed to understand and uncover who truly controls companies in the sector. Reporters were trained to investigate and trace hidden structures that may enable or illicit financial flows, use beneficial ownership data to link resource revenues to accountability mechanisms, and to expose conflict of interest. Journalists were encouraged to use storytelling and relatable examples to explain how impacts citizens' daily lives.

The two- day gathering reaffirmed the critical role of open data and inclusive in strengthening the governance of Liberia's extractive sector. By making revenue and contribution data accessible and actionable.

LEITI continues to support a more transparent, accountable, and participatory natural resource management system. LEITI believes that sustained collaboration with the media and communities will be key to ensuring these efforts translate into real- world impact for Liberians across all regions.

Fiscal year 2025 was a busy and incredible year for the LEITI Secretariat. From the production of Liberia’s 16th EITI Report, to the establishment of LEITI’s Data Portal, the filling out of the EITI Validation Templates, addressing corrective actions from the last Validation, and the ex*****on of targets under the Performance Management and Compliance System under the Office of the President of the Republic of Liberia, .E. Joseph N. Boakai. In executing these, mistakes and sacrifices were made, lessons were learned, and the Multi-Stakeholders Group and the LEITI Secretariat staff kept a strong commitment.

On today, April 20, 2026, the LEITI Secretariat was recognized as one of the few institutions of government that achieved an SCORE by the President of the Republic of Liberia, H.E. Joseph N. Boakai, having achieved a final score of #94.8% under the Performance Management and Compliance System for 2025.

This and -level Presidential recognition demonstrates the strong commitment of the Multi-Stakeholders Group and staff members of the Secretariat to the implementation of the Standards in Liberia.
