ents Board initially started its operation in 1951 with the issuance of Executive Order No. 392. Through this particular law, the powers, duties and functions previously exercised, and performed by: 1) the city and municipal mayors over fronton and basque pelota games; 2) the Boxing and Wrestling Commission over boxing and wrestling; and 3) the Philippine Racing Commission (PRC) over horse racing, were consolidated and transferred to the Board. It must be noted however that on March 20, 1974, the authority over horse racing was divided between the Board and the PRC. On January 6, 1976, the scope of GAB’s regulatory function over professional sports widened as the agency was tasked to likewise supervise and regulate the professional basketball and other professional games in the country. The Board’s regulatory function was also made more specific against anti-illegal gambling operations with the establishment of Anti-Illegal Gambling Unit (AIGU) in January 17, 1992 – which became one of GAB’s units. AIGU initially was composed of personnel appointed by the Chairman of GAB and detailed staff from the Philippine National Police (PNP), the National Bureau of Investigation (NBI), the Philippine Racing Commission, the Philippine Charity Sweepstakes Office (PCSO), other offices involved in gaming operations, as well as other law enforcement agencies in the country. On December 28, 1993, the Board assumed part of the overall functions of the Gamefowl Commission, particularly insofar as international cockfight derbies are concerned. GAB has now under its regulatory care other sports and games, practiced nationwide, such as Muay Thai (Thai Boxing), Mixed Martial Arts, Billiards, Bowling, Tennis, Table Tennis and Women Boxing. GAB, as an organization, is headed by a Chairman and two (2) Commisioners, supported and assisted by about 161 personnel. Its office is located at the 2nd Floor of Legaspi Towers 200, Paseo de Roxas Makati City Philippines. To make its operations nearer to parties concerned, the GAB has also opened field offices in Cebu City, Davao City, Cagayan de Oro City, Zamboanga, and Bacolod City. In the future, the agency intends to create similar offices in other parts of the country.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The future of professional pickleball is taking shape as the Games and Amusements Board (GAB), led by the GAB Chairman Atty. Francisco J. Rivera, welcomed the officials of Kosmas Athletic Ventures Corporation (KAVC) to discuss the hosting of local and international professional pickleball tournaments.

During the meeting, KAVC, led by the Head of Operations Richard Bachmann, presented its plan to establish a professional league in the country that will create more professional pickleball team and to build a sports facilities that will feature pickleball courts capable in hosting a major international and local pickleball sporting events.

In response, Chairman Atty. Rivera, along with GAB’s key officials, laid out the regulatory prerequisites for accreditation, issuing permits and licenses for local and foreign athletes, coaches, and other professional sports practitioners. They also informed KAVC that the agency may extend assistance by streamlining the licensing process through its mobile services to ensure convenience and guarantee prompt compliance.

📘 𝐆𝐀𝐁 𝐑𝐞𝐥𝐞𝐚𝐬𝐞𝐬 𝐈𝐭𝐬 𝟐𝟎𝟐𝟔 𝐇𝐚𝐧𝐝𝐛𝐨𝐨𝐤 𝐨𝐧 𝐂𝐨𝐫𝐞 𝐏𝐫𝐨𝐜𝐞𝐬𝐬𝐞𝐬

The Games and Amusements Board (GAB) has launched its 2026 Handbook on the Agency's Core Processes—an important milestone in strengthening the Agency's Quality Management System (QMS) as it works toward ISO 9001:2015 Certification.

The Handbook serves as a guide to GAB's key regulatory functions, including:

✔️ Accreditation
✔️ Licensing
✔️ Permit Issuance
✔️ Supervision
✔️ Adjudication

It also clearly defines the roles and responsibilities of GAB personnel, helping ensure that services are delivered with greater consistency, transparency, and accountability.

He also encouraged GAB personnel to continue raising the standard of public service as the Agency moves closer to ISO certification.

The Handbook is part of GAB's commitment to building a more efficient, transparent, and service-oriented organization for professional athletes, coaches, promoters, and the entire Philippine professional sports community.

Following standard regulatory procedure, the GAB will require those who appeared to have committed acts that can be considered as conduct unbecoming of a professional basketball player to submit their respective comments. This ensures that all relevant parties are afforded due process and given a fair opportunity to be heard. Upon receipt and evaluation of all relevant submissions, the GAB will resolve the matter objectively and in accordance with existing rules.

To preserve the integrity of the proceedings, the GAB shall refrain from commenting on the merits of the case pending its final resolution.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Games and Amusements Board (GAB), led by the GAB Chairman Atty. Francisco J. Rivera, welcomed representatives of Powerline Events Management and the Japan B.LEAGUE during a courtesy call to discuss preparations for the B.LEAGUE Manila Games 2026, the first-ever overseas games of Japan's premier professional basketball league.

