The Department of Agrarian Reform, together with the World Bank and other project partners, continued the 14th Implementation Support Mission for Project SPLIT on September 17, 2026.

The day’s activities focused on key areas of project implementation, including the Grievance Redress Mechanism, SPLIT/IPARC Environmental and Social Safeguards, and the continuation of GIS and Parcelization activities. These sessions provided an opportunity to discuss implementation concerns, strengthen coordination, and ensure that technical and safeguard requirements are properly addressed.

The continued discussions also highlighted the importance of collaboration among concerned offices and project partners in addressing operational requirements and supporting the timely implementation of Project SPLIT activities.

Driven by the leadership of Secretary Conrado M. Estrella III and guided by Project Implementation Officer Undersecretary Jesry T. Palmares, the 14th Implementation Support Mission underscores the Department’s commitment to strengthened coordination, effective project implementation, and responsive service delivery.

The Department of Agrarian Reform, together with the World Bank and other project partners, kicked off the 14th Implementation Support Mission for Project SPLIT on September 15, 2026.

The kick-off activity brought together key offices and partners to take stock of project implementation, discuss accomplishments and emerging concerns, and identify areas that require continued coordination and support. The mission also provides a venue to align efforts and ensure that key Project SPLIT activities remain on track.

As implementation continues, sustained collaboration among the Department, its partners, and field offices remains essential in addressing operational requirements and advancing the delivery of project outputs for agrarian reform beneficiaries.

The Department of Agrarian Reform joined the nationwide celebration of President Ferdinand “Bongbong” Marcos Jr.’s birthday through Handog ng Pangulo 2026, bringing DAR programs and services closer to agrarian reform beneficiaries across the country through the distribution of Certificates of Land Ownership Award and other forms of assistance.

In Pangasinan, Secretary Conrado M. Estrella III personally led the distributions in Dagupan and Rosales, joined by World Bank Representative Kathrine Kelm, DAR Undersecretaries, the DAR Regional Director, partner agencies, and local government leaders.

More than a celebration, the occasion reflected a shared commitment to bringing meaningful government services directly to our agrarian reform beneficiaries and their communities.

On behalf of the Department of Agrarian Reform and Project SPLIT, we extend our belated birthday greetings to President Ferdinand “Bongbong” Marcos Jr. We are grateful for his continued support in strengthening DAR’s delivery of services and for his commitment to advancing programs that uplift our agrarian reform beneficiaries. The Department of Agrarian Reform continues to strengthen its multimedia content production capabilities through the conduct of the AI Tools Training – Batch 2, held on August 25–29, 2026.

The five-day training provided participants with opportunities to explore and apply various AI tools in multimedia content production, supporting more efficient workflows and enhancing the development of digital communication materials. Through collaborative learning and knowledge sharing, participants were able to gain practical insights that can be applied to their respective communication and production tasks.

The activity further promotes the responsible and effective use of emerging technologies in support of the Department’s communication initiatives. It was driven by the leadership of Secretary Conrado M. Estrella III and guided by Project Implementation Officer Undersecretary Jesry T. Palmares.

The Capacity Enhancement and Process Harmonization Workshop for Regional Contract Management Teams: Streamlining Contract Processing Procedures started yesterday, September 8, 2026, at SEVES Hotel and Resort, Sariaya, Quezon.

The Mindanao Batch brings together Regional and Provincial Contract Management Teams for focused discussions, hands on workshops, and knowledge sharing aimed at strengthening contract management practices and harmonizing procedures across implementing offices.

The activity supports the direction of Secretary Conrado M. Estrella III to strengthen systems and processes that contribute to efficient and effective Project SPLIT implementation.

Under the guidance of Project Implementation Officer (PIO) Undersecretary Jesry T. Palmares, the workshop provides a platform for teams to align procedures, address operational concerns, and improve contract monitoring and processing.

Following the Mindanao Batch, the Luzon and Visayas Batches will also be conducted in the coming weeks, further expanding the capacity enhancement and process harmonization efforts across Project SPLIT implementing offices.

Through focused discussions, workshops, and knowledge sharing, the activity aims to promote more efficient, consistent, and responsive contract processing.

Pagpapalakas ng Kapasidad sa Pagdidigitize at Pagmamapa ng Lupang Agraryo

Noong Agosto 18-22, 2026, sa kabila ng masamang panahon, nagtipon ang mga kinatawan mula sa mga Tanggapan Panrehiyon ng Luzon sa Lalawigan ng Quezon upang lumahok sa aktibidad na naglalayong mapalago ang kapasidad sa pagdi-digitize ng datos ng mga magsasaka at pagmamapa ng mga parsela ng lupa na pinamunuhan ng Field Operations Office (FOO) at Foreign-Assisted Special Projects Office (FASPO), bilang tugon sa mga hamon at pagpapalawak sa teknolohiya ng Kagawaran.

Sa pamamagitan ng In-house Shapefile Generation Workshop for EPs, CLOAs, and E-Titles, nagkaroon ng pagkakataon ang mga teknikal na kawani na matutunan at maisagawa ang mga pamamaraan sa pagmapa ng mga lupang naipagkaloob sa ating mga magsasaka. Layunin ng aktibidad na makabuo ng isang epektibong geodatabase na magsisilbing mahalagang sanggunian sa pagpaplano, pagsubaybay, at pagmamapa, at makatutulong sa higit na masinop at produktibong pagpapatupad ng mga programa ng DAR.

Strengthening Capacity in Digitization and Mapping of Agrarian Lands

From August 18 to 22, 2026, despite unfavorable weather conditions, representatives from the Luzon Regional Offices gathered in Quezon Province to participate in an activity aimed at enhancing capacity for digitizing farmer data and mapping land parcels. Led by the Field Operations Office (FOO) and the Foreign-Assisted Special Projects Office (FASPO), this initiative addresses challenges and promotes the integration of technology within the Department.

Through the In-house Shapefile Generation Workshop for EPs, CLOAs, and E-Titles, technical staff gained the opportunity to learn and execute mapping methodologies for lands awarded to our farmers. The activity aims to establish an effective geodatabase that will serve as a vital reference for planning, monitoring, and mapping, facilitating a more efficient and productive implementation of DAR's programs.

The Department of Agrarian Reform convened the Technical Working Group on Land and Forest (TWG-LF) with the Department of Environment and Natural Resources (DENR) on September 2, 2026, to strengthen inter-agency coordination on land and forest-related concerns under Project SPLIT.

The meeting provided an avenue for DAR and DENR representatives to discuss technical matters, share updates, and align strategies on concerns affecting the implementation of project activities. Through continued collaboration, both agencies work toward more coordinated and efficient approaches in addressing land and forest issues relevant to agrarian reform.

Driven by the leadership of Secretary Conrado M. Estrella III and guided by Project Implementation Officer Undersecretary Jesry T. Palmares, the activity reflects the Department’s continuing commitment to strengthened inter-agency cooperation and responsive approaches in advancing the objectives of Project SPLIT.

National Heroes’ Day is observed in recognition of the contributions and sacrifices of those who have helped shape the country’s history and continue to serve as reminders of the values that guide collective efforts.

As we remember their contributions, this day also provides an opportunity to reflect on the importance of working together, with each individual contributing in their own way toward a shared purpose.

Through cooperation, shared responsibility, and sustained efforts, we can continue moving forward toward one common goal and contribute meaningfully to the communities we serve.
