Papua New Guinea Science & Technology Secretariat

Papua New Guinea Science & Technology Secretariat PNG Science and Technology Council is a Government Agency established in 2013 in accordance with the PNG Science and Technology Council Act, 1992.

It provides science policy advise and coordinates all research, science and technology activities in PNG. The PNG Science & Technology Council, is responsible for advising the Government of Papua New Guinea in all matters relating to research, science and technology, including formulation of relevant policies on the conduct of research in Papua New Guinea, and the development (and implementation)

of a National Science, Technology and innovation strategy. The latter is driven by NEC's decision to "Realign all Research Agencies and Statutory Bodies and prioritize research needs of the country and thus develop a strategic plan." The PNG Science & Technology Secretariat (office) and the Council are within the Ministry of Higher Education, Research , Science & Technology.

Quite a busy month for our staff. Several universities and research institutions invited our office to meet with their academic and research staff. Main purpose was to provide insights into PNG research priorities, research grant opportunities, grant proposal processes, and answer staff queries related to research and funding applications.

It was a pleasure meeting with the following institutions:

✅️ Lutheran University of Papua New Guinea
✅️ Institute of PNG Studies
✅️ Institute of Business Studies University

Science doesn't happen in silos. It needs collaboration and partnerships. Only through research can we develop PNG solutions for PNG problems!

📍Digital Innovation Incubation Hub (DiiHub) - PNG University of Technology.

Last year, we supported PNG University of Technology with a little grant for ICT students to develop solutions in the areas of e-commerce, fintech, e-government and digital services. With more funding, we will include all students to develop innovative products, services, and technologies. The ultimate goal is to build a model innovation hub at Unitech which can be replicated to all our universities in PNG.

Why an innovation hub? And what are the ICT students at Unitech developing?

An Innovation Hub serves as a platform for university students to be innovative and think outside the box to provide solutions. Students presented digital solutions for a range of issues. Some solutions presented include:

✅️ E-Government solutions such as an Online NID Appointment and Queue Management system, and a Web-Based Road and Infrastructure Fault Reporting system.

✅️ Fintech such as FinTrack - a Loan Management system

✅️ Social Innovation such as RuaLingo - a Digital Language Learning App. This project aims to save some of our native languages.

Science is about providing solutions. When these students graduate, they bring that innovative mindset and culture to the workforce. They can also establish tech startups and commercialize their ideas and create employment opportunities for themselves.

The world is full of problems. However, such initiatives provide a platform for our university students to apply their knowledge to develop solutions for real world problems. It also changes the mindset of students from job-seekers to problem-solvers.

For over a decade, PNG Science and Technology Council & Secretariat has been supporting scientific research and innovation that are relevant to PNG’s development needs and priorities. One of our Priority Areas for research is Energy. Emphasis is placed on research for clean and renewable energy sources that are economically, environmentally, and culturally acceptable to PNG context, and in particular as a source of alternative energy for the rural communities.

The continuous increase in fuel prices and fuel shortage raises serious concerns about the stability of energy resources across the nation. PNG must find immediate and sustainable solutions.

Science offers economically viable solutions to reduce fuel import dependence, cost volatility and the risk of supply-chain disruptions. Some of our projects and initiatives for alternative fuel include:

☘️ Biodiesel from Used Cooking Oil
☘️ Green Universities Initiative
☘️ Crude Oil and Hydrocarbon
☘️ Biodiesel from Coconut and Palm Oil.
☘️ Biofuel from Sewage Biomass (Sludge)
☘️ Fuel from plastic waste and tyres.

Our universities and scientists have the technical capacity to produce alternative fuel. Unless we invest in scientific research, fuel shortages will continue in the foreseeable future!

The outcomes of plenary 7 on Ocean Science and Research was best summarised by the Minister for Fisheries and Marine Resources Hon. Jelta Wong at the closing ceremony. The discussions revealed that climate change is already impacting fish stocks, thus a commitment was made to establish a Melanesian Ocean Research Hub. This hub will integrate traditional ecological knowledge with modern science and prioritize data sovereignty. PNG Science & Technology Secretariat recently advertised the Call for Proposals 2026 to support Scientific Research and Development aligned to the National Research Agenda which identifies research priorities to direct funding. One of the priorities of the NRA is Education, Society and Traditional Knowledge R&D Program.The opportunity is now available for Researchers and Scientists to submit research proposals relating to traditional knowledge. Apart from that, PNG Science and Technology Secretariat in collaboration with the University of Goroka will be hosting the 8th Science and Technology conference from the 22nd to 25th September.One of the sub themes will focus on Blue Economy and Marine Technologies, with emphasis on Ocean Monitoring, Marine Biodiversity Sustainability, policy and conservation. PNG Science &Technology Secretariat was part of the Plenary on Governance Science and Research.
Acting Chief Executive Officer Dr Kulala Mulung delivered his speech advocating on making research relevant, accessible & actionable for local communities and regional governments. Dr Mulung stressed on the importance of establishing principle data governance, integrating indigenous or local knowledge with scientific research and translating research findings into tangible policy and improve livelihood for Ocean communities.

In tomorrow's Melanesian Ocean Summit Plenary, the Acting Chief Executive Officer of PNG Science & Technology Secretariat, Dr Kulala Mulung will be part of Plenary 7 on Ocean Science and Research. The session hopes to stimulate discussions on Ocean Science and scientific data for sustainable management of the Ocean while integrating traditional or local knowledge.
It was indeed fulfilling to see Pacific & Regional Leaders uniting to advocate for Ocean Preservation and showcasing their commitment to the MOCOR Declaration. The Plenary will start in the morning.

Thank you to all those who visited our humble Booth this week during the Inaugural Melanesian Ocean Summit 2026 at the APEC Haus, Port Moresby. We will continue to advocate on the roles and functions of PNGSTS relating to policies on Scientific Research, Technology, and Innovation and the opportunities available through Research Grants in which the Call for Proposal was advertised recently.
We will also continue to advocate on our flagship, the 8th Science and Technology Conference will be hosted by the University of Goroka, Eastern Highlands Province.

Today marked a strategic partnership between PNG Science and Technology Council Secretariat and IBS University as both parties signed a Memorandum Of Understanding today, marking the beginning of partnership in collabative research, strengthening of academic and policy linkages and more importantly enhancing capacity development in areas of shared national interests.
With the MOU in place, both parties will collaborate in joint research projects and working groups aligned to PNGs national science, technology and development priorities.
