ENVIRONMENTAL LAW… GIZ Namibia joined stakeholders and partners in launching the 5th Edition of the Environmental Law and Policy in Namibia book.

The review and updating of the book was supported by the Climate Change and Inclusive Use of Natural Resources (CCIU2) project implemented by the Ministry of Environment, Forestry and Tourism (MEFT), in partnership with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), as well as Hanss Seidel Foundation Namibia and Stellenbosch University.

The book was launched by the Deputy Minister of Environment, Forestry and Tourism, Hon. Anselm Marungu at Protea Hotel Furstenhof, Windhoek.

🌊 Journey toward implementation of ecosystem-based marine spatial planning in Namibia

The National Working Group on Marine Spatial Planning (MSP-NWG) is currently meeting in Swakopmund on 10–11 September 2026 to review and provide final technical inputs to the National Framework for Marine Spatial Planning in Namibia.

The Framework provides high-level direction to ensure consistent and coherent development, implementation, and review of Marine Spatial Plans across Namibia’s marine space, which is divided into three planning areas. It will serve as an important guiding instrument for advancing an integrated, sustainable, and inclusive marine spatial planning process in Namibia.

In response to the priorities outlined in National Development Plan 6 (NDP6), the NWG has also commenced planning for the next steps towards expanding marine spatial planning across Namibia’s Exclusive Economic Zone (EEZ).

Of the three planning areas, the Central Marine Area has a technically finalised draft Marine Spatial Plan, while comprehensive marine spatial planning for the Northern and Southern Marine Areas is still to be undertaken. Moving forward, the NWG will initiate stakeholder engagement processes to ensure that the development of the Northern and Southern Marine Spatial Plans is participatory, inclusive and informed by stakeholder knowledge and the best available evidence.

The marine spatial planning process is supported by the Blue Benguela Current Action (BBCA), implemented by GIZ in partnership with the Benguela Current Convention and its Member States, and jointly funded by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ).

Together, we are advancing a more sustainable, inclusive, and resilient future for Namibia's ocean and coastal resources. 🌍💙

🌊 From sharing experiences to seeing Marine Spatial Planning in action

Following a week of capacity building in Namibia, members of South Africa’s Marine Spatial Planning National Working Group met with their Namibian counterparts on Friday for an exchange on experiences and lessons learned from the two countries’ Marine Spatial Planning processes.

The exchange continued in the field with a joint excursion to Walvis Bay Harbour, where the two groups observed and discussed how different uses and interests come together within the same marine space – from aquaculture and marine transport to biodiversity conservation.

The visit provided an opportunity to explore how Namibia’s Central Marine Spatial Plan addresses these multiple and sometimes competing uses, and to reflect on approaches that could inform Marine Spatial Planning in both countries.

Bringing practitioners from neighbouring countries together is an important part of strengthening Marine Spatial Planning across the Benguela Current region – enabling countries to learn from each other’s experiences, challenges and solutions.

🏘️ From informal settlements to liveable neighbourhoods: learning from each other

Last week in Lüderitz, the NALAO Community of Practice (CoP) for Transforming Informal Settlements into Liveable Neighbourhoods, supported by the GIZ-ISUD II project, officially kicked off.

The focus was on Integrated Neighbourhood Development Planning (INDP), giving local authorities the opportunity to explore the approach, learn from practical experiences, and consider how it could support the development of informal settlements in their own towns.

Representatives from Rehoboth and the City of Windhoek, already applying the approach, shared their experiences with colleagues from Lüderitz, Mariental and Keetmanshoop. Partners from MURD, NALAO, GIZ ISUD and GIZ ILA also joined the exchange.

The CoP included panel discussions, exhibitions, group work, peer exchange and site visits to the informal settlements of Area 7 and Amilema, connecting the discussions around integrated planning with the realities on the ground.

A special thank you to the Lüderitz Town Council for being such an excellent host and for creating a great space for this important exchange!

Importantly, this CoP marks the start of a continued process of peer exchange and learning among relevant stakeholders, creating opportunities to explore practical experiences, challenges and solutions around informal settlement upgrading and the development of liveable neighbourhoods.

Looking forward to seeing how the conversations, collaborations and peer connections built through the CoP continue to grow and translate into action.🤝

SA MSP NWG Capacity Development Workshop | Namibia

The South African Marine Spatial Planning National Working Group (SA MSP NWG) is in Namibia this week, 17–21 August, for a practical capacity building workshop.

The week is focused on moving from sector plans and siloed approaches to integrated spatial data, overlays, scenarios, and in short practical MSP work — moving towards a first draft of a Western Marine Area Plan for South Africa. The team engages in overlay analysis, identifying hotspots and overlaps, sector-led compatibility assessments, scenario development, stakeholder engagement, and strengthening the MSP roadmap.

It is a hands-on week of discussion, analysis and working across sectors to bring together expertise and different ocean users sharing their space effectively.

The MSP process in South Africa is supported by the Blue Benguela Current Action (BBCA), jointly financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ).

On Friday, 14 August 2026, GIZ Namibia convened the Green Hydrogen Project Steering Committee meeting, bringing together key partners from the Ministry of Industries, Mines and Energy - MIME, Environmental Investment Fund of Namibia (EIF), Namibia Green Hydrogen Programme (NGH2P), National Planning Commission of Namibia (NPC) and German Embassy Windhoek

The Steering Committee provides an important platform for strategic dialogue, coordination and alignment among national and international partners. It enables us to take stock of progress, address emerging issues and ensure that our collective efforts remain responsive to Namibia’s priorities.

As an international development cooperation partner, GIZ values such platforms as they strengthen ownership, transparency and collaboration, while creating space for partners to jointly navigate the opportunities and complexities of Namibia’s emerging green hydrogen economy.

Last week, the GIZ-ISUD Project participated in the Youth Connect Expo in Rehoboth.

Implemented in partnership with the Ministry of Urban and Rural Development and five partner towns, including the Rehoboth Town Council, the project is committed to improving living conditions in informal settlements through collaborative, community-driven approaches.

Over the course of the expo, we were engaging with young people to showcase how they can become active participants in shaping their communities. In Rehoboth, our work is centred on the Rooi Duine informal settlement, where youth can get involved in initiatives such as urban gardening, Helping Soul, a women's social support group, and planned small-scale neighbourhood interventions.

Beyond connecting with young people, the expo also provides a valuable platform to engage with organisations that may be interested in supporting or partnering with these community initiatives.

A sincere thank you to the Rehoboth Town Council for creating this opportunity to engage with the youth of Rehoboth and strengthen partnerships that contribute to more inclusive and resilient communities.
