OAG HOSTS AFRICAN DEVELOPMENT BANK APPRAISAL MISSION

On 12 June 2026, the Office of the Auditor-General welcomed a delegation from the African Development Bank (AfDB) to engage in an identification and appraisal mission for a proposed Results-Based Financing Programme.

This initiative aims to enhance youth employment, entrepreneurship, and skills development in Namibia. During the meeting, held at the OAG, key topics were discussed, including the implementation arrangements of the proposed programme, governance structures, audit requirements, and accountability mechanisms.

The dialogue emphasised the vital role of oversight and assurance in promoting the effective and transparent use of public resources, which is essential for achieving sustainable development outcomes.

Today, the Office of the Auditor-General (OAG) was represented by Mr Salton Gaweseb, Deputy Director, at the Regional Stakeholder and Public Consultation on the Migration Bill for the Khomas Region.

The consultative meeting, hosted by the Ministry of Home Affairs, Immigration, Safety and Security at the MHAISS Ministerial Building Conference Hall in Windhoek, brought together diverse institutional voices to provide feedback on the potential impacts, opportunities, and challenges of the draft Bill.

OAG is committed to supporting governance initiatives that foster inclusive, balanced, and practical approaches for Namibia's development.

Today, 11 June 2026, the Office of the Auditor-General (OAG) hosted a courtesy and engagement meeting with representatives of the Global Fund Country team to discuss audit reporting, accountability, governance, and oversight arrangements relating to Global Fund-supported programmes in Namibia.

The discussions focused on strengthening collaboration between the OAG and the Global Fund, enhancing the timeliness and quality of audit reporting, supporting transparency in the management of public resources, and exploring opportunities for capacity development within the audit profession. The meeting also served as a platform to prepare for the upcoming Global Fund Grant Cycle. Participants emphasised the importance of having robust financial management systems and discussed the role of independent audits in promoting accountability and ensuring effective resource use for better health outcomes.

The Office of the Auditor-General remains committed to fostering partnerships that strengthen public sector accountability, good governance, and service delivery for the benefit of all Namibians.

Mr Blessing Nyandoro, the Director for Accrual-Based Audits in the Office of the Auditor-General, delivered a presentation on Financial Auditing during the Bank of Namibia's Internal Audit Awareness Session.

This event is part of the celebration of International Internal Audit Awareness Day, observed globally on the second Sunday of May, with the entire month recognised as Internal Audit Awareness Month.

The session highlights the vital role of internal audit in enhancing accountability, improving decision-making, and strengthening public sector governance. It underscores the significance of the internal audit profession in fostering transparency and efficiency within public institutions.

At the ongoing SADCOPAC conference currently taking place in Swakopmund, which commenced today, three delegates from the Office of the Auditor-General (OAG) are actively participating in the deliberations.
The delegation intends to present and share insights on the OAG’s expectations of Public Accounts Committees (PACs), with particular emphasis on the conference theme: “Strengthening oversight capacity for sustainable development, enhancing accountability and transparency in public finance management.
In their engagements, the OAG delegates will highlight the critical role of PACs in reinforcing parliamentary oversight over public finance management systems. They will emphasize that effective scrutiny of audit findings, timely follow-up on recommendations, and enforcement of accountability measures which are essential in ensuring that public resources are managed efficiently and in line with national development priorities.
Furthermore, the delegation will underscore the importance of strengthening institutional and technical capacity within PACs to enable them to effectively interrogate audit reports, engage accounting officers, and promote transparency in the use of public funds. This includes fostering a deeper understanding of audit processes, financial governance frameworks, and sustainable development objectives.
A key message the delegation intends to convey is the need for enhanced collaboration between SAIs and PACs, as this partnership is central to improving accountability outcomes, reducing inefficiencies, and ensuring that public investments translate into tangible socio-economic benefits for citizens.
Through their participation, the OAG delegates aim to contribute meaningfully to the conference discussions and reaffirm OAG’s commitment to strengthening oversight institutions as a cornerstone for sustainable development, accountability, and transparent public finance management across the region.

Customer Service Benchmarking Visit

On 19 May 2026, Ms Libertine Hangula, a Learning and Development Officer, and Mr Lazarus Emvula, the Chief Administrative Officer, both members of the Customer Service Charter committee at the Ministry of Works and Transport, visited the Office of the Auditor-General (OAG). The purpose of their visit was to learn about the OAG’s successful customer service practices.

The Auditor-General's office has been recognised for its positive performance, which is largely due to its proactive approach to engaging with customers. During the visit, both institutions exchanged ideas and shared the different ways they serve the public. The visitors also took a tour around the office to check the information posted on the charts on all floors.

The OAG has a customer service charter that outlines the various services it offers and aims to be transparent about its operations. For instance, it promises to respond to inquiries within 24 hours, showing its dedication to being accountable and professional. The OAG emphasises the importance of integrity and transparency in its work, and it also sets clear expectations for citizens, highlighting the need for mutual respect and prompt communication between the office and the clients.
