DOJ-BOC RAISES AWARENESS ON VICTIMS COMPENSATION PROGRAM IN CAGAYAN

As part of the government’s continued efforts to ensure accessible justice, Senior Assistant State Prosecutor (SASP) Amanda Felipe of the Department of Justice – Board of Claims (DOJ-BOC) served as a resource speaker during the Administrative Order No. 35 (AO 35) capability-building activity held in Tuguegarao City on September 7–11, 2026.

SASP Felipe delivered a lecture on the Victims Compensation Program (VCP) pursuant to Republic Act No. 7309. The discussion highlighted the statutory mandate of the Board of Claims, eligibility criteria for claimants, and the streamlined procedures and documentary requirements for filing claims.
Through proactive inter-agency engagements like this, the DOJ-BOC remains committed to broadening public awareness and ensuring that victims of unjust imprisonment, arbitrary detention, and violent crimes receive the financial assistance and support due them under the law.

President's Gift 2026: Service Enough for All!

As part of President Ferdinand “Bongbong” R. Marcos Jr.'s birthday, the City Government will provide various free services for Muntinlupeños. From medical and dental caravan, X-ray and screening services, vaccination, and tooth extraction by City Health Office-Muntinlupa, to legal assistance from Department of Justice - Philippines, police clearance from PNP Muntinlupa City Police Station, and livelihood and feeding programs by Department of Social Welfare and Development - DSWD.

Also included is ₱20 Rice and the President's Kadiwa from Department of Agriculture - Philippines, land title verification from LRA, Philippine Statistics Authority membership registration, and PhilHealth YAKAP screening. For our beloved animals, there will be anti-rabies vaccination and pet deworming from Office of the City Veterinarian Muntinlupa City. In addition, Bongbong0 will provide AKSYON Fund Assistance for our OFWs and their families.

⚖️BOC JOINS THE KATARUNGAN CARAVAN

The Board of Claims (BOC) participated in the Katarungan Caravan, reaffirming its commitment to bringing justice and government services closer to the Filipino people.

During the activity, Chief Human Resources Officer and Head of Corporate Services Hans Montenegro delivered the Welcome Remarks. He highlighted the importance of collaboration and public service in advancing access to justice and ensuring that government programs reach those who need them most.

The BOC is grateful for the opportunity to take part in this meaningful initiative and continues to support efforts that promote accessible, responsive, and people-centered justice. 🇵🇭

STRENGTHENING ACCESS TO THE VICTIMS COMPENSATION PROGRAM IN PAMPANGA

The Board of Claims (BOC) conducted a consultation meeting with representatives of the Municipal Social Welfare and Development Offices (MSWDOs) and City Social Welfare and Development Offices (CSWDOs) in Pampanga to strengthen awareness and coordination in the implementation of the Victims Compensation Program (VCP).

Deputy State Prosecutor Alexander Q. Suarez discussed the program’s purpose and coverage, eligibility requirements, available financial assistance, documentary requirements, and the process for filing claims. He also highlighted the important role of local social welfare offices in guiding victims and their families and facilitating their access to the program.

The consultation provided an opportunity to clarify concerns on the application process and strengthen coordination between the BOC and local social welfare offices in the Province of Pampanga. Through closer collaboration, the Board seeks to ensure that qualified victims and their beneficiaries are properly informed of the assistance available to them and are provided appropriate guidance in accessing the VCP.

In her closing remarks, Senior Assistant State Prosecutor Anna Noreen T. Devanadera thanked the participants for their active engagement and emphasized the importance of translating the information gained from the consultation into stronger awareness and assistance at the local level.

The activity forms part of the Board of Claims’ continuing efforts to strengthen access to justice and expand the reach of the Victims Compensation Program, ensuring that information and government assistance are brought closer to victims and their families in communities nationwide.

The Provincial Prosecution Office (PPO) of Ilocos Norte facilitated the release of checks to qualified beneficiaries of the Board of Claims’ Victims Compensation Program.

Through the assistance of prosecution offices, beneficiaries may receive the financial assistance granted under Republic Act No. 7309 within their respective provinces, reducing the need to travel to the Board’s central office in Manila.

The Board recognizes the important role of the PPO Ilocos Norte in helping ensure that the Victims Compensation Program is accessible to qualified victims and their families in the said province.

