🔻Deux officiers de liaison du Centre Régional de Fusion d'Informations Maritimes (CRFIM) ont représenté le Centre lors de la 14ᵉ édition du Programme Régional des Praticiens de la Sécurité Maritime (RMPP), organisée conjointement par l'Information Fusion Centre (IFC) et la S. Rajaratnam School of International Studies (RSIS). 🟦RMIFC Participated in the 14th Regional Maritime Security Practitioners Programme (RMPP) Hosted by IFC Singapore

🔻Two Liaison Officers from the Regional Maritime Information Fusion Centre (RMIFC) represented the Centre at the 14th Regional Maritime Security Practitioners Programme (RMPP), jointly organized by the Information Fusion Centre (IFC) and the S. Rajaratnam School of International Studies (RSIS). Held from 20 to 25 July 2026 at Changi Naval Base, Singapore, the programme brought together representatives from navies, coast guards, and maritime agencies across the Asia-Pacific and Indian Ocean regions to discuss current maritime security challenges, emerging threats, and innovative approaches to addressing them.

🌊RMIFC's main objective in participating was to develop and consolidate the Center's strategic partnerships, while strengthening its international cooperation network. Various conferences, workshops, and exchanges of experiences made it possible to identify new threats to maritime security, assess the impact of emerging technologies on their evolution and sophistication, and better understand the approaches and tools needed to anticipate, counter, and respond to them effectively. 🟦Renforcement des cadres nationaux : Atelier d'élaboration de la feuille de route du Centre national de partage d'informations maritimes (NMISC) du Mozambique, du 27 au 30 juillet à Maputo

▶️Une Architecture régionale de sécurité maritime (RMSA) résiliente repose sur des fondations nationales solides et pleinement intégrées. Dans cette optique, les récents efforts régionaux se sont concentrés sur l'atelier d'élaboration de la feuille de route du Centre national de partage d'informations maritimes (National Maritime Information Sharing Centre – NMISC) du Mozambique.

⚓Animées par l'Organisation maritime internationale (OMI), dans le cadre de l'Amendement de Djeddah au Code de conduite de Djibouti (DCOC/JA), ces sessions stratégiques ont permis d'établir des protocoles clairs de coopération interinstitutionnelle, de définir les cadres de gouvernance et de tracer une feuille de route opérationnelle pour la mise en œuvre du NMISC multipartite du Mozambique.

To fortify these frontline operational capabilities, recent regional momentum has centered on the National Maritime Information Sharing Centre (NMISC) Roadmap Formulation Workshops for Mozambique.

⚓Facilitated by the International Maritime Organization (IMO) under the Jeddah Amendment to the Djibouti Code of Conduct (DCOC/JA), these strategic sessions established clear inter-agency protocols, defined governance frameworks, and mapped a concrete operational trajectory for Mozambique’s multi-agency NMISC.

🌊Le CRFIM présente son bilan semestriel lors du Comité de Pilotage de l'ARSM

📍En marge de la 3ᵉ Semaine régionale de l'Union européenne consacrée à la sécurité maritime en Afrique orientale, australe et dans l'océan Indien occidental, le Comité de Pilotage de l'Architecture Régionale de Sécurité Maritime (ARSM) s'est réuni afin de faire le point sur les activités menées par les différentes structures de l'architecture régionale.

🔻À cette occasion, le Centre Régional de Fusion d'Informations Maritimes (CRFIM) et le Centre Régional de Coordination des Opérations (CRCO) ont présenté à l'ensemble des partenaires leurs bilans respectifs des activités réalisées au cours du premier semestre 2026. Ces présentations ont mis en lumière les principales réalisations des deux Centres, les progrès accomplis dans leurs domaines d'intervention ainsi que les actions de coopération menées avec les États membres et les partenaires régionaux et internationaux.

