The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) expresses profound grief and sorrow over another heartbreaking reminder that the CPP-NPA-NDF does not merely destroy lives on the battlefieldโ€”it destroys families, fractures relationships, and leaves emotional wounds that continue long after the guns fall silent.

The tragic case of Vince Francis Dingding is not only a story about a young life lost in armed conflict. It is a painful story of a son lost to a movement that gradually pulled him away from home, from family, and from the people who loved him most. Beyond reports, operational accounts, and organizational affiliations lies a far more devastating reality: a family now carrying unimaginable grief.

In a handwritten letter dated May 18 and signed by both parents, Romulo and Rica Dingding formally appealed that all matters relating to their son's death be coursed through their barangay captain in order to spare the family from further distress. In the same letter, they revealed that Vinceโ€™s mother is battling colon cancer and had been strictly advised to avoid stress to aid her healing and recovery.

Even in the middle of mourning, a family was already struggling to survive another painful battle.

But perhaps no words captured the human tragedy more painfully than the postscript written at the end of the letter:

"P.S. We decided that we will no longer claim his remains in Negros Occ."

Those words may be among the saddest sentences a parent could ever write. No mother and father dream of reaching a point where grief becomes so overwhelming, pain becomes so unbearable, and emotional wounds become so deep that they can no longer bring themselves to claim the remains of their own child, who was snatched from them by a selfish, violent movement.

Behind that sentence is a pain difficult to measure and impossible to reduce into statistics.

The CPP-NPA-NDF often speaks of struggle, sacrifice, and revolution. But the question that must be asked is this: sacrifice for whom? Revolution at whose expense?

Because in the end, it is ordinary Filipino families that pay the highest price.

The path of Vince Dingding reflects a disturbing pattern that has surfaced repeatedly through the years. Reports indicate that he served as a student leader in UP Cebu from 2014 to 2015 and participated in various campaigns and political activities. Prior to joining the armed movement, he reportedly became involved in Kabataan Cebu.

By 2017, he had allegedly entered the armed underground and remained within NPA structures in Negros for nearly a decade. Through the years he reportedly assumed political and organizational functions within various units before later operating in different fronts in Negros.

His case is not isolated.

There is a visible and recurring pattern involving hardened activists and personalities linked to CTG front organizations who eventually become prodigal childrenโ€”individuals gradually distanced from parents, separated from their homes, and transformed from students and advocates into armed operatives.

Similar painful stories have surfaced before. Similar grieving families have spoken before. Similar tears have been shed before.

Again and again, families are left with the same questions: At what point did they stop coming home? At what point did a child become unreachable? At what point did ideology become stronger than family?

The deepest damage inflicted by the CPP-NPA-NDF is often invisible. It is found not only in lives lost but in family bonds broken, parents left in anguish, and homes permanently scarred by grief. Long after encounters end, families continue fighting battles of their ownโ€”battles against pain, regret, trauma, and loss.

No ideology, no political objective, and no false promise of revolution is worth destroying the bond between a parent and a child. No movement that repeatedly leaves mothers grieving and fathers broken can claim moral victory. The tears of families left behind tell a far more painful truth.

At the recent VotEngโ€™g 2026 forum held at the Engineering Theater in Melchor Hall, candidates for the UP Diliman University Student Council once again revealed the troubling reality of the normalizationโ€”even romanticizationโ€”of armed struggle in UP student politics.

When asked about their stance on armed struggle, candidates from the โ€œSulong Tayoโ€ coalition reportedly expressed affirmative positions, while most bets from UP Alyansa agreed with reservations. Regardless of nuance or qualification, the fact remains that future student leaders of the countryโ€™s premier state university openly entertained the legitimacy of armed struggle in the Philippine context.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) acknowledges the recent inquiry of the Commission on Human Rights on โ€œred-tagging.โ€ Protecting freedom of expression, association, and human rights defenders is vital in any democracy. Reckless accusations and harassment have no place in our society and must be addressed through law and due process.

At the same time, we must not forget the victims of CPP-NPA-NDF terrorism. Families of slain civilians, former rebels, indigenous leaders, and youth who were coerced into recruitment have consistently spoken about exploitation, intimidation, and violence. Ignoring their voices risks silencing another set of victims. Hindi dapat namimili ang malasakit sa karapatang pantao.

Our discourse should not be limited to allegations against state actors. The killings of civilians branded as โ€œspies,โ€ the coercion of indigenous peoples, and the grooming of students into extremism also demand recognition and justice. Protecting rights must go hand in hand with confronting the realities of armed violence and underground recruitment.

We caution against vague standards that suppress legitimate discussions on national security. Government must be able to talk about recruitment patterns and armed group activities when backed by facts, testimonies, and judicial findings. Accountability should be precise, not selective.

Finally, peace efforts have evolved. Through localized engagements, reintegration programs, and the Barangay Development Program, we now focus on governance reform, development, and community participation. These initiatives reflect our belief that lasting peace cannot be achieved by military means alone.

NTF-ELCAC remains committed to upholding constitutional rights while protecting communities from violence and extremist exploitation. Democracy is strengthened not by silencing one truth, but by confronting all forms of abuseโ€”honestly, consistently, and without selective outrage.

If we were to believe the Communist Party of the Philippines-New Peopleโ€™s Army (CPP-NPA) and their supporters here in the United States, their revolutionary movement continues to enjoy the support of the Filipino masses.

This is one of their come-ons for unsuspecting Filipino-American youth who they are able to manipulate into going to the Philippines and make a difference in the lives of the poor Filipino people by joining the NPA.

CPP cadres based in the US will, of course, not tell
those they were able to convert that whatever is left of the NPA is constantly on the run and that the Filipino masses who they say they are trying to free from the shackles of poverty and oppression have rejected the godless ideology that they have desperately been trying to peddle.

If the CPP-NPA still holds sway in Negros Occidental, then their April 19 encounter with government forces in the town of Toboso would not have happened at all. If they had the support of the masses, the 19 NPA rebels, including the two American activists, would most likely still be alive today.

Proof that the NPA has lost the trust and support of the people they claim to be fighting for was how their encampment was located. It was not a case of government forces just stumbling upon the NPA position while on patrolโ€”they were actually led there by civilians who want nothing to do with rebels who have been behind the campaign of terror that left dead more than 40 civiliansโ€”all suspected to be government spies.

Government forces also did not catch up with the fleeing rebels after six hours by chance. It was also ordinary civilians who told the government troops the area near the fishponds where the rebels were hiding, triggering a series of gun battles that resulted in their deaths.

And then, there is the Municipal Council of Toboso, which recently issued a resolution declaring the CPP-NPA as persona non grata (unwelcome) in their northern Negros municipality.

"(This) expresses the strong condemnation of the local government against insurgency and affirms its support for peace-building initiatives and lawful governance," the resolution said.

Filipino-American youth should think twice before allowing themselves to be convinced by CPP cadres in the US to go to the Philippines to join the NPA to help liberate the Filipino people. Filipino-American youth should be made to realize the NPA is a spent force that does not have the support of the Filipino people.
