ESPHA RENEWS PARTNERSHIP WITH SAMARITAN AVIATION THROUGH 2029

We are glad to have renewed our ongoing partnership with Samaritan Aviation for another three years, continuing more than a decade of support to remote communities across the Sepik.

Our CEO, Mr. Mathew Kaluvia and Samaritan Aviation Founder and CEO, Mr. Mark Palm recently signed the new Memorandum of Agreement (MOA) at our Headquarters in Boram, Wewak. The agreement runs from 21 August 2026 to 21 August 2029, with ESPHA committing K250,000 annually, subject to the provincial budget.

Samaritan Aviation uses float planes to reach communities without road access, transporting sick patients, medicines and vaccines, and supporting health patrols. In 2025 alone, the service completed 577 flights, transported 264 patients, including 34 newborns, delivered more than 4,620 kg of medicines and vaccines, and supported patrols reaching 126 river communities.

The renewed agreement also fortifies accountability and logistics. Samaritan Aviation will provide quarterly reports to ESPHA and make space available at its Boram Airport hangar for medical supplies waiting to be flown to remote health facilities. The partnership will continue to help bring essential health services to people living in some of East Sepik's most isolated communities.

🎓 24 Public Health Staff Graduate from Induction Training

A proud milestone for the Morobe Provincial Health Authority (PHA) Public Health Directorate, as 24 staff members from Menyamya, Wau-Waria and Bulolo successfully completed a week-long Public Service Induction Training in Bulolo District.

The training strengthened the officers’ understanding of their responsibilities as public servants and reinforced the values of professionalism, accountability, integrity and commitment to service.

The program was formally closed by Morobe PHA Director Public Health, Mr Kelly Mesere, who challenged the officers to uphold high standards in serving communities across the three districts—particularly those in remote and hard-to-reach locations.

Morobe PHA Director Corporate Services, Mr Aung Kumal, also congratulated the participants and acknowledged their progress from probationary staff through to their induction into the Public Service.

This is more than a certificate—it is a renewed commitment to serve our people with professionalism, accountability and integrity. 🇵🇬

STRENGTHENING DISCIPLINE, ACCOUNTABILITY AND PROFESSIONAL STANDARDS IN THE PUBLIC SERVICE 🇵🇬

Effective public administration depends on public servants understanding not only their responsibilities, but also the rules, procedures and standards that govern their conduct.

This role play provides a practical demonstration of General Order 15 – Discipline for Non-Contract Officers under the Public Services Management Act, bringing the disciplinary framework into a realistic workplace context.

Disciplinary processes within the Public Service must be approached with professionalism, procedural fairness, accountability and respect for due process. At the same time, every public servant has an obligation to uphold the standards of conduct expected of an officer entrusted with serving the people and institutions of Papua New Guinea.

Initiatives such as this are important because good governance begins with knowledge, accountability and adherence to established rules and procedures.

As public servants, we must continuously strengthen our understanding of the systems that govern our work and promote a culture where integrity, responsibility, professionalism and accountability are not merely principles, but are demonstrated in practice.

Know the rules. Follow the process. Uphold the standards. Serve with integrity.
