Papua New Guinea Science & Technology Secretariat

Papua New Guinea Science & Technology Secretariat PNG Science and Technology Council is a Government Agency established in 2013 in accordance with the PNG Science and Technology Council Act, 1992.

It provides science policy advise and coordinates all research, science and technology activities in PNG. The PNG Science & Technology Council, is responsible for advising the Government of Papua New Guinea in all matters relating to research, science and technology, including formulation of relevant policies on the conduct of research in Papua New Guinea, and the development (and implementation) of a National Science, Technology and innovation strategy. The latter is driven by NEC's decision to "Realign all Research Agencies and Statutory Bodies and prioritize research needs of the country and thus develop a strategic plan." The PNG Science & Technology Secretariat (office) and the Council are within the Ministry of Higher Education, Research , Science & Technology.

It was a pleasure attending the launch of the PNGUoT Women in Renewable Energy (WIRE) and the new Masters in Science - Climate Change and Renewable Energy Access (MCCREA).

A/Director Grants Management, Mr. Jordan Dean attended on behalf of our CEO. Mr. Dean commended PNG University of Technology for introducing the new MSc course and acknowledged the UK government for the funding and support.

Highlight of Mr. Dean's remarks.

Climate Change, Renewable Energy, and Sustainable Development are interrelated fields. These interconnected sciences are vital for understanding and addressing some of the most pressing challenges facing humanity, including the need for sustainable energy sources, environmental conservation, and climate change.

Do we own Mother Earth or does Mother Earth own us? This philosophical question challenges how we view our place in the universe. We realise that we are merely guests transiting Earth. We are only custodians or stewards.

We depend on nature for food, medicine, clothing, and almost everything. Therefore, we must live in balance with nature instead of exploiting it. Use renewable energy. Reduce carbon emissions. Take care of our environment so that future generations are not deprived.

PNGSTCS has supported several research projects such as the Biofuel from Used Cooking Oil at PAU, Conservation Management at UPNG. The knowledge and insights gained from these research inform policies and technologies that aim to create a more sustainable and resilient future for our country and the planet as a whole.

Science can be defined as the search for new knowledge. Science is also about providing solutions. The world is full of challenges. With the new MSc course, PNG University of Technology plays a crucial role in developing the next generation of guardians for our country's environment and biodiversity.

PNGSTCS and Pacific Adventist University (PAU) signed a new Grant Agreement last Friday to support Phase 3 of the Biofuel Research and Development Proect.

The PAU project is now at the quality assurance phase. Further tests are been carried out by the researchers to check on the quality and stability of the biodiesel product. Continuous monitoring will be done on the Glycerin, Acid number, Sulphur, and Flash Point. Other properties that will be checked include Cloud Point and Viscosity.

PNGSTCS has been supporting scientific research and innovation that are relevant to PNG’s development needs and priorities. One of our Priority Areas for research funding is Energy. Emphasis is placed on research for clean and renewable energy sources that are economically, environmentally, and culturally acceptable to PNG context, and in particular as a source of alternative energy for the rural communities.

PNG Science & Technology Council Secretariat staff embrace savings culture using NSL’s Online Portal

The Management and Staff of PNG Science & Technology Secretariat were privileged to register instantly for the some of the Member Services provided by Nambawan Super Savings & Loans Society.
Representatives from Nambawan Super Savings and Loan Society (NSLS), Bevan Nigo, Peter Ambane, and John Viannie, highlighted the importance of savings culture especially for Public Servants in the country.
Following the brief awareness session, they registered new members and existing members were given the opportunity to update their Member Personal Details.
Long -serving NSL member and Acting Chief Executive Officer of PNGSTCS, Dr. Kulala Mulung encouraged the staff to utilize the opportunity and embrace the savings culture using the different member services available.
Dr Mulung acknowledged the Team from NSL for the Awareness session, emphasizing the visit provided his staff with an opportunity to understand the processes and requirements needed to access the NSL Savings & Loans Society services.

PNG Science and Technology Secretariat staff were privileged to be visited by Dr. Daniel Gonzalez - Socoloske who is a US Marine Biologist and a National Geography Scientist, Explorer and former Fulbright Scholar. His extensive research specialises in marine mammals with special interest in dugongs. He was accompanied by PhD Student, Mindy McLarty. They have visited Daru, Kokopo and the Duke of York Islands.They hope to conduct comprehensive survey on dugongs and other mammals in maritime provinces. They were also updated on the foreign research approval process and collaboration with local universities. They are working in collaboration with the Pacific Adventist University and the University of Papua New Guinea.

Scientific research needs money. Ideas don't test themselves and innovation comes with a cost. As part of our effort to build the capacity of our scientists and researchers, we conducted a workshop on Research Proposal and Grant Writing at the University of Goroka this week. Participants included all seven (7) Research Centre Directors, Senior Academics, staff, and postgraduate students.

We thank the University of Goroka Pro VC - Academic, Research & Innovation Dr. Matthew Landu for gracing us with his presence. Big thankyou to Executive Director - SRI Dr. Jane Awi and the hardworking staff at the Somare Research Institute for making the event a successful one. We also acknowledge the staff of Department of National Planning and Monitoring who assisted our staff to facilitate the workshop.

Following the Conference Committee meeting, we were give a tour of the UOG Agricultural Science Training Centre, just below the Main UOG Campus. Here students or trainees are taught the practical and applied sciences of agriculture in a 'model farm" setting. We were also told that this is the only 'farm" or training centre that has been breeding rabbits in the country.Apart from the rabbits there are also other animals on site. We were also presented with organic powder spices produced here such as Turmeric powder, curry leaf, chilly, ginger, garlic powder. Most of the citrus fruit trees on the farm are specially grafted to produce three different varieties of citrus fruits on one tree such as lemon, lime and mandarin.

Today was another busy day for the Conference Organizing Committee for the upcoming 8th National Science and Technology conference in the coming months. Preparations are underway to ensure a successful conference in September. The Committee which comprises of staff from PNG Science and Technology Secretariat and staff from the University of Goroka School of Science and Technology were updated on the progressive reports from the different sub-committees with action items to implement soon.
