LSEZA, LNTA Sign MOU to Develop Liberia's First Special Tourism Economic Zone in Grand Cape Mount County

(August 4, 2026) – The Liberia Special Economic Zones Authority (LSEZA) and the Liberia National Tourism Authority (LNTA) have signed a Memorandum of Understanding (MOU) to jointly develop Liberia's first Special Tourism Economic Zone (STEZ) at Lake Piso, in Grand Cape Mount County.

The MOU establishes a framework for collaboration between the two institutions to promote sustainable tourism investment, economic growth, environmental conservation, and community development through a dedicated eco-tourism Special Economic Zone.

The MOU aligns with the Government of Liberia's ARREST Agenda for Inclusive Development (AAID) by promoting private sector investment, creating employment opportunities, empowering local communities, and encouraging environmental sustainability.

Speaking at the signing ceremony, LSEZA Executive Chairman, Prince A. Wreh, described the partnership as a significant step toward expanding Liberia's Special Economic Zone program, especially in the tourism sector.

He noted that the initiative will attract investment, create jobs, strengthen local businesses, and position Lake Piso, in Grand Cape Mount County, as a premier eco-tourism destination in West Africa and beyond.

Under the MOU, LSEZA will lead with the designation and administration of the Special Tourism Economic Zone. The Authority will also oversee investment incentives, coordinate infrastructure development, and provide a one-stop-shop platform to facilitate investors.

The Liberia National Tourism Auhtority, led by Director General Princess Eva Cooper, will oversee and regulate tourism standards, promote the destination internationally, and strengthen the capacity of tourism and hospitality operators within the zone.
The proposed Special Tourism Economic Zone is expected to diversify Liberia's economy by expanding the country's Special Economic Zone program beyond industrial and trade activities into high-value tourism services.

The signing of the MOU marks the beginning of closer collaboration between LSEZA and LNTA as both institutions work to unlock the tourism and investment potential of Lake Piso and position Liberia as a competitive destination for eco-tourism investment.

LSEZA Signs 32M Developer/Operator Licensing Agreement with Softcare Limited - Boosting Manufacturing and Direct Job Creation

(Aug. 3, 2026) The Liberia Special Economic Zones Authority (LSEZA) has signed a 25-year Developer/Operator Licensing Agreement with Softcare Liberia Limited, officially designating the company as a Special Economic Zone (SEZ) developer and operator within the Monrovia Free Zone.

Under the thirty two million United States dollars agreement, Softcare Liberia Limited will develop, manage, and maintain a designated Special Economic Zone dedicated to the manufacturing of hygiene and household consumer products.

The investment is expected to provide 150 plus direct jobs and over 200 indirect jobs.

It’s also expected to boost local production while positioning Liberia as a manufacturing and export hub serving both domestic and international markets across Africa and beyond.
Softcare Liberia Limited is one of Africa's leading manufacturers of hygiene and household consumer products.

Speaking during the signing ceremony, LSEZA Executive Chairman, Prince Wreh, described the agreement as a reflection of the government’s commitment to promoting industrial development, creating employment opportunities, and accelerating economic transformation.

"The signing of this agreement reflects the Government's vision of promoting industrial development, creating jobs, and supporting Liberia's economic growth under the Administration of President Joseph Boakai," Chairman Wreh said.

He further noted that the agreement directly supports Pillar One of the Government's ARREST Agenda for Inclusive Development by promoting economic growth, job creation, and economic diversification through increased private sector investment.

Representing Softcare Liberia Limited, Bai Guangxue reaffirmed the company's commitment to long-term investment in Liberia, emphasizing innovation, sustainable growth, and the expansion of manufacturing operations.

Mr. Guangxue disclosed that Softcare will manufacture and distribute its products to the Liberian market while exporting a range of products including baby diapers, baby wipes, sanitary pads, and other hygiene products to markets across Africa.

He noted that the investment demonstrates the company's confidence in Liberia as a strategic location for regional manufacturing and trade.

Also speaking at the ceremony, National Investment Commission (NIC) Chairperson Molley Kamara reiterated the Commission's commitment to working closely with LSEZA to attract strategic investments that create jobs, stimulate economic growth, and contribute to national prosperity.

The agreement represents another milestone in Liberia's efforts to expand its manufacturing base, promote value addition, and position the country as a preferred destination for investment under the Special Economic Zones framework.