During the meeting, organizers presented updates on the landmark event, which will bring Japan B.LEAGUE(Japan Professional Basketball League)clubs Levanga Hokkaido and Gunma Crane Thunders to the SM Mall of Asia Arena on September 9 and 10, 2026, for the league's first-ever overseas games.

The meeting highlighted the growing popularity of the Japan B.LEAGUE among Filipino fans, fueled by the increasing number of Filipino players competing in Japan. Both parties expressed optimism that the Manila Games would further strengthen basketball exchanges between the two countries and open opportunities for future international sporting events in the Philippines.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒: The Games and Amusements Board (GAB), through the efforts of the GAB Employees’ Association (GABEA), championed the true spirit of sportsmanship and camaraderie as it concluded the GAB Sportsfest 2026 in an awarding ceremony at the GAB Central Office.

After weeks of competition, the Green Team emerged as Overall Champion over the Blue Team, demonstrating consistent excellence across the various sporting events. The sports festival featured eleven (11) sporting disciplines that fostered teamwork and promoted employee wellness through friendly competition.

[𝟏𝟒 𝐉𝐮𝐥𝐲 𝟐𝟎𝟐𝟔, 𝐌𝐚𝐤𝐚𝐭𝐢 𝐂𝐢𝐭𝐲] — Fresh off another triumph on the global stage, reigning ONE Strawweight MMA World Champion Joshua "The Passion" Pacio made a courtesy visit to the Games and Amusements Board (GAB), where he was welcomed by GAB Chairman Atty. Francisco J. Rivera and officials of the GAB Boxing and Other Contact Sports (BOCS) Division in recognition of his latest achievement and continued contributions to Philippine mixed martial arts.

Pacio recently reaffirmed his status as one of the world's top mixed martial artists after successfully defending the ONE Strawweight MMA World Championship against Russian challenger Mansur Malachiev at 𝗢𝗡𝗘 𝗖𝗵𝗮𝗺𝗽𝗶𝗼𝗻𝘀𝗵𝗶𝗽: 𝗧𝗵𝗲 𝗜𝗻𝗻𝗲𝗿 𝗖𝗶𝗿𝗰𝗹𝗲 𝟮𝟭 in Bangkok, Thailand. He secured a first-round submission victory via rear-naked choke to further cement his place among the country's elite MMA athletes.

Chairman Rivera congratulated Pacio and his team for once again bringing pride to the country:

They emphasized that evidence-based training—including sports nutrition, recovery, cross-training, and performance monitoring—has been instrumental in Pacio's continued success on the world stage.

Pacio's latest title defense further cements the Philippines' growing presence in global combat sports, helping inspire and motivate the next generation of Filipino champions.

𝐋𝐎𝐎𝐊: Premier Volleyball League (PVL) standout middle blocker Risa Sato visited the Games and Amusements Board (GAB) Central Office in Makati City to renew her GAB professional license, marking her return to professional volleyball as she joins the Akari Charger in the upcoming PVL season.

GAB Chairman Atty. Rivera warmly welcomed Ms. Sato, who was accompanied by her husband, Mr. Enzo Joson, a professional basketball player in the Maharlika Pilipinas Basketball League (MPBL). During their meeting, Chairman Rivera expressed his full support for Ms. Sato's return to professional volleyball and commended the couple's inspiring journey as professional athletes.

With her professional license successfully renewed, Ms. Sato is now set to resume her career in professional volleyball, armed with renewed determination and the GAB's steadfast support.

[𝟎𝟗 𝐉𝐮𝐥𝐲 𝟐𝟎𝟐𝟔 - 𝐌𝐚𝐤𝐚𝐭𝐢 𝐂𝐢𝐭𝐲] - The Games and Amusements Board (GAB) , led by GAB Chairman Atty. Francisco J. Rivera, along with Commissioner Atty. Manuel S. Plaza III, held a meeting with Philippine Jockey Club Inc. (PJCI) representatives at the GAB Central Office to discuss and review the status of the application of their proposed additional horse racing betting schemes.

Chairman Rivera, together with the representatives from Legal Division and Horse Racing Betting Supervision Division, outlined the remaining documentary requirements necessary to complete the evaluation process of the proposed betting schemes. These measures ensure compliance with existing regulations, as well as to uphold a fair and transparent betting environment, for the benefits of the betting public and stakeholders.

As Chairman Rivera remarked, “We’re closer to the end rather than the beginning,” underscoring the Agency’s commitment to completing the evaluation process and ensuring integrity in horse racing betting regulation.