▶️Ce temps d'échange a également permis de mettre en avant les résultats obtenus, d'identifier les priorités pour le second semestre et de réaffirmer l'engagement du CRFIM et du CRCO à contribuer activement au renforcement de la sécurité et de la sûreté maritimes dans la région.

🌊RMIFC Presented Its Mid-Year Activity Report at the RMSA Steering Committee Meeting

📍On the sidelines of the 3rd European Union Regional Maritime Security Week for Eastern and Southern Africa and the Western Indian Ocean, the Regional Maritime Security Architecture (RMSA) Steering Committee convened to review the activities carried out by the various components of the regional architecture.

🔻During the meeting, the Regional Maritime Information Fusion Centre (RMIFC) and the Regional Coordination Operations Centre (RCOC) presented their respective activity reports covering the first half of 2026 to partners and stakeholders. The presentations highlighted the key achievements of both Centres, the progress made within their respective areas of responsibility, and the cooperative initiatives undertaken with Member States and regional and international partners.

▶️The meeting also provided an opportunity to showcase the results achieved, identify priorities for the second half of the year, and reaffirm the commitment of both RMIFC and RCOC to strengthening maritime safety and security across the region.

🔵Cette nomination a été officiellement entérinée le 23 juillet 2026, à l'occasion de la réunion du Comité de pilotage du programme Safe Seas for Africa (SSA) de l'Architecture régionale de sécurité maritime (ARSM), financé par l'Union européenne et mis en œuvre par la Commission de l'océan Indien (COI), tenue à l'hôtel Labourdonnais, à Port-Louis, République de Maurice.

🌊Le Centre Régional de Fusion d'Informations Maritimes (CRFIM) a participé à une séance d'information consacrée aux opportunités de bourses et de formations des Nations Unies pour l'année 2027, organisée par le Centre de Fusion d'Informations Maritimes (CFIM) en collaboration avec l'État-major de la Marine nationale.

▶️Animée par le Capitaine de Vaisseau RANDRIANANTENAINA Jean Edmond, ancien bénéficiaire de ces programmes, cette rencontre a permis de présenter les différentes opportunités de formation proposées par la Division des affaires maritimes et du droit de la mer (DOALOS), la World Maritime University (WMU) et l'International Maritime Law Institute (IMLI).

🌊The Regional Maritime Information Fusion Centre (RMIFC) participated in an information session on United Nations scholarships and training opportunities for 2027, organized by the National Maritime Information Fusion Centre (NMIFC) in collaboration with the Headquarters of the Malagasy Navy.

▶️The session was led by Captain (Navy) RANDRIANANTENAINA Jean Edmond, a former beneficiary of these programmes. It provided participants with an overview of the training opportunities offered by the United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS), the World Maritime University (WMU), and the International Maritime Law Institute (IMLI).
Discussions focused on the eligibility criteria, application procedures, and the opportunities these programmes offer for strengthening the capacities of maritime professionals.

🟦3ᵉ Réunion du Comité de Pilotage du Programme Safe Seas Africa : renforcer la coopération régionale pour la sécurité maritime

📍Le 21 juillet 2026, à Maurice, s'est tenue la 3ᵉ Réunion du Comité de Pilotage (Steering Committee Meeting) du Programme Safe Seas Africa (SSA), organisée dans le cadre de la 3ᵉ Semaine régionale de l'Union européenne sur la sécurité maritime en Afrique Orientale Australe et dans l'océan Indien occidental.

▶️La cérémonie d'ouverture a réuni des représentants des pays membres de l’Architecture Régionale de Sécurité Maritime (l’Union des Comores, Djibouti, France, Kenya, Madagascar, Maurice, Seychelles) , des pays partenaires dans le cadre du Code de conduite de Djibouti(Afrique du Sud, Tanzanie, Mozambique, Yemen), de la Commission de l'océan Indien (COI), de l’Union Africaine, de l'Union européenne, de CRIMARIO, de l’INTERPOL, de l’ONUDC, de l’EUNAVFOR, de l’Inde, de l’Ambassade des Etats-Unis, du Royaume Uni, de l’Australie. Cette réunion stratégique vise à faire le point sur les réalisations de 2025 dans le cadre du programme SSA, les défis rencontrés et les priorités du plan de travail 2026 afin de renforcer une approche harmonisée de la sécurité maritime dans la région.
Les travaux de la journée sont respectivement articulés autour de 04 résultats :

