The activity was undertaken in collaboration with CENRO Kiamba, represented by ๐Œ๐ซ. ๐…๐ž๐ฅ๐ข๐ฑ ๐ƒ ๐‘๐จ๐›๐ฅ๐ž๐ฌ ๐‰๐ซ., highlighting the importance of inter-agency cooperation in protecting and restoring the marine resources of Sarangani Bay.

The activity commenced with a briefing and dive planning session facilitated by ๐Œ๐ซ. ๐…๐ž๐ฅ๐ข๐ฑ ๐ƒ ๐‘๐จ๐›๐ฅ๐ž๐ฌ ๐‰๐ซ. of CENRO Kiamba. The briefing provided the participating personnel with the necessary guidance on the planned underwater activities, safety procedures, and proper conduct of the coral transplantation and rehabilitation efforts.

Following the briefing, ๐’๐๐Ÿ ๐๐š๐ญ๐š ๐๐‚๐†, and ๐’๐๐Ÿ ๐’๐ฎ๐ฆ๐š๐จ๐ฒ ๐๐‚๐†, participated in the conduct of the coral transplantation and rehabilitation activities. The personnel carried out two diving operations dedicated to the restoration and rehabilitation of coral reef areas within the designated site.

Through hands-on participation, the activity contributed to the ongoing efforts to restore damaged or degraded coral habitats and enhance the ecological condition of the coastal waters of Maasim.

The participation of MEG-SM in the activity demonstrates the Philippine Coast Guard's continued support for marine environmental protection, biodiversity conservation, and ecosystem rehabilitation. Such initiatives complement the Coast Guard's enforcement and monitoring activities by promoting proactive measures aimed at preventing further degradation of marine resources.

These discussions highlighted the PAF Leader Development Framework under PAFM 9-03 and red teaming methodologies as potential institutional benchmarks for strengthening MEPTDIโ€™s leadership programs, competency frameworks, and the development of adaptive and sound decision-makers.

The discussions were reinforced through the Leadership Development Design Studio, where the PCG-MEPCOM delegation participated in group-based red teaming activities using collaborative methodologies. The activity enabled participants to develop a competency framework by identifying the desired attributes, character, competencies, and leadership capabilities of Coast Guard personnel while fostering reflection, constructive exchange, and diverse perspectives in leadership development planning. The activity demonstrated the practical value of participatory and evidence-informed methodologies that may be adopted by MEPTDI in designing future Leadership Development Programs and competency-based learning interventions for PCG personnel.

The IPV concluded with the presentation of certificates and mementos, followed by a photo opportunity and boodle fight that fostered camaraderie and strengthened inter-service partnership. A windshield tour of AETC facilities also provided the PCG delegation with valuable benchmarks for the continuing development of MEPTDIโ€™s training facilities and leadership programs.

The IPV highlighted the importance of a structured, competency-based leadership framework that integrates critical thinking, character formation, and mission-oriented competencies. The Marine Environmental Protection Command (MEPCOM) successfully conducted the 2026 Promotion Deliberation for Enlisted Personnel (E1โ€“E2 and E2โ€“E3) on 04โ€“05 August 2026 at the MEP Access Conference Room, Mary Bachrach Building II, Port Area, Manila, reaffirming the transparent, objective, and merit-based promotion system of the Philippine Coast Guard.

The two-day deliberation was undertaken to evaluate the qualifications, competence, leadership potential, performance, and overall readiness of enlisted personnel recommended for promotion to the next higher rank. In accordance with the existing PCGโ€™s promotion policies and guidelines, the Promotion Deliberation Board assessed candidates for advancement from Apprentice Seaman/Apprentice Seawoman (ASN/ASW, E-1) to Seaman Second Class/Seawoman Second Class (SN2/SW2, E-2) and from Seaman Second Class/Seawoman Second Class (SN2/SW2, E-2) to Seaman First Class/Seawoman First Class (SN1/SW1, E-3).

This hybrid deliberation process enabled the Board to conduct a comprehensive, impartial, and standardized evaluation regardless of the candidates' respective duty stations.

The deliberation process emphasized fairness, integrity, and professionalism by carefully assessing each candidate's performance, qualifications, military bearing, and potential for greater responsibilities.