INDEPENDENCE DAY MESSAGE

As we celebrate nearly two centuries of nationhood under the theme “Strengthening National Identity Through Liberian-Led Historical Leadership.” I, on behalf of the Liberia Special Economic Zones Authority, extend heartfelt congratulations to His Excellency President Joseph Nyuma Boakai, Sr., Honourable Jeremiah Kpan Koung, the Government, and the people of Liberia on the joyous occasion of our 179th Independence Anniversary.

It is fitting that this year's national celebration is hosted in Buchanan, Grand Bassa County, home to Liberia's flagship Special Agro-Processing Zone (SAPZ), where the project has transitioned from vision to implementation.

Following the successful clearance of the project corridor, the contractor has commenced construction of the access road leading to the SAPZ site and is undertaking the installation of power transmission lines to provide reliable electricity to the zone. Preparatory works also include the fencing of the 519-acre project area, laying the foundation for a world-class value-addition agro-industrial hub.

Upon completion, the SAPZ will revolutionize agro-processing by reducing post-harvest losses, adding value to local agricultural products, attracting private investment, creating decent jobs, and expanding market opportunities for Liberian farmers and agri-businesses. This project represents a significant step toward building a diversified and export-driven economy that benefits communities across the country.

In another historic milestone under the visionary leadership of H.E. President Joseph Nyuma Boakai, Sr., LSEZA recently signed the contract for the construction of Liberia's first-ever Packaging Solutions Center. This transformative facility will provide for filling, sealing, capping, and labeling of Liberian-made products by Liberian small and medium-sized enterprises (SMEs).

The center will additionally strengthen local manufacturing, improve product quality and competitiveness, support SMEs, reduce dependence on imported packaging, and position Liberian products to access regional and international markets with greater value.

As we commemorate our Independence Day, let us remain united in purpose and steadfast in our commitment to building a prosperous Liberia where industrialization, innovation, and inclusive economic growth create lasting opportunities for every citizen through our Special Economic Zones Model.

The Liberia Special Economic Zones Authority (LSEZA) participated in a two-day Publicity Conference on China’s Zero Tariff Policy, hosted by the Embassy of the People's Republic of China in Monrovia.

The engagement highlighted new opportunities for expanding trade between African countries and China through enhanced market access.
The conference underscored China's Zero Tariff Policy, which grants 100% duty-free access to taxable products from 53 African countries that maintain diplomatic relations with China.

LSEZA remains committed to engaging with strategic partners and promoting initiatives that enhance Liberia's trade competitiveness, attract investment, and support the growth of value-added exports through the country's Special Economic Zones.

LSEZA Promotes Liberia's Agro-Industrial Investment Opportunities at Liberia-Nigeria Trade and Investment Forum 2026

(Lagos, Nigeria | July 16, 2026) The Liberia Special Economic Zones Authority (LSEZA) has reaffirmed its commitment to advancing regional economic cooperation and attracting strategic investments by participating in the Liberia-Nigeria Trade and Investment Forum 2026, held in Lagos, Nigeria.

Held under the theme, "Building Bridges for Shared Prosperity through Trade, Investment and Regional Integration," the high-level forum brought together government officials, investors, development partners, and private sector leaders from Liberia and Nigeria to strengthen bilateral trade and investment relations.

Representing LSEZA, Mr. William K.C. Kawalawu, Project Manager, Project Implementation Unit (PIU), and Atty. Ebenezer M. Wilson, Director of Regulations and Legal Affairs showcased Liberia's growing investment potential in agro-industrialization, with particular emphasis on the development of the Special Agro-Industrial Processing Zone (SAPZ) Project.

The delegation highlighted the project's strategic role in transforming Liberia's agricultural sector through value addition, agro-processing, job creation, and increased export competitiveness.
The delegation also provided participants with an overview of the opportunities available within Liberia's Special Economic Zones framework, emphasizing the country's investor-friendly environment and ongoing efforts to create modern industrial ecosystems capable of driving sustainable economic growth.

A key highlight of the presentation was the critical role of the Agriculture Transformation Centers (ATCs), which serve as the productive link between farmers and the SAPZ. The ATCs are designed to improve access to markets, enhance productivity, and ensure a reliable supply of raw materials for agro-processing industries operating within the Special Agro-Industrial Processing Zone.

The LSEZA delegation further used the forum to engage prospective investors and technical partners, exploring opportunities for collaboration that will accelerate the implementation of Liberia's Special Economic Zones agenda while promoting regional integration and shared prosperity across West Africa.

The Authority remains committed to positioning Liberia as a competitive destination for investment by fostering strategic partnerships that support industrialization, agricultural transformation, and sustainable economic development.
