INTELLIGENCE-LED OPERATION NETS TWO FORMER CTG MEMBERS IN APAYAO, ONE WITH ₱1.85-M REWARD

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief of the Philippine National Police (PNP), sustained intelligence efforts and close coordination among police and partner agencies led to the arrest of two long-sought persons on September 22, 2026, along the Conner-Kabugao Road in Malama, Conner, Apayao.

Arrested were alias Tangkib, Tumbas, or Mario, and alias Joy or May, both former members and leaders of dismantled communist terrorist group units. Police records show that the two had been included in the PNP’s Periodic Status Report on Terrorist Groups from the first quarter of 2012 to the first semester of 2022.

The arrests stemmed from warrants issued by Regional Trial Court branches in Bontoc, Mountain Province, covering a total of nine cases—seven counts of murder and two counts of attempted murder. The warrants for the murder cases carry no recommended bail, while the two attempted murder cases have a recommended bail of ₱80,000 each.

Alias Tangkib is also included in the DILG-DND monetary reward list with a reward of ₱1.85 million, while alias Joy is listed as the No. 6 Most Wanted Person of the Ifugao Police Provincial Office for the third quarter of 2026.

The operation was the result of sustained monitoring that covered several locations, including Baguio City, Natonin in Mountain Province, and Tabuk City in Kalinga, before the two were eventually located in Apayao.

The operation was led by the Regional Intelligence Division of PRO CAR and the 1st Provincial Mobile Force Company of the Mountain Province Police Provincial Office, with support from the 1505th Regional Mobile Force Battalion, Conner Municipal Police Station, Ifugao PPO, Mountain Province Police Intelligence Unit, RIU 14, and NICA-CAR.

PNP Chief PGen Nartatez commended the operating units for their patience, coordination, and careful intelligence work that led to the implementation of the warrants.

“This operation shows that sustained intelligence work can eventually bring long-sought persons before the proper authorities. These two former members were located and arrested through coordinated efforts, and the PNP will continue to implement lawful warrants while respecting the rights and due process of every person involved,” PGen Nartatez said.

The two arrested persons were brought to the Conner Municipal Police Station for documentation and proper disposition in accordance with existing procedures.

The operation forms part of the PNP’s continuing efforts to strengthen intelligence-led and coordinated police operations under the PNP Focused Agenda, particularly Enhanced Managing Police Operations (EMPO). Under the administration of President Ferdinand R. Marcos Jr., the PNP continues to pursue lawful, professional, and accountable police service consistent with the Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

EASTERN VISAYAS NO. 1 DRUG PERSONALITY FALLS; ₱795.6K SHABU SEIZED

The Philippine National Police (PNP), under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., scored a major drug enforcement breakthrough after Eastern Visayas’ No. 1 High-Value Individual (HVI) on the Regional Priority List (RPTL) was arrested during a buy-bust operation in Brgy. San Roque, Tolosa, Leyte, on September 21, 2026. The operation also led to the arrest of his cohort and the seizure of a significant quantity of suspected shabu.

Arrested were alias “Ton-ton,” a 32-year-old Filipino male and No. 1 HVI on the RPTL, and alias “Beng,” a 31-year-old Filipino male, both residents of Tolosa, Leyte. The operation was conducted by the Regional Police Drug Enforcement Unit 8 (RPDEU-8) and Tolosa Municipal Police Station.

The operating teams recovered four heat-sealed transparent plastic sachets containing approximately 117 grams of suspected shabu valued at ₱795,600.00 based on the Dangerous Drugs Board (DDB) valuation. Also seized were one revolver, five rounds of live ammunition, buy-bust money, and other non-drug evidence. The confiscated items were properly marked and inventoried at the place of operation in the presence of required witnesses.

PGEN Nartatez commended the operating units for the successful apprehension and emphasized the need to sustain focused enforcement against high-value drug personalities.

“We will sustain focused enforcement against high-value drug personalities and pursue every lead that can help dismantle the networks behind the illegal drug trade,” PGEN Nartatez said.

He likewise underscored the PNP’s resolve to prevent illegal drugs and fi****ms from reaching communities.

