The Independent Consumer and Competition Commission (ICCC) informs all consumers, suppliers, and stakeholders in the petroleum industry that the Government’s Fuel Relief Assistance will continue into its 5th month as per the NEC Decisions No. 125/2026.

Hence, it will be reflected again in the Indicative Retail Fuel Prices (IRP) for this month on Saturday, 08th August 2026, at 12:00AM. This will see the domestic pump prices maintained at March 2026 levels despite the spike in international oil prices.

The ICCC is currently conducting a public consultation on a Clearance Application by Allens on behalf of Bain Capital Investors, LLC for the proposed acquisition of a 51 percent (%) interest in Everllence SE (“Everllence”) from Volkswagen Aktiengesellschaft (Volkswagen).

The proposed acquisition will be implemented through Nikolaus (BC) Bidco GmbH (Nikolaus Bidco), a special-purpose vehicle/ company ultimately controlled by Bain Capital. Under the Proposed Acquisition, Nikolaus Bidco will acquire 51% of the shares and voting rights in Everllence from Volkswagen, while Volkswagen will retain the remaining 49%.

The ICCC is inviting interested stakeholders and members of the public to provide comment/or views on whether the Proposed Acquisition is likely to result in a substantial lessening of competition in any relevant market in PNG.

It also seeks views on whether Bain Capital or any of its controlled portfolio companies supplies goods or services in PNG that compete with, complement, supply inputs to, or purchase goods or services from Everllence, and whether the Proposed Acquisition is likely to affect prices, service quality, customer choice, market entry, access to aftermarket services or otherwise raise competition concerns in any markets in PNG.

Bain Capital is a private investment firm with its registered office in Boston, USA. It invests in companies operating across various industries and geographic regions, including information technology, healthcare, retail and consumer products, communications, financial services and industrial and manufacturing activities.

Everllence is a company registered and headquartered in Augsburg, Germany, and is currently wholly owned by Volkswagen. Everllence operates globally as an engineering company specializing in propulsion and energy solutions for maritime, energy, and industrial applications. It develops and manufactures engines, turbomachinery, and propulsion systems. It also provides lifecycle services, including spare parts, maintenance, repairs, technical support, upgrades and performance optimization through its global service network. Everllence does not have a local company, staff, agents or other operational presence in PNG. However, through its PrimeServ lifecycle-services business, it supplies aftermarket support services to selected customers in PNG.

2026 CONSUMER, COMPETITION & ECONOMIC REGULATION FORUM

At the recently concluded PNG Consumer, Competition and Economic Regulation Forum (PCCERF), the Independent Consumer and Competition Commission (ICCC) and the National Procurement Commission (NPC) discussed the impact of bid rigging in public procurement and how to detect and deter such illegal conduct by bidders.

The discussion was joined by private sectors and competition law experts from New Zealand Commerce Commission (NZCC) of New Zealand and Australian Competition and Consumer Commission ACCC of Australia.

The discussions acknowledged that one of the possible reasons for poor contract output is anti-competitive collusion in public procurement. Contractors are expected to compete in bidding for State contracts when tendered.
However, if they collude, the State pays more, poor quality works are delivered which does not last long; and State resources that could have been otherwise used in other priority areas are diverted for maintenance.

The bottom line is big rigging in public procurement exploit State funds and citizens are deprived of better-quality goods and services. Competitive tender increases public confidence in the State tender process, and encourages investment.

PUBLIC NOTICE
AUTHORISATION APPLICATION

The ICCC has commenced public consultations on the Authorization Application lodged by Seabreeze Poultry Limited (SPL), a wholly owned subsidiary of Associated Mills Limited (AML), for the proposed acquisition of the poultry business of Mainland Holdings Limited for the proposed acquisition of the poultry business of Mainland Holdings Limited.

The Proposed Acquisition involves the transfer of MHL's poultry business to SPL. Following completion of the transaction, SPL would be jointly owned by AML (51% interest) and MHL (49% interest), while MHL would retain ownership of its remaining businesses, including its flour milling, stock feed manufacturing, crocodile farming and coffee export operations.

This proposed transaction was subject of a Clearance application but the ICCC directed SPL to apply for Authorization, hence this application. In its preliminary assessment of the proposed transaction at the Clearance stage, the ICCC was of the view that the Proposed Acquisition would give rise to some serious competition concerns.

Hence, the ICCC is inviting the general public and relevant industry stakeholders to provide comments and/or submissions on whether the Proposed Acquisition would raise any serious detrimental effects on the growth of the industry, consumer choice, quality of poultry meat, and other public detriments, including other competition concerns in any market(s) in PNG.

FUEL PRICE ANNOUNCEMENT

The Independent Consumer and Competition Commission (ICCC) hereby announces the new retail fuel prices for this month, which will take effect on Wednesday 8th July 2026.

The ICCC wishes to further informs all consumers, suppliers, and stakeholders in the petroleum industry that the Government’s Fuel Relief Assistance will continue into its third month as per NEC Decision No. 71/2026.

The Indicative Retail Fuel Prices (IRP) for this month which will see the domestic pump prices maintained at March 2026 levels despite the drop in oil prices down to pre-war levels.

Port Moresby prices stand at:
Petrol - K4.39;
Diesel - K4.44; and,
Kerosene - K4.09