Through stronger coordination with the National Prosecution Service, the Board remains committed to bringing government assistance closer to victims and ensuring that the benefits of the Victims Compensation Program reach beneficiaries nationwide.

BOC PROMOTES GENDER-RESPONSIVE WORKPLACE WELLNESS THROUGH STRESS MANAGEMENT AND RESILIENCE

As part of its continuing commitment to Gender and Development (GAD) and the promotion of a healthy, inclusive, and supportive workplace, the Board of Claims (BOC) conducted a stress management session aimed at strengthening the emotional well-being and resilience of its personnel.

The session was facilitated by Dr. Nehemiah Gerold Bangalan, a licensed medical doctor certified in family medicine, who discussed stress management, emotional regulation, grounding techniques, and resilience in the workplace. He emphasized that emotional regulation does not mean suppressing emotions, but rather recognizing, understanding, and managing them in healthy and constructive ways.

The discussion also highlighted the shift from personal resilience to team resilience by developing the ability to regulate one's own emotions and responses to stress. With this, individuals become better equipped to support their colleagues, communicate effectively, and contribute to a more compassionate and collaborative working environment.

Viewed in a GAD perspective, promoting mental and emotional well-being is essential in creating a workplace where personnel, regardless of gender, are encouraged to express themselves, seek support, manage workplace pressures, and participate in an environment founded on respect, empathy, equality, and inclusivity.

The BOC continues to advance its GAD efforts by fostering a gender-responsive workplace that recognizes the well-being of employees as a vital component of effective, inclusive, and compassionate public service.

The Center Development Office (CDO) successfully conducted a 𝐕𝐢𝐫𝐭𝐮𝐚𝐥 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐨𝐧 𝐭𝐡𝐞 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐉𝐮𝐬𝐭𝐢𝐜𝐞–𝐁𝐨𝐚𝐫𝐝 𝐨𝐟 𝐂𝐥𝐚𝐢𝐦𝐬 (𝐃𝐎𝐉-𝐁𝐎𝐂) 𝐕𝐢𝐜𝐭𝐢𝐦𝐬' 𝐂𝐨𝐦𝐩𝐞𝐧𝐬𝐚𝐭𝐢𝐨𝐧 𝐏𝐫𝐨𝐠𝐫𝐚𝐦 (𝐕𝐂𝐏) on 24 June 2026 via Google Meet, in partnership with the DOJ-BOC.

The activity gathered social workers and personnel from DSWD-managed Centers and Residential Care Facilities (CRCFs) for children and youth nationwide to deepen their understanding of the Victims' Compensation Program and strengthen their capacity to assist eligible clients in accessing compensation and legal remedies provided under Republic Act No. 7309.

The orientation featured Prosecutor Anna Noreen T. Devanadera, Chief for Administration of the DOJ-BOC, who provided a comprehensive discussion on the program's legal framework, eligibility requirements, filing procedures, compensable offenses, available remedies, and special provisions for victims of trafficking, Online Sexual Abuse or Exploitation of Children (OSAEC), and Child Sexual Abuse or Exploitation Materials (CSAEM/CSAM) cases.

In her opening message, CDO Director Rowela F. Hizon underscored the importance of strengthening inter-agency partnerships to ensure that vulnerable children and youth receive the protection, support, and access to justice they deserve. CDO Assistant Director Kaye P. Sacapano, in her closing message, encouraged participants to apply the knowledge gained in delivering responsive, compassionate, and victim-centered services while fostering stronger coordination among partner agencies.

Through this collaborative initiative, the CRCF personnel are now better equipped to guide resident clients through the claims process, empowering victims of violent crimes and abuse to access the compensation, remedies, and justice afforded to them by law.

Together, we continue to uphold the rights, dignity, and welfare of every individual under our care through informed service, meaningful collaboration, and unwavering commitment.

On July 4, 2026, the Board of Claims successfully held its Public Awareness and Advocacy Run in commemoration of its 34th Founding Anniversary with the theme, “Takbo ng Pag-Asa, Hakbang sa Muling Pagbangon.”

More than just a run, the event symbolized hope, resilience, and our shared commitment to helping victims move forward and rebuild their lives. Every step taken reflected the Board of Claims’ mission of promoting compassion, justice, and recovery for those in need.

The Board of Claims extend its heartfelt gratitude to all the participants, partner agencies, volunteers, and supporters who made this meaningful event a success. Together, we continue to take meaningful strides toward a future filled with hope.