““Hindi titigil ang ating mga operasyon laban sa mga nagtatangkang magpasok at magpalaganap ng ilegal na droga sa ating mga komunidad. Patuloy nating paiigtingin ang pagpapatupad ng batas upang mapanagot ang mga nasa likod ng ganitong kalakalan,” he added.

The accomplishment reflects the PNP Focused Agenda, a framework for police transformation, particularly through Enhanced Managing Police Operations in the focused enforcement of illegal drugs and fi****ms.

The suspects remain under police custody and face charges for violations of Republic Act No. 9165, or the Comprehensive Dangerous Drugs Act of 2002, and Republic Act No. 10591, or the Comprehensive Fi****ms and Ammunition Regulation Act.

As the PNP strengthens its campaign against illegal drugs and other criminal activities under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

ALBAY CRACKDOWN NETS 1 SUSPECT; 11 LOOSE GUNS, GR***DE, AND SHABU SEIZED

The Philippine National Police, under the leadership of PNP Chief PGEN Jose Melencio C. Nartatez Jr., intensified its campaign against loose fi****ms as a CIDG-led operation in Ligao City, Albay on September 18, 2026 resulted in the arrest of one suspect and the seizure of 11 loose fi****ms, a fragmentation hand gr***de, ammunition, magazines, suspected shabu, and drug paraphernalia.

The CIDG Albay Provincial Field Unit, together with the Albay Provincial Intelligence Team of Regional Intelligence Unit 5, 1st Albay Provincial Mobile Force Company, Ligao Maritime Police Station, and Ligao City Police Station, simultaneously implemented search warrants for violations of Republic Act No. 10591 or the Comprehensive Fi****ms and Ammunition Regulation Act and Republic Act No. 9516. Recovered from the suspect were a modified M2 carbine, a caliber .45 pistol, a caliber .22 revolver, a caliber .22 rifle, and seven other revolvers.

The suspect failed to present a License to Own and Possess Fi****ms (LTOPF), while the recovered fi****ms were not duly registered with the Fi****ms and Explosives Office (FEO). Authorities also confiscated one fragmentation hand gr***de, assorted magazines and ammunition, two heat-sealed transparent plastic sachets containing suspected shabu, and drug paraphernalia.

“This operation demonstrates our resolve to take illegal fi****ms out of circulation before they can be used to threaten lives and communities. We will sustain lawful operations against individuals who possess and use fi****ms outside the bounds of the law,” PGEN Nartatez said.

“Walang puwang sa ating mga komunidad ang mga ilegal na armas. Patuloy naming babantayan at ipatutupad ang batas para sa inyong kaligtasan,” he added.

₱14-M SMUGGLED CI******ES RECOVERED IN ZAMBOANGA CITY SHORELINE OPERATION

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), police operatives recovered suspected smuggled ci******es worth an estimated ₱14 million along the shoreline of Barangay Campo Islam, Zamboanga City, early Tuesday morning, September 22.

The joint operation, conducted at around 4:30 AM, followed information received by the Regional Special Operations Unit 9 regarding suspected smuggled ci******es abandoned along the STANVAC shoreline. Personnel of the 2nd Zamboanga City Mobile Force Company – Seaborne, in coordination with RSOU 9 and Zamboanga City Police Station 13, promptly proceeded to the area and verified the report.

The operation led to the recovery of 94 master cases and 36 reams of branded ci******es, along with a motorboat believed to be associated with the recovered items. The estimated market value of the ci******es is ₱14 million.

Despite efforts to locate the owner or any person claiming ownership, no individual was identified at the scene. The recovered items were brought to the 2nd ZCMFC-Seaborne headquarters for documentation, inventory, and further investigation. The ci******es are set to be turned over to the Bureau of Customs, Port of Zamboanga, for proper disposition.

“This recovery shows why timely information and close coordination matter. Kapag may impormasyong natatanggap, we act promptly, verify the facts, and ensure that recovered items are properly accounted for. We will continue working with our partner agencies to help prevent illegal trade and protect our communities,” PGen Nartatez said.

The PNP’s continuing efforts against smuggling and other illicit activities are consistent with President Ferdinand R. Marcos Jr.’s directive to strengthen law enforcement and safeguard communities. The operation also supports the PNP Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), through coordinated, intelligence-driven police action and cooperation with partner agencies.
