🏆The Europol Excellence Awards in Innovation recognise outstanding innovation within the law enforcement community. Today, we present the finalists in the Innovative Operation category.

This category celebrates innovation that improves operational practices and investigations in law enforcement, highlighting operations that redefine how police detect, disrupt, and prevent crime with new or improved methods 🟩

🏅The finalists are:

🇮🇹 Operation “Moghul” by the Carabinieri CITES Group (Italy): disrupts the illegal trade in shahtoosh, luxury items made from the endangered Tibetan antelope. By combining forensic science, AI, and on-site screening, this operation sets a replicable model for environmental enforcement, protecting biodiversity through innovative investigative techniques.

🇩🇰 Roadside Nitrous Oxide Screening Pilot (Politi, Denmark): equips police with portable breath-screening technology to detect nitrous oxide-impaired driving at the roadside. The operational police initiative strengthens road safety, reduces unnecessary medical transports, and can deter dangerous driving through rapid, on-site interventions.

🇪🇪 Catfish: Youth-Focused Preventive Measures on Social Media (Estonia): combats online drug trafficking by infiltrating offenders’ networks on encrypted messaging platforms. QR codes are replaced with police-controlled redirects, supported by automated preventive messages. This initiative disrupts drug sales and recruitment by turning criminals’ channels against them.

🤝 Europol and the European Labour Authority are strengthening their cooperation against labour exploitation.

A new Working Arrangement signed today will bring our agencies closer together, supporting:

🔹 better exchange of strategic information
🔹 closer coordination with national labour inspectorates
🔹 stronger cooperation against labour exploitation and trafficking in human beings

Labour exploitation can sometimes be treated solely as a labour law infringement, allowing signs of trafficking and organised crime to go undetected.

Bringing together law enforcement and labour authorities is key to identifying victims earlier and uncovering the criminal networks behind their exploitation.

🔌 An international operation supported by Europol has disrupted the Sality peer-to-peer botnet, a long-running criminal infrastructure used to distribute malicious payloads to infected computers worldwide.

Led by 🇺🇸 US authorities, the operation brought together law enforcement from 🇧🇬 Bulgaria, 🇭🇺 Hungary and 🇷🇴 Romania, alongside Europol and private-sector partners.

🤝 The disruption is the result of years of international public-private cooperation, combining law enforcement capabilities with cyber intelligence and technical expertise.

🇩🇪 We welcomed Dr. Eva Högl, Senator of the Interior for the Free Hanseatic City of Bremen, to Europol today 📍

Her visit highlights the importance of close European cooperation in tackling cross-border crime and strengthening security.

We discussed evolving threats, including transnational drug trafficking, violence-as-a-service (VaaS) and the recruitment of young people into violence and violent extremism, as well as the growing use of crime-as-a-service (CaaS) in hybrid threats.

🏆 The Europol Excellence Awards in Innovation recognise outstanding innovation within the law enforcement community. Today, we are highlighting the finalists in the Ethics, Diversity & Inclusion category.

From this year onwards, this category will be known as the “Catherine De Bolle Innovation Award for Law Enforcement Ethics, Diversity, and Inclusion”, in honour of Europol’s former Executive Director.

It celebrates innovative initiatives demonstrating a commitment to diversity and inclusion, including strategies and practices that incorporate underrepresented groups and promote equal opportunities 💛

🏅The finalists are:
🇪🇪 Digital Safety Toolkit by the Estonian Police (Politsei- ja Piirivalveamet) and University of Tartu (Estonia): equips children aged 6–10, parents, and educators with practical tools to recognise online risks, create secure passwords, identify scams, and develop safer online behaviours. Through engaging, age-appropriate resources, it makes digital safety easier to understand and navigate.

🇫🇮 The Gaming Police (Finland): engages youth through gaming, building trust and lowering the threshold for contact. Supported by experts, they tackle online safety, preventing harm and enabling early intervention. This initiative combines policing with youth support, creating safer online environments through livestreaming digital gaming and presence at events, helping uncover incidents that may otherwise remain unnoticed.

🇪🇸 UFAM Pictogram-Based Sexual Violence Toolkit by the Spanish National Police (Policía Nacional) and Arasaac - Centro Aragonés de la Comunicación Aumentativa y Alternativa (Spain): uses over 700 pictograms to help children and people with communication needs disclose sexual offences. Based on evidence-based interviewing techniques, the toolkit supports accessible reporting while preserving the reliability and legal integrity of evidence.

📱Electronic evidence now plays a role in more than half of all criminal investigations. But accessing texts, emails and app messages across borders remains complex - while the number of requests keeps growing. 📈

The latest SIRIUS Electronic Evidence Situation Report from Europol and Eurojust finds:
🔹 Data requests have increased 3.5-fold since 2018
🔹 Emergency requests are also on the rise
🔹 Cryptocurrency exchanges are now among the top 3 types of providers receiving data requests
🔹 Legal and technical challenges continue to complicate access to electronic evidence

The report also looks ahead to the EU e-Evidence package, which will introduce new mechanisms for cross-border access to electronic evidence.