✔️le renforcement des capacités des services chargés de l'application de la loi en mer, présenté par INTERPOL ,
✔️les avancées du cadre juridique de la sécurité maritime, avec l'ONUDC (UNODC) ;
✔️le développement des capacités nationales et régionales, sous la conduite de la Commission de l'océan Indien (COI) ;
✔️La coordination interinstitutionnelle et la coopération interrégionale, animées par l'Organisation maritime internationale (OMI).

▶️Enfin, la représentante d'Expertise France a présenté le nouveau projet Enhanced Maritime Action (EnMAR+) dans le Golfe de Guinée, la Mer Rouge, et l'océan Indien occidental.

📍On 21 July 2026, the 3rd Safe Seas Africa (SSA) Programme Steering Committee Meeting was held in Mauritius as part of the 3rd European Union Regional Maritime Security Week for Eastern and Southern Africa and the Western Indian Ocean.

▶️The opening ceremony brought together representatives from the member States of the Regional Maritime Security Architecture (Comoros, Djibouti, France, Kenya, Madagascar, Mauritius and Seychelles), partner countries under the Djibouti Code of Conduct (South Africa, Tanzania, Mozambique and Yemen), as well as the Indian Ocean Commission (IOC), the African Union (AU), the European Union (EU), CRIMARIO, INTERPOL, the United Nations Office on Drugs and Crime (UNODC), EUNAVFOR, India, the Embassy of the United States, the United Kingdom, and Australia.
This strategic meeting reviewed the achievements of the Safe Seas Africa Programme during 2025, examined the challenges encountered, and discussed the priorities of the 2026 Work Plan with the aim of promoting a more coordinated and harmonized approach to maritime security across the region.
The day's discussions focused on four key results:

✔️Strengthening the capacities of maritime law enforcement agencies, presented by INTERPOL;
✔️Progress in the maritime security legal framework, presented by UNODC;
✔️Development of national and regional capacities, led by the Indian Ocean Commission (IOC);
✔️ Inter-agency coordination and interregional cooperation, facilitated by the International Maritime Organization (IMO).

▶️Finally, Expertise France presented its new Enhanced Maritime Action (EnMAR+) project for the Gulf of Guinea, the Red Sea, and Western Indian Ocean.

🟦Clôture de l'Atelier national sur la gouvernance et la sécurité maritime à Madagascar

🌊La troisième et dernière journée de l'Atelier national sur la gouvernance et la sécurité maritime à Madagascar a été consacrée au débriefing de l'exercice sur table (TTX), aux travaux de groupes sur le financement de l'Action de l'État en Mer (AEM) ainsi que sur la coopération régionale et internationale, avant l'élaboration et l'adoption d'une feuille de route consolidée.

🔻À cette occasion, le Directeur du Centre Régional de Fusion d'Informations Maritimes (CRFIM), le Capitaine de Frégate Alex RALAIARIVONY, est intervenu en qualité de modérateur des discussions consacrées à la coopération régionale et internationale. Les échanges ont permis de formuler des recommandations visant à renforcer la coordination interinstitutionnelle et la sécurité maritime à Madagascar.

🔴L'atelier s'est achevé par une cérémonie officielle de clôture, marquant la fin de trois journées de travaux intensifs ayant réuni les principaux acteurs nationaux et les partenaires techniques. 🌊The third and final day of the National Workshop on Maritime Governance and Security in Madagascar focused on the debriefing of the Tabletop Exercise (TTX), working group discussions on the financing of State Action at Sea (AEM), as well as regional and international cooperation, before the drafting and adoption of a consolidated roadmap.

🔴On this occasion, the Director of the Regional Maritime Information Fusion Centre (RMIFC), Captain Alex RALAIARIVONY, served as moderator for the session dedicated to regional and international cooperation. The discussions resulted in a number of recommendations aimed at strengthening interagency coordination and enhancing maritime safety and security in Madagascar.

🔻The workshop concluded with an official closing ceremony, marking the end of three days of intensive discussions that brought together key national stakeholders and technical partners. The event helped consolidate a shared vision and establish strategic priorities for more effective maritime governance, contributing to the safety, security, and sustainable management of Madagascar's maritime domain.

🔴Deuxième journée de l'Atelier national sur la gouvernance et la sécurité maritime à Madagascar

📍La deuxième journée de l'Atelier national sur la gouvernance et la sécurité maritime à Madagascar a été consacrée au partage d'expériences, au renforcement de la coopération régionale et aux exercices pratiques en matière de sécurité maritime.

🌊Les échanges ont notamment porté sur la diplomatie maritime malagasy, l'organisation de l'Action de l'État en Mer (AEM) dans la région, le rôle des institutions de formation ainsi que les mécanismes de partage d'informations maritimes entre les différents acteurs nationaux et régionaux.

▶️À cette occasion, le Capitaine Said Lavani, représentant de l'Officier de Liaison des Comores (OLI) au sein du Centre Régional de Fusion d'Informations Maritimes (CRFIM), a présenté l'organisation de l'Action de l'État en Mer aux Comores, partageant l'expérience de son pays afin de contribuer au renforcement de la coopération maritime dans l'océan Indien.

▶️Le Directeur du CRFIM est également intervenu lors de la session consacrée au partage d'informations maritimes. Il a présenté l'approche régionale du CRFIM, mettant en lumière les mécanismes d'interaction avec le Centre de Fusion d'Informations Maritimes (CFIM), les typologies de données échangées ainsi que le cadre d'échange d'informations, illustrant le rôle essentiel de la fusion de l'information dans la gouvernance et la sécurité maritimes.

🔻L'après-midi a été marqué par une démonstration de la plateforme IORIS, suivie d'exercices sur table (TTX) et de travaux de groupe, permettant aux participants de mettre en pratique les mécanismes de coordination, de partage d'informations et de réponse aux enjeux de sécurité maritime.

🔵Cette deuxième journée a ainsi consolidé les échanges entre les institutions nationales et les partenaires régionaux, contribuant au renforcement d'une gouvernance maritime intégrée et d'une sécurité maritime durable dans l'océan Indien.

📍The second day of the National Workshop on Maritime Governance and Security in Madagascar focused on experience sharing, strengthening regional cooperation, and practical exercises related to maritime security.

🌊Discussions covered Madagascar's maritime diplomacy, the organisation of State Action at Sea (AEM), the role of maritime training institutions, and mechanisms for maritime information sharing among national and regional stakeholders.

▶️On this occasion, Captain Said Lavani, representing the Comoros Liaison Officer (OLI) at the Regional Maritime Information Fusion Centre (RMIFC), delivered a presentation on the organisation of State Action at Sea in the Comoros. He shared his country's experience to support the strengthening of maritime cooperation across the Western Indian Ocean region.

▶️The Director of the RMIFC also contributed to the session on maritime information sharing. He presented the RMIFC's regional approach, highlighting its interaction with the National Maritime Information Fusion Centre (NMIFC), the different types of information exchanged, and the information-sharing framework. His presentation illustrated the essential role of information fusion in enhancing maritime governance and security.

🔻The afternoon featured a demonstration of the IORIS platform, followed by Tabletop Exercises (TTX) and group work, enabling participants to put into practice coordination mechanisms, information-sharing procedures, and responses to maritime security challenges.

🔵The second day further strengthened cooperation among national institutions and regional partners, contributing to the promotion of integrated maritime governance and sustainable maritime security in the Western Indian Ocean.
